A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO SUBMIT THE
FOLLOWING GRANT FUNDING REQUESTS TO : 1} SOUTH
FLORIDA WATER MANAGEMENT FOR FUNDING, IN AN
AMOUNT NOT TO EXCEED $1,0000,000, FOR THE IRRIGATION
PORTION OF NORMANDY SHORES GOLF COURSE
RENOVATION PROJECT; 2) BYRNE MEMORIAL FORMULA
GRANT PROGRAM FOR FUNDING, IN AN AMOUNT NOT TO
EXCEED $15,000, FOR THE POLICE DEPARTMENT'S RECORDS
IMPROVEMENT PROGRAM; AND, 3} APPROVAL TO EXECUTE A
CONTRACT RENEWAL BETWEEN THE CHILDREN'S TRUST AND
THE CITY OF MIAMI BEACH FOR FUNDING, IN THE AMOUNT OF
$525,000, FOR THE CITY'S OUT OF SCHOOL PROGRAM FOR
FISCAL YEAR 2007-2008; FURTHER APPROPRIATING THE
GRANTS AND MATCHING FUNDS, IF APPROVED AND
ACCEPTED BY THE CITY, AND AUTHORIZING THE EXECUTION
OF ALL NECESSARY DOCUMENTS RELATED TO THESE
APPLICATIONS.
WHEREAS, in 1995, increases in demands for natural supplies of freshwater led
the Florida Legislature to enact a statute whereby Water Management Districts would
share a portion of their ad valorem revenue with entities willing to develop cost-effective,
safe and appropriate alternative water supplies; and
WHEREAS, the funds are distributed by South Florida Water Management
District (SFWMD) through their Alternative Water Supply grant program; and
WHEREAS, the recent drought and ensuing water shortage in South Florida has
emphasized the need to develop alternative water supplies, particularly because Miami-
Dade County has now been classified by SFWMD as a Water Resource Caution Area;
and
WHEREAS, the City of Miami Beach, in order to be responsive to the needs for
water conservation, yet balance the needs of the community, has proposed an
innovative alternative water supply design, based on the reuse of water, to irrigate
Normandy Shores Golf course; and
WHEREAS, the design uses the lakes on the golf course as the principal
irrigation source, utilizing the brackish water in the lakes to irrigate the golf course will
allow water expenses to be reduced and additionally, this method of alternative water
source for irrigation provides substantial long-term savings to the City; and
WHEREAS, the grant requires that eligible projects help to avoid adverse effects
of competition for water supplies; support the establishment of a dependable,
sustainable alternative supply of water; help to enhance isolated wetlands by helping to
protect the Everglades and other environmentally sensitive areas, and, facilitate aquifer
protection by implementing reuse, storage, recharge or conservation of water in a
manner that contributes to the sustainability of regional water sources; and
WHEREAS, the City of Miami Beach's proposal correlates to the mission,
responsibilities and goals of the SFWMD; and
WHEREAS, the project objective is to reduce the golf courses dependency on
the public water supply by utilizing the existing on-site brackish water and to create a
greater balance in the use of the site's natural resources; and
WHEREAS, the entire scope of work to be completed during 2007 includes the
interconnection of all on site lakes (8.34 acres) as a brackish water irrigation source:
installation of a new potable connection, installation of a brackish water intake and wet
well; installation of three six-inch, sixty horsepower, six hundred gallons per minute
centrifugal pumps; construction of a pump house structure and associated mechanical
equipment; and installation of the irrigation system including pipes and control system
(weather station included); and
WHEREAS, eligible applicants are permitted to request up to 40% of the total
irrigation costs; and
WHEREAS, the Administration proposes requesting, an amount not to exceed
$1,000,000, in grant funds from the South Florida Water Management District; and
WHEREAS, the City has matching funds for this project, in the amount of
$1,000,000, from Miami-Dade County Building Better Communities General Bond funds
previously appropriated for this project; and
WHEREAS, approval to submit a grant application to the South Florida Water
Management District Alternative Water Supply Funding for FY 2008 for funding for the
irrigation portion of Normandy Shores Golf Course Renovation Projects, in an amount
not to exceed $1,000,000; and
WHEREAS, this project supports the Key Intended Outcome: Ensure well-
maintained facilities; and
WHEREAS, the Administration requests approval to authorize the City
Manager or his designee to submit a grant application, for funding to the State of
Florida, Department of Law Enforcement, through Miami Dade County
Department of Human Services (DHS), in an amount not to exceed $15,000; and
WHEREAS, the County was awarded these Federal funds through the State of
Florida Department of Law Enforcement, Office of Criminal Justice from the Federal
Drug Control System Improvement Formula Grant Program; and
WHEREAS, the purpose of the Byrne grant is to promote the States' efforts to
prevent and control crime, violence and drug abuse and to improve the criminal justice
systems; and
WHEREAS, units of local government must use Byrne Program funds to
implement projects that offer a high probability of improving the functioning of the
criminal justice system, aggressively and effectively responding to violent crime, or
reducing drug trafficking and abuse; and
WHEREAS, the Byrne program has a 5-year strategy funding program and this
request is for the fifth and final year of the Records Improvement Program; and
WHEREAS, the grant requires a 25% cash match, in an amount not to exceed
$3,750, which will be leveraged from the Police Department Law Enforcement Trust
Fund; and
WHEREAS, this project supports the following Key Intended Outcomes: 1)
Increase resident ratings of public safety services; and 2) Maintain crime rates at or
below national trends.
WHEREAS, approval to execute a renewal between the Children's Trust and the City
of Miami Beach for funding in the amount of $525,000, for the City's Out of School
Program for Fiscal Year 2007-2008; and
WHEREAS, the Children's Trust Summer Program provides resources for quality
year-round programs across Miami-Dade County; and
WHEREAS, the City of Miami Beach Parks and Recreation Department is committed
to providing quality recreation activities and facilities for people of all cultures, ages and
abilities; and
WHEREAS, the out-of-school program includes the funding following: summer camp
and after-school programs for youth between the ages of 5-13 years old; and
WHEREAS, the year-round programs take place at the City of Miami Beach parks,
playgrounds and youth centers; and no match is required of this grant; and
WHEREAS, this project supports the Key Intended Outcome: Increase satisfaction
with recreational programs; and
NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby approves and authorizes the
City Manager or his designee to submit the following grant request: 1) South Florida
Water Management District Alternative Water Supply Funding Program for funding, in an
amount not to exceed $1,000,000, for the irrigation portion of the Normandy Shores Gold
Course Renovation Projects; 2) Byrne Memorial Formula Grant Program, in an amount
not to exceed $15,000, for the City's Records Improvement Program; and, 3) approval to
execute a contract renewal between the Children's Trust and the City of Miami Beach for
funding, in the amount of $525,000, for the City's out of school program for fiscal year
2007 -2008; further appropriating the grants and matching funds, if approved and
accepted by the City and authorizing the execution of all necessary documents related to
these applications.

