A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING $76,500
FROM THE SOUTH POINTE CAPITAL FUND NO. 389, TO FUND
THE BALANCE OF THE DESIGN, PURCHASE AND
INSTALLATION OF A SHADE STRUCTURE AND SAFETY FENCE
AT THE TOT-LOT LOCATED IN MARJORY STONEMAN
DOUGLAS PARK.
WHEREAS, for the past several years now and in particular since the loss of
so many shade trees in our parks, the Parks and Recreation Department has received a
great number of requests from residents for the installation of shade structures over the
playgrounds and tot lots in their neighborhood parks throughout the City; and
WHEREAS, in response to these requests, and in keeping with the current
industry practice, the Parks and Recreation Department requested and was approved
funding from the Fiscal Year 2006/07 Capital Improvements Budget for the installation of
shade structures over tot-lots and playgrounds in Muss Park, Normandy Park and Pool,
Palm Island Park, and Marjory Stoneman Douglas Park; and
WHEREAS, approximately eighteen (18) months ago the Parks and
Recreation Department staff met with resident users of Marjory Stoneman Douglas Park;
and
WHEREAS, this matter was discussed in greater detail at the February 14,
2007 Commission Meeting and the residents again requested the installation of a shade
structure and as well as a fence around the tot lot; and
WHEREAS, at the conclusion of the discussion, the City Commission directed
the Administration to build a consensus with the residents as to the shade system and
fence design, and install the sun shade and fence; and
WHEREAS, a meeting was held on May 2, 2007, with a unanimous decision
being made by the nineteen (19) residents and their children in attendance to select a
custom "sail" type shade system, and a 4' wave designed aluminum picket fence to
enclose the entire playground; and
WHEREAS, there is presently funding in this year's Capital Budget, in the
amount of $50,000, to fund the shade structure, but no funding has been identified for a
fence (galvanized steel or aluminum) around the' playground, roughly estimated at
$25,000; and
WHEREAS, the estimated cost of the preferred custom sail shade system is
approximately $85,000, and the cost of the fence is estimated at approximately $25,000;
additionally a 15% contingency is included in the estimate, for a total project cost of
$126,500; leaving an unfunded amount of $76,500.
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor
and City Commission hereby appropriate $76,500 from the South Pointe Capital
Fund No. 389, to fund the balance of the design, purchase an installation of a
shade structure and safety fence at the tot-lot located in Marjo oneman Douglas
Park.

Item Summary/Recommendation:
The Parks and Recreation Department has received a number of requests for the installation of shade
structures over the playgrounds and tot lots citywide.
Several months ago the Parks and Recreation Department Administration met with resident users of
Marjory Stoneman Douglas Park and they requested a shade structure. This matter was discussed in
greater detail at the February 14, 2007, Commission meeting with the residents requesting the installation
of a shade structure as well as a fence around the tot lot to further protect the children from strangers and
dogs that may be loose in the park. Ultimately the Commission directed the Administration to build a
consensus with the residents as to the shade system and fence design, and install the sun shade and
fence.
A meeting with the park users was held on May 2, 2007 with a unanimous decision being made by the
nineteen (19) residents and their children in attendance to select a custom "sail" type shade system and a
4' wave designed aluminum picket fence to enclose the entire playground.
There is funding in this year's capital budget in the amount of $50,000 for the shade structure but no
funding for a fence (galvanized steel or aluminum) around the playground. The estimated cost of the
preferred custom sail shade system is $83,817 and the cost of the fence is estimated at approximately
$25,000. Additionally a 15% contingency is included in the estimate for a total project cost of $140,000,
leaving an unfunded amount of $90,000.
Funds are available in the South Pointe Capital Fund, and it is recommended that the City Commission
appropriate $90,000 from that source to allow this project to proceed.
Adviso Board Recommendation:
The Parks and Recreation Facilities Advisory Board unanimously passed a motion recommending the
installation of shade structures in our arks.

ANAL YSIS
For the past several years and in particular since the storm related loss of so many shade
trees in our parks, the Parks and R~creation Department has received a number of requests
for the installation of shade structures over the playgrounds and tot lots in neighborhoods.
In considering the various requests, the Parks and Recreation Facilities Advisory Board,
unanimously passed a motion recommending the installation of shade structures in our
parks.
The Parks department requested and was approved funding from the F.Y.2006/07 Capital
Improvements budget for installation of shade structures over tot-lots and playgrounds in
Muss, Normandy Park and Pool, Palm Island and Marjory Stoneman Douglas Parks.
Additionally, the department is funded for new playgrounds with shade structures in Beach
View Park (53rd & Collins) and Indian Beach Park (46th & Collins). The proposed shade
structures are similar to those installed approximately 18 months ago at North Shore Park
over the baseball bleachers and outside the Youth Center for children's snack time area.
Several months ago the Parks and Recreation Department Administration met with resident
users of Marjory Stoneman Douglas Park in advance of designing a shade structure for that
Park. At that time the residents were requesting a shade structure. This matter was
discussed in greater detail at the February 14, 2007 Commission meeting. At the meeting
the residents again requested the installation of a shade structure to protect their children
from the sun as well as a fence around the tot lot to further protect them from strangers and
dogs that may be loose in the park. At the conclusion of the discussion the Commission
directed the Administration to build a consensus with the residents as to the shade system
and fence design, and install the sun shade and fence.
The Parks and Recreation Administration coordinated the consensus building process with
Ms. Catherine Esposito Prescott, the spokesperson for the neighborhood. A meeting was
held on May 2, 2007 with a unanimous decision being made by the nineteen (19) residents
and their children in attendance to select a custom "sail" type shade system and a 4' wave
designed aluminum picket fence to enclose the entire playground. Please see the attached
examples of the shade system and fence designs selected.

CONCLUSION
The Administration recommends the approval of this Resolution appropriating $90,000 from
the South Pointe Capital Fund, No. 389 for the design, purchase and installation of a shade
structure and safety fence at the tot-lot in Marjory Stoneman Douglas Park. This approval
will assist the Department in accomplishing its measurable objectives linked to the City's Key
Intended Outcome of Increasing satisfaction with recreational programs (and facilities) by
provide a safe, secure and comfortable playground for our residents and their families.
