Ke Intended Outcome Su orted: To ensure well designed quality Capital Projects Issue: Should a Certificate of Appropriateness for Demolition of the Holtz Stadium located at 1290 Meridian Avenue be ranted? Item Summary/Recommendation: PUBLIC HEARING The construction of a new tennis center is one of the project priorities as outlined in the Request for Qualifications (RFQ) No. 05-06/07 scope for architectural/engineering services for the Flamingo Park Project. The Administration has made the decision to fast track the demolition of the Holtz Tennis Stadium, and remove this portion of the work originally included in the scope of the RFQ. While a Master Plan will be developed for the Flamingo Park Project for long-term improvements, the City will undertake, through the Job Order Contracting (JOC) System, the demolition of the Holtz Tennis Stadium, and restoration of the area to an open sodded and irrigated greenspace. The Certificate of Appropriateness for demolition was presented during the April 10, 2007 Historic Preservation Board (HPB) meeting, however, it was not approved. Since this facility is a City owned property, the HPB recommendation is advisory to the City Commission (pursuant to City Code Section 118-563). Although the scheduling of a Public Hearing is not specifically required by the City Code, the City Commission has followed the Historic Preservation Board process of setting a Public Hearing to consider the granting of a Certificate of Appropriateness for Demolition. The Demolition work is scheduled to begin in May 2007. Adviso Board Recommendation: The Historic Preservation Board reviewed this item at its meeting of April 10, 2007 and did not a rove it. Gonzalez, City Manager '\.~ May 16, 2007 tf PUBLIC HEARING TO: DATE: SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, GRANTING A CERTIFICATE OF APPROPRIATENESS FOR THE DEMOLITION OF THE HOLTZ TENNIS STADIUM, LOCATED AT 1290 MERIDIAN AVENUE, AND RESTORATION OF THE AREA TO AN OPEN SODDED AND IRRIGATED GREENSPACE, PURSUANT TO MIAMI BEACH CITY CODE SECTION 118-563. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANAL YSIS In 1984, the Holtz Tennis Stadium facility, located at 1290 Meridian Avenue, was constructed within the boundaries of the Flamingo Park (Park). The Tennis Stadium is approximately four thousand (4,000) square feet, and is comprised of a two-story structure, grandstands, scoreboards, and sports lighting. The facility is not currently being utilized, and is notably deteriorated. On December 6, 2006, the Administration requested authorization to issue a Request for Qualification (RFQ) No. 15-06/07, for architectural, engineering, urban design, and landscape architectural services for the planning, design, bid and award, and construction administration services for the Flamingo Park Project (Project). The Project Scope of Work, includes the master planning, design development, permitting, bid and award, and construction administration for the renovation of, and improvements to, the facilities within the Park, including the demolition of the existing, and construction of a new tennis center building; new tennis courts and associated lighting; demolition of the Holtz Tennis Stadium; renovation of existing restrooms, or the provision of new; renovation of, or improvements to the existing Friendship Corner; restoration of the existing softball field, basketball courts and handball courts; renovation of the baseball stadium; new park lighting and security lighting at entry promenade; landscape and irrigation improvements; additional parking areas and improved vehicular access; pedestrian circulation / access along the EastlWest and North/South axes; perimeter fencing; entry features and signage. The top project priorities as outlined in the RFP scope are to complete the construction of a new tennis center, including courts and facilities; provide accessible restrooms; and provide enhanced lighting throughout the park. All other improvements are intended to be phased, and implemented according to the available budget. City Commission Memorandum Abel Holtz Demolition May 16, 2007 Page 2 of 2 In the interim, the Administration has made the decision to fast track the demolition of the Holtz Tennis Stadium (see attachment 1), and remove this portion of the work originally included in the scope of the RFQ No. 05-06/07. Three (3) proposals for RFQ No. 05-06/07 were received and evaluated. During the April 11, 2007 Commission meeting, the City Manager recommended that the negotiations commence with the top ranked firm of Wolfberg, Alvarez and Partners, Inc. While a Master Plan will be developed for the Flamingo Park Project, for long-term improvements, the City will undertake, through the Job Order Contracting (JOC) System, the demolition of the Holtz Tennis Stadium. The City will also retain for the use of the tennis facilities patrons, the four (4) existing courts, and court lighting in the immediate vicinity of the stadium, until the new Tennis Center facility is built. A request for cost proposal for the demolition, irrigation and sodding, and temporary lighting work has been issued. The request for a recommendation to the City Commission for a Certificate of Appropriateness for Demolition was made to the Historic Preservation Board (HPB), by CIP staff during the April 10, 2007 meeting. Although recommended for approval by staff, the HPB voted 4 (four) to 2 (two) against it, however was in favor of the removal of the bleachers and surrounding fencing. The HPB cited two reasons for not supporting the recommendation, stating that: 1; A master plan should first be developed for the entire Flamingo Park prior to making a decision to demolish the structure, and 2; That the Administration explore the potential for adaptive re-use of the structure. Staff opposes the HPB position since, previous Flamingo Park master plans have recommended removal of the Holtz Tennis Stadium. Further, it is anticipated that the new master plan will make a similar recommendation. The structure has significantly deteriorated over the years, is currently in poor condition, and is not programmed for use by the Parks and Recreation Department. The City will most likely expend additional funding to restore, andlor adapt the building for future use if the decision is made to maintain the structure. Several members of the HPB and City staff explained that the demolition of the building was the subject of discussion during numerous community meetings, and the removal was requested, and is well supported by the Flamingo Neighborhood residents. Additionally, the Parks Advisory Board has sought alternative uses for the building unsuccessfully, particularly due to the lack of parking to support it as a venue for any major event(s). CONCLUSION The Administration recommends that the City Commission grant a Certificate of Appropriateness for the complete demolition of the Holtz Tennis Stadium, located at 1290 Meridian Avenue, and restoration of the area to an open sodded and irrigated greenspace. Since this facility is a City owned property, the Historic Preservation Board (HPB) recommendation is advisory to the City Commission (pursuant to City Code Section 118- 563). Although the scheduling of a Public Hearing is not specifically required by the City Code, the City Commission followed the HPB process of setting a Public Hearing to consider the granting of a Certificate of Appropriateness for Demolition.
