A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND AUTHORIZING THE CITY MANAGER TO ISSUE A
CERTIFICATION OF CONSISTENCY WITH THE CITY'S
CONSOLIDATED PLAN TO A YUDA, INC, TO UTILIZE
FUNDS FROM THE U,S, DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT UNDER THE SUPPORTIVE
HOUSING PROGRAM TO OPERATE TWENTY (20)
SCATTERED UNITS OF SUPPORTIVE HOUSING FOR
FORMERL Y HOMELESS INDIVIDUALS AND FAMILIES
WITH DISABILITIES,
WHEREAS, on July 26, 1995, the Mayor and City Commission approved the City's
Consolidated Plan; and
WHEREAS, Ayuda, Inc. (Ayuda) has proposed to establish and operate a housing assistance
program to provide twenty (20) scattered units of supportive housing for formerly homeless
individuals and families with disabilities; and
WHEREAS, the u.s. Department of Housing and Urban Development (U.S. HUD) requires
that applicants for Federal funding under the Supportive Housing Program obtain and submit a
Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction where the
proposed activity is located; and
WHEREAS, in accordance with the City's adopted Consolidated Plan, each request for a
Certification of Consistency with the Consolidated Plan requires City Commission review and
approval; and
WHEREAS, the Administration has reviewed the proposed activity and found it to be
consistent with the Consolidated Plan.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is
authorized to issue a Certification of Consistency with the City's Consolidated Plan to Ayuda, Inc.
to utilize funds from the u.s. Department of Housing and Urban Development under the Supportive
Housing Program to establish and operate twenty (20) scattered units of supportive housing for
formerly homeless individuals and families with disabilities.

ME NT AL HEALTH DISORDERS,
ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND:
On July 6, 1998, Ayuda, Inc., (Ayuda) requested a Certification of Consistency with the City's
Consolidated Plan as part of an application for funds from the U.S. Department of Housing and
Urban Development (U.S. HUD) under the Supportive Housing Program. Ayuda is requesting
$761,166 in federal assistance to operate up to twenty (20) units of supportive housing for formerly
homeless persons with mental health disorders. If funding is approved, Ayuda will proceed to locate
housing units scattered throughout Miami Beach. No more than 20 percent of the units in any
participating building are to be assisted under this Program, and no more than 20 percent of the
assisted units (4 units) are to be located in a single building.
The proposed application from Ayuda is to be included in an application to be submitted to U.S.
HUD by the Miami-Dade Homeless Trust (Homeless Trust) in response to the annual Notice' of
Funding Availability ("Super NOF A"). The Homeless Trust is submitting one application on behalf
of a number of local housing providers seeking funds under the Supportive Housing Program. The
deadline for interested groups to submit their proposals to the Homeless Trust was July 6, 1998.
Ayuda has indicated that since they did not apply to the City for a Certification of Consistency to
be approved during the July 1, 1998 Commission meeting, they have included a letter with their
application to the Homeless Trust indicating that Ayuda has requested that the City approve the
issuance of a Certification of Consistency on July IS, 1998. The Homeless Trust will be submitting
the grant application to U.S. HUD by July 27, 1998. ell/)

Ayuda is proposing to provide rent assistance and supportive services to twenty (20) participating
individuals for up to one year. Ayuda intends to operate this Program for a minimum of three years,
which will allow for a total of 60 persons to be assisted.
Ayuda is a not-for-profit organization based in Miami Beach. Since its establishment in 1977,
Ayuda has served children, adolescents, adults and the elderly. Ayuda currently operates a program
funded by the Miami-Dade County Department of Human Services, providing counseling,
transportation, and medical benefits advice to the elderly. These services are provided at social
service agencies throughout the County based on referrals.
U.S. HUD requires that applicants for funding under the Supportive Housing Program obtain and
submit a Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction
where the activity is to be located. In accordance with the City's adopted Consolidated Plan, each
request for a Certification of Consistency with the Consolidated Plan requires City Commission
review an~ approval.
During 1998, the City has issued five Certifications of Consistency with the Consolidated Plan as
follows: Shelbourne House Apartment Building to continue operating 24 units of supportive
housing for disabled persons with HIV / AIDS, Housing Authority of the City of Miami Beach to
operate a program to enhance the quality of life in North Beach in collaboration with the Miami
Beach Police Department, Miami Beach Community Development Corporation to augment housing
counseling services, Douglas Gardens Community Mental Health Center to operate ten units of
supportive housing for homeless families that are victims of domestic violence, and Miami Beach
Community Development Corporation to acquire and rehabilitate a building at 935 Pennsylvania
Avenue to provide 18 units of supportive housing for persons with AIDS.
ANAL YSIS:
The Administration has reviewed the proposed activity, and has concluded that this proposal is
consistent with the City's current Consolidated Plan. The Plan identifies long term objectives under
Section 6, Strategic Plan. The Plan assigns a high priority to providing services to all categories of
special needs populations. Also under the Plan, one of the priorities is reducing the number of
homeless and persons at risk of becoming homeless.
CONCLUSION:
The Administration recommends adoption of the attached Resolution of the Mayor and City
Commission of the City of Miami Beach, Florida, approving and authorizing the City Manager to
issue a Certification of Consistency with the City's Consolidated Plan to Ayuda, Inc. to utilize funds
from the U.S. Department of Housing and Urban Development under the Supportive Housing
Program to operate twenty (20) scattered units of supportive housing for formerly homeless persons
with mental health disorders.
