A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, USING PREVIOUSLY
APPROPRIATED FUNDS, IN THE AMOUNT OF $305,855, FROM
THE CITY'S CAPITAL INVESTMENT UPKEEP ACCOUNT NO. 011-
9509-000676; COMPRISED OF $245,855 FOR THE INSTALLATION
OF AN IRRIGATION SYSTEM AND THE RESTORATION AND
BEAUTIFICATION OF THE BULB-OUTS ON HARDING AVENUE
FROM 76TH TO 85TH STREETS; AND $60,000 FOR THE
INSTALLATION OF THE WATER SOURCE REQUIRED TO
SERVICE THE IRRIGATION SYSTEM.
WHEREAS, the current landscape maintenance contract between the City and
Everglades Environmental Care Inc., the City's contractor responsible for the
landscaping on Harding Avenue, provides for the performance of additional services
such as site landscapelirrigation restoration work, as needed, based on contractually
established labor and material pricing set at the time the contract is awarded; and
WHEREAS, the bulb-outs on the 7600-8500 blocks of Harding Avenue
installed by the Florida Department of Transportation (FOOT) did not include an irrigation
system or water source to support one, therefore the landscape materials installed by
FOOT have not thrived and are in need of replacement; and
WHEREAS, funding, in the amount of $305,855, is available from the Capitol
Investment Upkeep Account (CIUA) No. 011-9509-000676, to pay for the installation of a
water source, irrigation system, landscape restoration, and beautification of the Harding
Avenue bulb-outs; and
WHEREAS, $245,855 will be allocated to Everglades Environmental Care Inc.,
for the installation of the irrigation system and landscape restoration; and $60,000 will be
allocated to the City's Public Works Department for the installation of the water source
required to service the irrigation system.
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR
AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, hereby
adopt the resolution using previously appropriated funds, in the amount of
$305,855, from the City's Capital Investment Upkeep Account No. 011-9509-
000676; comprised of $245,855 for the installation of an irrigation system and the
restoration and beautification of the bulb-outs on Harding Avenue from 76th to
85th Streets; and $60,000 for the installation of the water source required to
service the irrigation system.

Item Summary/Recommendation:
The City's landscape maintenance contract #09-05/06 awards the on-going landscape maintenance,
restoration and beautification of the Harding Avenue bulb-outs to Everglades Environmental Care, Inc. It
further provides for the performance of additional services such as site landscape/irrigation restoration
work as needed, based on contractually established labor and material pricing set at the time of the
contract award. This is beneficial to the City because pricing is pre-established through the competitive
bidding process for the term of the contract. Additionally, when the restoration is complete the contractor is
responsible for both the material warranty and the long term maintenance of the materials. Should the
contractor fail to properly care for this irrigation system plantings, they must replace them as a contractual
obligation without question of liability. Also, by utilizing our existing contractors, the timeframe required to
complete the needed work is reduced.
The bulb-outs on the 7600-8500 blocks of Harding Avenue, installed by the Florida Department of
Transportation, did not include an irrigation system or water source to support one, therefore the
landscape materials installed by FDOT have not thrived and are in need of replacement.

ANAL YSIS
The current landscape maintenance contract between the City of Miami Beach and
Everglades Environmental Care Inc., #09-05/06, the City's contractor responsible for the
landscaping on Harding Avenue, provides for the performance of additional services such as

In recognition of the difficult growing conditions present at these locations, a new design was
produced by the Greenspace Management Division's Landscape Architect, Ms. Rhonda
Gracie, to utilize hardy drought resistant plant selections such as perennial peanut along
with small flowering Crepe Myrtle trees, The installation will be managed on behalf of the
City by the Greenspace Management Division's Landscape Maintenance Superintendent
Ms. Millie McFadden, who is a licensed Landscape Contractor with the State of Florida.
Barring unforeseen conditions, it is anticipated that this project will be complete no later
than September 30,2007.
CONCLUSION
The Administration recommends that the Mayor and City Commission approve the Harding
Avenue Bulb-outs Landscape Restoration Project in the total amount of $305,855.
