BACKGROUND: During the past seven years, the Administration has been working with supermarket ehains in the South Florida area to diseuss the possibility of providing a new supermarket to Miami Beaeh residents. In the most reeent two years, the Administration met with the following ehains, Winn Dixie, Publix, Sedano, Extra, Hyde Park, and Woolley's, to further explore this possibility. The only obstaele in making this projeet a reality was the laek of land available in the City for the eonstruetion of a supermarket. It was with the eoneurrenee of the supermarket ehains that a new supermarket in the South Beaeh area and a seeond new market in the North Beaeh area was required to address the basie needs of the community. These two new supermarkets would be in addition to the existing markets available on the Beaeh today. The Administration also expressed, on behalf of the residents, a need for a full serviee supermarket that would provide all of the amenities that are provided in neighboring eommunities. A supermarket sueh as this would require a five-aere site. Since a five- aere site was not available, the Administration together with the various ehains explored the possibility of building a multi-level market, whieh would require a smaller pareel of land. The Administration purehased the site located on West Avenue and 20th Street from Florida Power & Light, whieh is referred to as the "FPL Site". This site was purehased by the City for $1 ,470,000. The Request for Proposal was prepared by the Administration and the City Attomey's Office, and reviewed by Cynthia Cohen Turk, president of Market Plaee 2000, an eeonomie marketing eonsultant firm. The proposal was also reviewed by the Capital Improvements and Finanee Committee and by the Commission at its Meeting of July 26, 1995. The Request for Proposal was issued on August 11, 1995, and the responses were reeeivecf6ii 7 November 16, 1995. The Selection Committee eonsisted of Simon Cruz, Chairperson to the Hispanie Affairs Committee, Tamara Nixon, Member of the Audit Committee and Direetor of the Finaneiallnstitution Serviees with Keyes Asset Management, Ine., Raul Rodriguez, arehiteet with Rodriguez and Quiroga, Sergio Rodriguez, Deputy City Manager, Robert Naehlinger, Finanee Direetor, and Mayra Diaz Buttaeavoli, Assistant City Manager. ANALYSIS: On November 17, 1995, the Seleetion Committee and the City Attorney's Offiee met to review the proposal submitted by Publix Supermarket. The attaehed Synopsis and Evaluation Matrix was prepared by the Administration summarizing the Publix proposal. Publix Supermarket, Ine. has proposed the purchase of the FPL Site for $2.4 million dollars for the development of a 47,995 square foot market providing all the amenities reeommended in the RFP, and 307 parking spaees. It Is important to note the City requirement for a supermarket of this size is 200 parking spaees. Publix would normally provide 240 spaees. Additionally, Publix expressed their desire to make this their showcase market in the United States, and have eontraeted with Thompson & Wood, Ine. and Carlos Zapata Design Studio, for the exterior design of the building. Additional eonsultants for parking and traffic are Kimley-Horn & Assoeiates, Ine.; the landseape eonsultant is Rosenberg Design Group, Ine. Construetion on the projeet is antieipated to eommenee on August 12,1996 and will be completed on August 6, 1997. The Selection Committee reviewed the proposal based on the following eriteria refleeted in the RFP: Project design, quality of faeilities and amenities; Project development team capability and experienee; Projeet management plan; Timing sehedule and eoordination with the City; Financial plan; Marketing plan; and Sueh other eriteria as the City may determine. The Seleetion Committee unanimously reeommending to the City Manager the Publix proposal. They eonsidered the projeet design to be an enhaneement to the eommunity. They reeommend that the Administration work elosely with Publix to ensure proper eonsideration be given to design of the faeility with partieular emphasis on ingress and egress, traffie flow, loading, and trash reeeptaele areas. CONCLUSION: The Administration recommends that the Commission aecept the proposal of Publix Supermarkets, Ine. and direct the Administration and City Attomey's Offiee to proeeed with the negotiations of a Purehase and Sale Agreement with the sueeessful proposer.
