A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ESTABLISHING AN "ADOPT -A-P ARK" PROGRAM
ACCOUNT FOR THE NORTH SHORE PARK YOUTH CENTER AND
APPROPRIATING FUNDS TO SAID ACCOUNT AS THEY ARE RECEIVED
FROM VARIOUS FEDERAL, STATE, LOCAL OR FOUNDATION GRANT
SOURCES, CORPORATE DONATIONS, INDIVIDUAL DONATIONS, OR OTHER
PRIVATE SECTOR SUPPORT TO ASSIST IN THE CONSTRUCTION,
MAINTENANCE AND OPERATION OF THE NORTH SHORE PARK YOUTH
CENTER IN ACCORDANCE WITH THE CITY'S PARKS MASTER PLAN.
WHEREAS, on May 20, 1998, the Mayor and City Commission approved schematic plans
for the base bids and base bid budgets for proj ects in the $15 million General Obligation Parks
Improvements Bond Program and the Miami-Dade County Safe Neighborhood Parks Bond Program,
and authorized the Administration to proceed with the designs and bid specifications for the projects,
with a few select exceptions; and
WHEREAS, one of the exceptions was to postpone the resurfacing of the North Shore
basketball courts in an effort to identify additional funding to construct a larger recreation center
with a gymnasium; and
WHEREAS, the current cost of construction for a facility of this type would cost
approximately $2,700,000, and the current funding now available to construct the North Beach
Youth Center is $1,700,000; and
WHEREAS, the establishment of an "Adopt-A-Park" Program will provide a mechanism
by which the community, Mayor and City Commission, and the Administration can work together
to obtain the additional funding necessary to complete the Parks Master Plan Program for the North
Shore Park Youth Center.
NOW THEREFORE, BE IT DUL Y RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the establishment of an "Adopt-A-Park" Program Account for the
North Shore Park Youth Center, and appropriate funds to said account as they are received from
various Federal, State, local and Foundation grant sources, corporate donations, individual donations,
or other private sector support, to assist in the construction, maintenance and operation of the North
Shore Park Youth Center, in accordance with the City's Parks Master Plan.

An inspection was performed regarding the above referenced in conjunction with a report
received from Brad A. Judd, Director of Property Management dated June 25, 1998.
The following are our findings;
The 2 x 6 wood decking shows evidence of termite infestation and dry rot. The board have
warped due to weather conditions throughout previous years, causing severe tripping hazards.
There is further evidence showing in several areas, throughout the wood deck that holes
(deterioration) have occurred and there are numerous soft spots which at any given time a
person using the facility might step through. The nails have deteriorated to a point where the
nails have backed-out of the wood stringers and there is no way to secure this to ensure safety
due to the deterioration of the wood.
The steel bolts have deteriorated to a point of total failure.
The benches have split and missing wood and cannot be replaced due to the structure being
severely deteriorated and any attachment will not hold.

The structural columns supporting the wood trellises, have rotted and show to be inadequate and
present a hazardous unsafe condition.
There is exposed wiring from the light poles which at this time are not operational.due to
corrosion.
The railings show deterioration and they are extremely loose and are unable to be used for any
support.
It is recommended that a structural engineer be hired to further evaluate the conditions and
determine if these structures could be repaired or recommenced for demolition.
These pavilion structures and the wood deck has been placarded accordingly.