1. Approval to submit a qrant application to the South Florida Water ManaQement
District Alternative Water Supply Fundinq for FY2008 for fundinq for the irriQation
portion of Normandv Shores Golf Course Renovation Proiects in an amount not to
exceed $1,000,000.
In 1995, increases in demands for natural supplies of freshwater led the Florida Legislature to
enact a statute whereby Water Management Districts would share a portion of their ad
valorem revenue with entities willing to develop cost-effective, safe and appropriate
alternative water supplies. The funds are distributed by South Florida Water Management
District (SFWMD) through their Alternative Water Supply grant program. The recent drought
and ensuing water shortage in South Florida has emphasized the need to develop alternative
water supplies, particularly because Miami-Dade County has now been classified by SFWMD
as a Water Resource Caution Area.

substantial long-term savings to the City.

Normandy Shores Golf Course is approximately 119 acres and was originally constructed in
the 1920's. The existing course utilized utility water supplied by the city as the only source of
irrigation. The golf course is currently being modified and renovated. The proposed
modifications include replacing the Bermuda grass with salt tolerant turf grasses and
supplementing the city with water from the on-site lakes. The total irrigated acreage of the
project is 100.5 acres of landscape irrigations. The project objective is to reduce the golf
courses dependency on the public water supply by utilizing the existing on-site brackish
water and to create a greater balance in the use of the site's natural resources.
