A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND THE CITY
CLERK TO EXECUTE AN AGREEMENT BETWEEN THE CITY AND COASTAL
CONSTRUCTION COMPANY, IN A NEGOTIATED GUARANTEED MAXIMUM PRICE
(GMP) AMOUNT NOT TO EXCEED $1,816,169, INCLUDING CONTINGENCY, FOR
THE CONSTRUCTION OF A NEW CART BARN; FOR THE FULL RENOVATION OF
THE EXISTING MAINTENANCE BUILDING AND THE CONSTRUCTION OF NEW
CHEMICAL STORAGE AND SAND CONTAINMENT BINS; AND FOR THE
CONSTRUCTION OF TWO (2) NEW RESTROOM FACILITIES AT NORMANDY
SHORES GOLF COURSE, IN ACCORDANCE WITH RESOLUTION NO 2006-26197;
WITH FUNDING FROM PAY AS YOU GO FUND 302, PREVIOUSLY APPROPRIATED
IN THE FISCAL YEAR 2006-2007 CAPITAL BUDGET.
WHEREAS, the Fiscal Year 2006-2007 Capital Budget appropriated $1,155,000, including
contingency, for the construction of the new Normandy Shores Golf Course cart barn building;
appropriated $715,000, including contingency, for the renovation of the maintenance building and
construction of a new chemical storage building and sand containment bins; and appropriated
$275,000, including contingency, for the construction of two (2) new restroom buildings, funded from
the Pay As You Go Fund 302; and
WHEREAS, on May 10, 2006, in accordance with Resolution No. 2006-26197, the Mayor
and City Commission authorized an Agreement for Pre-Construction Services with Coastal
Construction Company providing value engineering, constructability, and cost estimating assistance
to the Architect during the design of the new cart barn building, the maintenance building, a new
chemical storage building and sand containment bins, and two (2) new restroom buildings at the
Normandy Shores Golf Course; and
WHEREAS, also in accordance with Resolution No. 2006-26197, the City directed the
Capital Improvement Projects (CIP) Office to negotiate a Guaranteed Maximum Price Construction
Services Agreement with Coastal Construction Company for the construction and renovation of
these facilities; and
WHEREAS, per Resolution No. 2006-26197 direction, the CIP Office negotiated a price of
$1,097,000 for the Normandy Shores Golf Course new cart barn; $475,000 for the renovation of the
existing maintenance facility, construction of a new chemical storage building, and sand containment
bin; and $244,169 for two (2) new Restroom Facilities at the Normandy Shores Golf Course.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission hereby approve
and authorize the Mayor and the City Clerk to execute a construction services agreement between
the City and Coastal Construction Company, in a negotiated Guaranteed Maximum Price amount
not to exceed $1,816,169, including contingency, for the construction of a new cart barn building; the
renovation of the existing maintenance building, the construction of a new chemical storage and
sand containment bins, and the construction of two (2) new restr om facilities at the Normandy
Shores Golf Course, in accordance with Resolution No. 2006-26 ; wit funding from Pay As You
Go Fund 302, previously appropriated in the Fiscal Year 2006-20 7 a I Budget.

Should the City enter into a guaranteed maximum price contract with Coastal Construction Company to
build the cart barn and two restrooms and to renovate the existing maintenance facility at Normandy
Shores Golf Course?
Item Summary/Recommendation:
The City Commission has previously approved Resolution No. 2006-26197, which authorized a GMP
Contract with Coastal Construction Company for the construction of a new Cart Barn; for the full renovation
of the existing Maintenance Building and the construction of a new Chemical Storage Building and Sand
Containment Bins; and for the construction of two (2) new Restroom Facilities at Normandy Shores Golf
Course. That resolution authorized CIP to negotiate a guaranteed maximum price construction services
agreement. CIP has negotiated the cost with Coastal Construction and arrived at the price of $1 ,816, 169
for this work. This cost will be funded from the Pay As You Go Fund 302 previously appropriated in the
Fiscal Year 2006-2007 capital budget.
