A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING A FEE
WAIVER FOR COSTS THAT ARE NOT OUT-OF-POCKET, FOR THE
USE OF THE JACKIE GLEASON THEATER OF THE PERFORMING
ARTS, IN THE AMOUNT OF $6,607.50, FOR THE STATE OF
FLORIDA'S PILOT PROGRAM ON TOBACCO CONTROL
PROJECT'S SUMMER EVENT ENTITLED, "TRUTH TRAIN," TO BE
HELD ON AUGUST 9-10, 1998, AT THE JACKIE GLEASON
THEATER OF THE PERFORMING ARTS.
WHEREAS, the State of Florida's Pilot Program on Tobacco Control, summer
project, "Truth Train," is holding an event on August 9-10,1998, at the Jackie
Gleason Theater of the Performing Arts; and
WHEREAS, on July 8, 1998, Mayor Neisen Kasdin received a letter from
Governor Lawton Chiles, regarding the State of Florida's Pilot Program on Tobacco
Control; and
WHEREAS, as part of this Program, Florida teens have developed a marketing
strategy and a "brand name" for their campaign which they call "Truth;" and
WHEREAS, their big summer project is the "Truth Train," a multi-car train made
possible with the support of CSX and Amtrak, for the purpose of spreading the anti-
tobacco message to other teens in a fun yet educational way; and
WHEREAS, the Administration would recommend approving a fee waiver for
costs that are not out-of-pocket for the use of the Jackie Gleason Theater of the
Performing Arts, in the amount of $6,607.50.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve a fee waiver tor costs that are not out-at-pocket, tor the
use of the Jackie Gleason Theater of the Performing Arts, in the amount of
$6,607.50, for the State ot Florida's Pilot Program on Tobacco Control Project's
summer event entitled, "Truth Train," to be held on August 9-10, 1998, at the Jackie
Gleason Theater of the Performing Arts.

I Their big summer project is the Truth Train. A multi-car train is being made possible with the support of
CSX and Amtrak. The purpose ofthe Truth Train is to spread the anti-tobacco message to other teens in
a fun yet educational way. The train will make twelve stops as it travels the entire state from Pensacola
to Miami. At each ofthese stops, a teen oriented event is being planned. These events range from a
youth rally to a series of outdoor concerts! Specific details regarding the events in your area are being
prepared and will be mailed to your office under separate cover.
I am writing to you respectfully request assistance from governmental entities under your jurisdiction
with the Truth Train project and the local event that will be held. Specifically we ask your help in the

Truth Train
The Project
. The Truth Train is a project developed by youth participating in the Governor's Teen
Summit this past Spring. The project is designed to bring kids from neighboring
communities together to share the Truth about tobacco -- a rebellion against the lure
of tobacco advertising. The goals of the project are to spread the messages of the
Truth advertising campaign, to encourage teens to get involved in the movement by
joining local S.W.A.T. teams and encourage support and action for a major statewide
advocacy activity.
eo The Truth Train begins its tour across Florida in Pensacol8 on July 31, 1998. 1t stops
in Chipley, Tallahassee, Jacksonville, Lake City, Ocala, Tampa, Lakeland, Orlando,
Okeechobee and West Palm Beach before ending up in Miami on August] O.
. At each stop the train will be greeted by a group of 10'Cal S.W.A.T. (Students Working
Against Tobacco) members holding a rally at the station. A press conference is held
in each city with S.W.A.T. members and Truth Train teen staff members making
statements.
. Local events coinciding with the Truth Train's an"ival will take place along the way
in eight different cities. The events are designed to be fun, cool activities that
teenagers want to take pm1 in, ranging from local entertainment to D-J dance pm1ies
to large-scale national concerts. President Clinton has been invited by Governor
Chiles to attend the Miami event August 10. In addition to the fun, the events enable
"-
teens to educate other teens about manipulation messages in a fun yet informative
way. Attention will be given at each venue to ensure it is entertaining for youth --
this will include creating a mix of popular national and local bands, giant
"jumbotron" screens for videos, special lighting, projected images, popular D-J's,
speakers to communicate messages in "teen speak" and energetic emcees to keep the
event moving. Each event will last approximately three hours.
. CUlTently, major events are planned for Pensacola (the launch), Orlando (mid-way
event), and :Miami (the finale). Events are also planned in Tallahassee, Jacksonville,
Tampa, \Vest Palm Beach and Ft. Myers (the train does not stop in Ft. Myers but this
is an opportunity for teens in Southwest Florida to experience a Truth Train event).
· There will be a core group of 12 to 15 kids who will travel the entire time on the

Truth Train. They \vill serve as media spokespeople, present the Truth campaign and
advocacy issue to other teen passengers and make presentations at the local events.
These kids are being selected from those who helped originally develop the Truth
Train idea and from Statewide S. \\1 .A.T. members.
. In addition to the core group, 50 teen passengers \vill be selected to board at each
train stop and travel for a leg of the tour. Those passengers will ride from community
to community (\Vest Palm Beach to Miami for example). These youth are being
selected at the local level based on their motivation to participate in the program on
an ongoing basis. \Vhile on the train they will be treated to more fun -- a D-J "spins"
popular music, a phone bank set up for teens to question movie producers and ad
executives about their role in supporting tobacco, a campaign "war room" where
teens can help out in the fight against tobacco, a theater car set up for presentations
about the Truth message and more.
. By the time the Truth Train project is complete, an estimated 600 teens will have had
the opportunity to ride on the train. More than 20,000 teens will have attended the
local events and been directly exposed to the Truth messages of the campaign. Even
more will be reached by word of mouth from teens who attended the events and from
publicity surrounding the program.

Truth Train
The Cars
CSX has donated the use of cleven cars for the entire Truth Train project. They are as
follows:
I. Locomotive
2. Locomotive
3. Baltimore car -- sleeper car for CSX staff traveling with the train.
4. Miami Beach car -- "wrapped" with Truth logos and other creative being designed by
the ad agency so the train makes an impressive entrance into each station. The
material used is similar to that used for city buses, enabling the entire car to be
covered. This is a sleeper car for security and staff and also for use as an infirmary in
the event any kids or staff are ill during the trip.
5. Power car -- supplies power to the train.
6. Florida Car -- supplied for the Governor's use while onboard the train, it is equipped
with three sleeping rooms, a reception room, a dining area and a kitchen. Provides
meeting / working space for Governor and Mrs. Chiles and staff while on the train.
7. Green Brier Car -- staff dining car for CSX staff. truth train staff, core kids. CSX is
donating food and the use of a chef onboard the train. They will supply breakfast and
lunch for the entire trip.
8. Baggage Car
9. West Virginia Car -- also "wrapped" with a creative design and is the car used as a
backdrop for the press conferences at each station. This car serves as the Truth Train
"war room" for the entire trip. Computers, faxes and phones will be on board
enabling the core group of kids to work on advancing the next event and to conduct
interviews with the media. Also researching the idea of providing phones and pre-
paid phone cards for use by teens on the train -- pre-paid cards would have Truth logo
and numbers for ad agencies that advertise tobacco. movie studios, etc.
10. Passenger Coach -- CSX has received a brand new coach on loan for use with the
Truth Train. Seats approximately 50 passengers. A D-J will also be set up in an area
in this car and v.'ill be "spinning" .tunes pumped into the West Virginia car the
Passenger Coach and the Georgia Car.
] ] . Georgia Car -- this is where the presentations and other entertainment on the train
take place. The cars seats 35 passengers. The core group of kids will deliver a
presentation on the advocacy issue (tobacco use in the movies) and on the Truth
campaign in general.
