2007-26565 Reso RESOLUTION 2007-26565 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE AN EXTENSION OF A MUTUAL AID AGREEMENT BETWEEN THE MIAMI BEACH POLICE DEPARTMENT AND THE FLORIDA DEPARTMENT OF LAW ENFORCEMENT -SOUTH FLORIDA MONEY LAUNDERING TASK FORCE. WHEREAS, the Mayor and City Commission authorized the Mayor and City Clerk to execute a Mutual Aid Agreement, entitled the Florida Department of Law Enforcement-South Florida Money Laundering Task Force in 1994 and has authorized extensions since that time; and WHEREAS, the Miami Beach Police Department and the Florida Department of Law Enforcement wish to extend the existing Mutual Aid Agreement to June 30, 2008. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager and City Clerk are authorized to execute the attached Mutual Aid Agreement with the Florida Department of Law Enforcement South Florida Money Laundering Task Force. Item Summary/Recommendation: In 1994, the Mayor and City of Commission authorized the Chief of Police to execute a Mutual Aid Agreement with the Florida Department of Law Enforcement for a Money Laundering/Narcotics Task Force-South Florida Impact Program. This Agreement was extended in 1998 and 2003 by the consent of both of parties. Both parties wish to extend the Agreement again to June 30, 2008. This Multi-Agency Task Force is composed of 19 State, County and Municipal law enforcement agencies including the Florida Department of Law Enforcement, the Department of Highway Safety and Motor Vehicles, Division of Florida Highway Patrol, City of Coral Gables, City of Miami, City of Miami Shores, City of North Miami, City of North Miami Beach, City of Aventura, City of Hollywood, City of Davie, City of Hallandale, City of Miramar, City of Pembroke Pines, City of Fort Lauderdale, City of Sunrise, Police Departments, Monroe County, Broward County Sheriffs, and the Office of the State Attorney of the 11 th Judicial Circuit of Florida. The Administration recommends that the Mayor and City Commission adopt this Resolution that will allow the citizens of the City to continue to derive benefits from this Mutual Aid Agreement extension. Bronson, Commissioner of Agriculture Florida Department of Law Enforcement April 19, 2007 Dear Participants in the South Florida Money Laundering Task Force: The Mutual Aid Agreement empowering the Task Force is up for renewal and is attached to this note for your signature. Instructions for returning the signed agreement are on page 16 of the Agreement. Please note that the Agreement expires June 30, 2008 (14 months from now) and does not have a clause for a month-to-month extension beyond that date. FDLE intends to conduct a comprehensive assessment of the Task Force's current efforts and effectiveness in combating organized drug trafficking affecting Florida before it commits to a renewal of its participation in the Task Force after 6/30/08. This assessment will occur and be completed well before the June 30, 2008 deadline so that a renewal agreement can be completed ahead of the expiration date if continued participation is warranted. The review will be completed by the FDLE Inspector General's Office prior to the June expiration date. The purpose of review will be to evaluate full compliance with past audits.
