RESOLUTION NO.
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
A NINETY (90) DAY EXTENSION OF THE POLICE
TOWING PERMIT ISSUED TO BEACH TOWING SERVICE,
INC. IN ORDER TO ALLOW TIME FOR CONSIDERATION
OF AMENDMENTS TO THE POLICE VEHICLE TOWING
ORDINANCE AND TO THE RULES AND REGULATIONS FOR
POLICE TOWING PERMITS PRIOR TO THE ISSUANCE OF
A NEW REQUEST FOR PROPOSALS; THE EXTENSION
COMMENCING MARCH 31, 1995 AND ENDING JUNE 30,
1995.
WHEREAS, pursuant to Request for Proposals 1-91/94 for
providing police towing services in the City of Miami Beach, the
Mayor and City Commission approved Memorandum Nd. 379-91,
authorizing the Mayor and City Clerk to award a three (3) year
permit to Beach Towing Services, Inc.; and
WHEREAS, the Administration is considering recommending a
change in the method for determining revenues received by the City
from police towing permittees and requires additional time to
evaluate this change and to determine how it should be implemented;
and
WHEREAS, it is anticipated that proposed amendments to the
Police Vehicle Towing Ordinance and Rules and Regulations for
Police Towing Permits will be ready for City Commission
consideration on April 5, 1995; and
WHEREAS, these changes should be determined prior to the
issuance of a Request for Proposals for the Police Towing Permit;
and
WHEREAS, the City Commission extended the Police Towing Permit
issued to Beach Towing Services, Inc. up to and including March 31,
1995; and
WHEREAS, another extension of ninety (90) days, until June 30,
1995 of Beach Towing Service, Inc. 's police towing permit would
provide adequate time for evaluation of the proposed changes and
would allow for continued towing service during the period when the
Administration and City Commission are considering the changes; and
WHEREAS, the current permittee, Beach Towing Services, Inc.
would pay the City a $7,500 fee for the additional ninety (90) day
period of the extension, which fee is based upon a proration of the
$15,000 fee paid every six months by police towing permittees.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and
City Commission hereby approve a ninety (90) day extension of the
police towing permit issued to Beach Towing Service, Inc. in order

to allow for consideration of amendments to the Police Vehicle
Towing Ordinance and to the Rules and Regulations for Police Towing
Permits; the extension commencing March 31, 1995 and ending June
30, 1995.

APPROVAL OF NINETY (90) DAY EXTENSION OF THE POLICE
TOWING PERMIT ISSUED TO BEACH TOWING SERVICE, INe. TO
ALLOW TIME FOR CONSIDERATION OF AMENDMENTS TO THE
TOWING ORDINANCE AND ASSOCIATED REGULATIONS.
. ADMINISTRATION RECOMMENDATION:
The Administration recommends that the Mayor and City Commission adopt the resolution
authorizing a 90 day extension of the police towing permit issued to Beach Towing Service, Inc.
BACKGROUND:
In 1991, the Mayor and City Commission approved Memorandum 379-91 authorizing the award of
a three year police towing service permit to Beach Towing Services. At the present time, the
Administration is considering recommending a change in the method for determining revenues
received by the City from police towing permittees. Additional time is needed to conduct the
evaluation required to develop this recommendation.
The changes will take the form of amendments to the Police Vehicle Towing Ordinance and Rules
and Regulations. While these amendments will be presented to the City Commission at the April 5th
meeting, their full review and adoption should take place before the issuance of Requests for
Proposals. A 90 day extension, making the current permit valid until June 30, 1995, will provide
sufficient time for the Administration and City Commission to evaluate said changes.
ANALYSIS:
Beach Towing Service, Inc. will pay the City a $7,500 fee for the additional 90 day period of
extension. This amount is based on a proration of the $15,000 permit fee paid every 6 months by
police towing permittees.

CONCLUSION:
The Mayor and City Commission should adopt the resolution approving the 90 day extension of
Beach Towing Services, Inc's permit to allow additonal time for proper evaluation and development
of recommended changes.