North Shore Open Space Park
As a result of a hazard notification notice submitted to this office, I had Property Management staff,
inspect the pavilion, deck and ramp areas of North Shore Open Space Park for hazardous conditions
reported to this Division. Property Management staff observed and reported the following existing
conditions:
1. A number of deck areas have settled causing localized protruding of deck boards that may
cause tripping hazards. Attempts to repair these areas have been to no avail due to the
structural wood substructure (stringers) being rotted beyond the ability to hold a nail or screw
to secure the deck boards.
2. Numerous areas of the wood deck substructure are rotted and missing due to cracking and
splitting of the wood caused by corrosion and swelling of their steel attachment hardware
(nuts & bolts).
3. Numerous structural steel bolts have corroded to the point of total failure due to extreme
corrosIOn.
4. Numerous areas of wood decking have reached the end of their useful life due to dry rot and
their inability to support the deck loads they were originally designed for..
5. A number of the built-in wood bench areas have split and missing wood areas that cannot be
replaced due to the support substructure being rotted and not having the ability to hold nail
or screws for attachment.
6. Structural wood columns supporting wood trellises, adjacent to a pavilion, are rotted and
have lost a substantial portion of their ability to adequately support the weight of the wood
trellises.
7. Numerous light poles and fixtures adjacent to the deck areas are corroded and rllissing
portions of the light fixtur.es. Missing cover plates and exposed wiring (not energized) were
also noted. These lights and associated underground conduits and wiring were not maintained
by the State and are beyond the possibility of repair.
Property Management routinely inspects and repairs all areas that are found or reported as hazardous
conditions in the Park. However, the continued deterioration of the deck and substructure are beyond
the point of what routine maintenance can repair.
It should be noted that the areas specified are located adjacent to the beach and have been subjected
to years of exposure to a highly corrosive salt water environment which has only served to escalate
the rate of damage to this structure in addition to the normal deleterious effects of the South Florida
tropical environment.
It is my re<;:ommendation that a complete structural evaluation be made by the Building Department's
structural engineer or funds be encumbered to retain the services of a structural engineer to compile
a report on what steps should be taken to either repair or replace the entire wood deck, handrail, and
pavilion areas and to make a determination as to what extent the conditions noted in this report,
present a hazard to the public..
With large crowds expected on weekends such as the 4th ofJuly and Labor Day, I would recommend
that this evaluation be made as soon as possible. This would allow for proper steps, including closure
if necessary, to be taken to provide for the safety of the public who use the facilities.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
On May 20, 1998, the Mayor and City Commission approved schematic plans for the base bids and
base bid budgets for projects in the $15 million General Obligation Parks Improvements Bond
Program and the Miami-Dade County Safe Neighborhood Parks Bond Program and authorized the
Administration to proceed with the construction documents and bid specifications for the projects
with a few select exc:eptions. One of the exceptions was to postpone the resurfacing of the North
Shore basketball courts in an effort to identify additional funding to construct a larger recreation
center with a gymnasium. The current plan for the North Shore Youth Center proposes a single floor
10,947 SF. multi-purpose facility at an estimated construction cost of$800,000. The present design
will structurally support a second floor.
In 1994, the North Beach Task Force developed a proposal for a multi-purpose recreation youth
center that would be approximately 29,000 SF., including 2 story structure with a completely
enclosed air conditioned multi-purpose gymnasium with interior running track. The estimate for this
project, in 1994, was $2 million in construction cost.

The current cost of construction for a facility of the type, as taken from the Means Construction Cost
Data Manual, which is used nationally as an estimating standard, ranges from $79 to $106 per SF.
This equates to an average of$92.50 per SF. including construction costs, AlE fees and permitting.
Based on this information, the expansion of an additional 18,100 SF. would cost approximately
$1,675,000.
At the July 1, 1998 Commission meeting, funding in the amount of$l, 192,583 was reallocated from
the $15 million General Obligation Parks Improvements Bond Program to other projects in the bond
program. Of this allocation, $900,000 was added to the North Shore Park appropriation to be
utilized to further attain the goal of the estimated $2.7 million necessary to construct a multi-
component youth center. The current funding now available to construct the North Beach Youth
Center is $1,700,000. The Mayor and Members of the City Commission. with the direct
involvement of Commissioner Jose Smith, has committed to work with the Administration to obtain
the additional $1,000,000 needed to fully fund the youth center facility.
ANAL YSIS:
This "Adopt-A-Park" program will provide a mechanism by which the community, Commission
and Administration can work together to obtain the additional funding necessary to complete the
Parks Master Plan program for the North Shore Park Youth Center.
CONCLUSION
Approve the attached Resolution.
