A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE PLACEMENT OF THIRTY-THREE (33)
BANNERS FOR WHITE PARTY 2000, FROM NOVEMBER 22, 2000,
TO NOVEMBER 27, 2000, AS REQUESTED BY THE APPLICANT
AT THE FOLLOWING LOCATIONS: WASHINGTON AVENUE,
BETWEEN 7TH STREET AND 16TH STREET; CONVENTION
CENTER DRIVE, BETWEEN 17TH STREET AND DADE
BOULEVARD; ALTON ROAD, BETWEEN 13TH STREET AND
17TH STREET; AND MACARTHUR CAUSEWAY (ALTON ROAD
TO COAST GUARD STATION); SAID BANNERS TO BE AFFIXED
TO LIGHT POLES IN THE PUBLIC RIGHT-OF-WAY; MEASURING
3' X 7' AND HAVING COPY AND DESIGN AS SHOWN ON THE
ATTACHED DRAWINGS; AND TO BE INSTALLED AND
REMOVED IN ACCORDANCE WITH ALL OTHER APPLICABLE
CITY REQUIREMENTS; THE ADMINISTRATION FURTHER
RECOMMENDS THAT THESE BANNERS BE INSTALLED NO
EARLIER THAN NOVEMBER 15, 2000, AND REMOVED BY
NOVEMBER 28, 2000.
WHEREAS, the White Party 2000 (Applicant) will be held November 22 through 27,
2000, in the City of Miami Beach; and
WHEREAS, in order to publicize the event and draw attention of the media and the public
at large, the Applicant has requested light pole barmers, measuring 3 feet by 7 feet; and
WHEREAS, said banners will be installed no earlier than November 14, 2000, and
removed by November 28,2000; and
WHEREAS, the Applicant has requested approval and authorization for the placement of
a total of thirty-three (33) barmers; and
WHEREAS, the Applicant will post a performance bond to ensure the removal of the
barmers by November 28,2000, and will ensure that any damage to light poles will be repaired
at its expense, and will meet all other applicable City requirements; and
WHEREAS, City Code Section 82-411 (d) requires that the Mayor and City Commission
approve the installation of temporary banners.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve and authorize the placement of thirty-three (33) barmers for White
Party 2000, to be held in the City of Miami Beach, from November 22-27, 2000, as requested by the
Applicant at the following locations: Washington Avenue, between 7th Street and 16th Street;
Convention Center Drive, between 17th Street and Dade Boulevard; Alton Road, between 13th
Street and 17th Street; and Macarthur Causeway (Alton Road to Coast Guard Station); said barmers
to be affixed to light poles in the public right-of-way; measuring 3' x 7' and having copy and design
as shown on the attached drawings; and to be installed and removed in accordance with all other
applicable City requirements; the Administration further recommends that these barmers be installed
no earlier than November 15, 2000, and removed by November 28, 2000.

following information is provided for the Light Pole Banners for White
Party 2000 on Miami Beach November 22 -, 2000
The light pole banners for White Party 2000 on Miami Beach are 3ft. in width and 7ft. in
length double faced lUld are made of vinyl. It will be a screen printed design and text_ The
text of the light pole banner is the name of the event, date and location which constitutes
the overall image of the pole banner. The logo of White Party is incorporated in the name
of the event is one square foot of the total area of Banner. The logo of the VCA is on the
bottom of the banner.

NOVEMBER 14, 2000, AND REMOVED BY NOVEMBER 28,2000.
ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
The City Code Section 82-411 (d) requires that the City Commission approve the installation of
temporary barmers which reads, in part:
(I) The right to install, as well as the number, location and method of installation ofbarmers
shall be subject to the design review process and approved by the City Commission and the Public
Works Department.
(2) Barmers shall not exceed three feet in width by seven feet in length. Barmers may be
double-sided. The color, design and material of all barmers shall be approved under the design
review process.

(3) Barmers armouncing special events either to be held in city or to be associated in some
marmer with the city, as determined by the City Commission, may be erected up to 30 days prior
to the event being armounced and must be removed within seven days after such event. Special event
barmers shall require prior approval by the City Commission.
(4) A performance bond shall be required to ensure the removal of the barmers in case of
advanced deterioration of the barmers, or if a dangerous condition presents itself, the city may at its
sole discretion direct barmers to be removed at any time.
The purpose of the barmers is to promote and welcome participants of White Party 2000. White
Party 2000, produced by Care Resource, is part of a series of internationally acclaimed AIDS
fundraisers to benefit the women, men and children affected by HIV/AlDS. An estimated 15,000
revelers, representing metropolitan cities worldwide, descend onto South Beach to attend a myriad
of high-energy and fashion driven fundraising events. This is the 6th armual White Party event.
If approval is granted, the proposed temporary barmers are recommended to be installed no earlier
than November 14,2000 and removed no later than November 28, 2000 by the barmer company.
The City Commission should approve the installation of the subject light pole barmers for White
Party 2000, to held on in the City of Miami Beach, from November 22, 2000 to November 27, 2000.
