2007-26560 Reso RESOLUTION NO. 2007-26560 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, USING PREVIOUSLY APPROPRIATED FUNDS, IN THE AMOUNT OF $85,000, FROM THE CITY'S CAPITAL INVESTMENT UPKEEP ACCOUNT NO. 011-9509-000676; FOR THE RESTORATION OF THE IRRIGATION SYSTEM ON THE MACARTHUR CAUSEWAY. WHEREAS, the current landscape maintenance contract between the City and Superior Landscaping and Lawn Service, Inc., the City's contractor responsible for maintaining the landscaping on the MacArthur Causeway, provides for the performance of additional services such as site landscapelirrigation restoration work, as needed; and WHEREAS, the existing irrigation system on the MacArthur Causeway was installed in 1995, as a component of the City's beautification project and now due to its age and the harsh environment, the irrigation system has deteriorated, is in poor condition and in need of major repairs; and WHEREAS, the restoration of the irrigation system will protect, support and promote the health and longevity of the City's substantial investment of palms and landscaping along the City's signature southern gateway, which is enjoyed by thousands of our residents, tourists and day guests daily; and WHEREAS, funding, in the amount of $ 85,000, is available from the Capitol Investment Upkeep Account (CIUA) No. 011-9509-000676, will be allocated to Superior Landscaping and Lawn Service, Inc., for the restorations of the Irrigation system along the MacArthur Causeway. NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, hereby adopt the resolution using previously appropriated funds, in the amount of $85,000, from the City's Capital Investment Upkeep Account No. 011-9509-000676; for the restoration of the irrigation system on the MacArthur Causeway. Item Summary/Recommendation: The current landscape maintenance contract #31-04/04 awards the ongoing maintenance of the landscaping on the MacArthur Causeway to Superior Landscape and Lawn Service, Inc. It further provides for the performance of additional services such as site landscape/irrigation restoration work as needed, based on contractually established labor and material pricing set at the time of the contract award. This is beneficial to the City because pricing is pre-established through the competitive bidding process for the term of the contract. Additionally, when the restoration is complete the contractor is responsible for both the material warranty and the long term maintenance of the materials. Should the contractor fail to properly care for this irrigation system plantings, they must replace them as a contractual obligation without question of liability. Also, by utilizing our existing contractors, the timeframe required to complete the needed work is reduced. The existing irrigation system on the MacArthur Causeway was installed in 1995, as a component of the City's beautification project. FUNDING Funding, in the amount of $85,000 is available from the Capital Investment Upkeep Account (CIUA) #011-9509-000676 to pay for the Irrigation system restoration along the MacArthur Causeway from Alton Road to the East and the end of the City limits to the West. ANAL YSIS The current landscape maintenance contract between the City of Miami Beach and Superior Landscaping and Lawn Service, Inc., #09-05/06, the City's contractor responsible for maintaining the landscaping on the MacArthur Causeway, provides for the performance of additional services such as site landscape/irrigation restoration work as needed, based on contractually established labor and material pricing set at the time the contract is awarded. This is beneficial to the City because pricing is established through the competitive process included in the landscape maintenance program bid. Furthermore, when the restoration is complete the same contractor is responsible for both the material warranty and the long term maintenance of the materials. Should the contractor fail to properly care for these plantings, they must replace them as a contractual obligation without question of liability. The restoration of the irrigation system will protect, support and promote the health and longevity of the City's substantial investment of palms and landscaping along the City's signature southern gateway which is enjoyed by thousands of our residents, tourists and day guests daily. It will also enable the reestablishment of plantings on the south side of the City Commission Memorandum -Superior / MacArthur Irrigation restoration June 6, 2007 Page 2 of 2 barrier wall which will be visible from the traffic heading east as well as various cruise ships which depart and return to the Port of Miami through Government Cut. The installation will be managed on behalf of the City by the Greenspace Management Division's Landscape Maintenance Superintendent Ms. Millie McFadden, a licensed Landscape Contractor with the State of Florida. It is the goal of the Parks and Recreation Department to have this program substantially complete by September 30,2007. CONCLUSION The Administration recommends that the Mayor and City Commission approve the MacArthur Causeway Irrigation Restoration Program in the amount of $85,000 to Superior Landscape and Lawn Service, Inc.
