COMMISSION ITEM SUMMARY
Condensed Title:
A Resolution Approving A Memorandum Of Understanding Between The City Of Miami Beach And
Miami-Dade County For The Purpose Of Sharing Space At City And County Owned/Leased Rooftop
Public Safety Radio Sites.
Ke Intended Outcome Su orted:
Increase resident rating in public safety services
Issue:
Shall the City Commission approve the Memorandum of Understanding and allow the sharing of City
and Miami-Dade Coun owned or leased Public Safet Radio sites?
Item Summa IRecommendation:
One of the most difficult hurdles to overcome in expanding coverage of the Public Safety Radio System at
the City of Miami Beach is securing a location to deploy the equipment. Although there are no current
plans to expand the coverage of the Public Safety Radio System, securing the site is advantageous since it
comes at no cost to the City.
Likewise, Miami-Dade County has sought to expand the coverage of their radio system into the City and
they have faced the same hurdle of finding a suitable location for their equipment. The expansion of
Miami-Dade County's radio coverage could benefit the City during special events and for the ongoing
mutual aide agreements for interoperability between the City and County agencies.
The proposed Memorandum of Understanding initially involves the installation of a County owned and
maintained mutual aide TAC 4 repeater at the City's Council Towers Public Safety Radio Site and the
installation of County Fire Zone Receivers at the City's Parkview Public Safety Radio Site. The City, in turn,
receives the use of County owned radio site space located at Jackson Memorial Hospital Medical Center
for use as a potential remote coverage expansion site for radio and other telecommunication needs.
The Administration recommends that the Mayor and City Commission approve the Memorandum of
Understanding that allows the like exchange of space and access rights for the purpose of expanding
Public Safet Radio S stem Covera e.

ANAL YSIS
One of the most difficult hurdles to overcome in expanding coverage of the Public Safety
Radio System at the City of Miami Beach is securing a location to deploy the equipment.
Although there are no current plans to expand the coverage of the Public Safety Radio
System, securing the site is advantageous since it comes at no cost to the City.
Likewise, Miami-Dade County has sought to expand the coverage of their radio system
into the City and they have faced the same hurdle of finding a suitable location for their
equipment. The expansion of Miami-Dade County's radio coverage could benefit the
City during special events like Memorial Day when their Police Officers assist the City,
and for the ongoing mutual aide agreements for interoperability between the City and
County agencies.
The proposed Memorandum of Understanding initially involves the installation of a
County owned and maintained mutual aide TAC 4 repeater at the City's Council Towers
Public Safety Radio Site and the installation of County Fire Zone Receivers at the City's
Parkview Public Safety Radio Site. The City, in turn, receives the use of County owned
radio site space located at Jackson Memorial Hospital Medical Center for use as a
potential remote coverage expansion site for radio and other telecommunication needs.
CONCLUSION
The expansion of the Cit of Miami Beach and Miami-Dade County's radio coverage will
benefit both the City and the County.
The Administration recommends that the Mayor and City Commission approve the
Memorandum of Understanding that allows the like exchange of space and access rights
for the purpose of expanding Public Safety Radio System Coverage.