It is recommended that the Mayor and City Commission approve the construction/renovation of the golf
course facilities, which is part of a larger effort to renovate the golf course. A second project, already
underway, is renovating the golf course. By awarding this contract for the facilities now, the two projects
should be completed simultaneously.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
FUNDING
Funding in the amount of $1,816,169 which includes $1,050,000 from Construction and
$47,000 from Contingency for the new Cart Barn; $475,000 for the renovation of the existing
Maintenance Facility, construction of a new Chemical Storage Building and Sand
Containment Bins; and $244,169 for the two (2) new Restroom Buildings with Pay As You
Go Fund 302 funding previously appropriated in the Fiscal Year 2006-2007 Capital Budget.
ANAL YSIS
On October 8, 1997, pursuant to Request for Qualifications No. 79-96/97 (RFQ), the Mayor
and City Commission adopted Resolution No. 97-22575, authorizing the Mayor and City
Clerk to execute an Agreement with the firm of Arthur Hills and Associates, for professional
services for the design, construction, bidding documents, construction observation, project
administration, scheduling, and cost estimating necessary for the renovation and
improvement of three City golf courses: Bayshore Golf Course, Bayshore/Par 3, and the
Normandy Shores Golf Course.
On September 8, 2004, the City adopted Resolution No. 2004-25665 for Amendment No.2

for additional services necessary for the renovation of the Normandy Shores Golf Course
Project which included services relative to the drainage and irrigation system improvements.
In order for the Normandy Shores Golf Course to be operational, the ancillary facilities
(clubhouse, cart barn, maintenance building and restroom buildings) of the golf course
needed to be designed, permitted and built to coincide with the completion of the renovation.
In particular, the golf course maintenance facility is essential to the proper maintenance of
the golf course by the City's Parks and Recreation Department.
To complete the golf course facilities in an expedited manner, the City simultaneously
retained the services of an Architect and a Construction Manager at Risk (CMR) Contractor,
who worked as a team to provide the City with the most economical and practical
implementation of the project. Part of the team's task was to make recommendations
concerning the availability of construction materials, and the impact it would have on the
design and the building type that can be delivered in today's market within the time
constraints required.
The CMR option enabled the City to start the design 1 construction documents phase
immediately after award and gain the City the time it would have taken a Design-Builder to
produce the Design Criteria Package.
Accordingly, on May 10, 2006, the Mayor and City Commission approved Resolution # 2006-
26197 authorizing CMR agreements with Coastal Construction Company for Pre-
Construction Services assisting the Architect with the design of these facilities. This
resolution also allowed CIP to negotiate a final Guaranteed Maximum Price Agreement for
construction services for these facilities.
Per the Fiscal Year 2006-2007 budget, the City appropriated $1,155,000 for the
construction, including contingency, of the new Cart Barn Building; $715,000 including
contingency, for the renovation of the Maintenance Building; and $275,000 for the
construction, including contingency, of two (2) new Restroom Buildings
The Architect and the CMR Contractor have completed this work and developed completed
construction documents.
Accordingly, CIP negotiated a price of $1 ,097,000 for the new Cart Barn; $475,000 for the
renovation of the existing Maintenance Facility, construction of a new Chemical Storage
Building and Sand Containment Bins; and $244,169 for the two (2) new Restroom Buildings.
CONCLUSION
The Normandy Shores community has consistently demanded that the renovation of the
closed down golf course and facilities be completed as quickly as possible. During the time
that the golf course has been closed, the facilities have deteriorated further to such an extent
that structural failures are visible. These building failures include deterioration of structural
columns, water damage, and electrical and mechanical system failures. The damage
caused by the 2005 hurricane season contributed additional deterioration of the facilities.
Given the urgency to make the facilities available at the time that the golf course renovation
project is completed, it is recommended that the Mayor and City Commission award a GMP
contract in the amount of $1,816,169 to Coastal Construction Company, as envisioned when
the Mayor and City Commission awarded the CMR contract to Coastal Construction
Company and authorized CIP to negotiate the contract price for this work.
