RESOLUTION NO. 2000-24145
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATION TO
ENTER INTO NEGOTIATIONS FOR A CONTRACT WITH DAVID KlSH,
ARTIDESIGN, AS THE TOP-RANKED PROPOSER PURSUANT TO REQUEST
FOR PROPOSALS (RFP) NO. 116-99/00 FOR THE DESIGN, MANUFACTURE
AND REINSTALLATION OF ALL PEDESTALS, VITRINES,
ARCHITECTURAL NICHES AND MOUNTS REQUIRED FOR THE
REINSTALLATION OF THE BASS MUSEUM PERMANENT COLLECTION;
AND FURTHER AUTHORIZING THE ADMINISTRATION TO NEGOTIATE
WITH THE SECOND RANKED FIRM OF ARTCO STORE FIXTURES
SHOULD THE ADMINISTRATION NOT BE ABLE TO SUCCESSFULLY
NEGOTIATE WITH THE TOP RANKED FIRM
WHEREAS, the Bass Museum of Art has identified thirteen (13) pedestals, vitrines
and architectural niches required for the reinstallation of its permanent collection; and
WHEREAS, the City issued Request for Proposals (RFP) No. 116-99/00 for the design,
manufacture and reinstallation of said pedestals, vitrines and niches; and
WHEREAS, thirty-four (34) sets of specifications for RFP No 116-99/00 were issued,
resulting in the receipt of two proposals, one for $25,570.00 from David Kish, ArtIDesign, and one
for $25,801.50 from ArtCo Store Fixtures; and
WHEREAS, the Bass Museum has $26,000 budgeted for this project, and would
recommend that the Administration negotiate with David Kish, ArtIDesign, as the top-ranked
proposer; and
WHEREAS, the City Manager has reviewed the recommendation of the Bass Museum and
concurs with its recommendation.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein authorize the Administration to enter into negotiations for a contract with
David Kish, ArtIDesign, as the top-ranked proposer, pursuant to Request for Proposals (RFP) No.
116-99/00 for the design, manufacture and reinstallation of all pedestals, vitrines and architectural
niches required for the reinstallation of the Bass Museum permanent collection; and further
authorize the Administration to negotiate with the second ranked firm of Artco Store Fixtures
should the Administration not be able to successfully negotiate a contract with the top ranked firm.

to Request For Proposals (RFP) No. 116-99/00 for the Design, Manufacture and
Re-instaIlation of all Pedestals, Vitrines, Architectural Niches, and Mounts
Required for the Reinstallation of the Bass Museum Permanent Collection; and
further Authorizing the Administration to Negotiate with the Second Ranked
Firm of ArtCo Store Fixtures Should the Administration not be Able to
Successfully Negotiate a Contract with the Top Ranked Firm.

Adopt the Resolution.
BUDGETED AMOUNT AND FUNDING
$26,000. Funds in the Amount of $26,000 are available from the Bass Museum Capital
FF & E Account No. 364.2076.069358.
ANALYSIS
The Bass Museum of Art permanent collection and temporary exhibitions are represented by Old
Master and Contemporary paintings, sculpture and design from the 14th to 21st centuries which
require specially-designed pedestals with and without vitrines and architectural niches to provide
the necessary level of protection when they are on display. The Museum has identified thirteen
(13) such pedestals, vitrines and niches which need to be designed, manufactured and installed in
the new Bass Museum.
The City of Miami Beach requested proposals from qualified and highly experienced installation
designers in order to complete this project. DemandStar.com issued Request for Proposals (RFP)
packages to thirty-four (34) firms, resulting in the receipt of two responsive proposals. A pre-
proposal conference was held on September 15, 2000 at 10:00 a.m. at the Bass Museum, in order
for prospective proposers to view the new museum and ask questions relative to the project.

On September 28,2000 staff received two responsive proposals, one for $25,570.00 from David
Kish, Art/Design and one for $25,801.50 from ArtCo Store Fixtures. These proposals were
evaluated at an Evaluation Committee meeting held on October 23, 2000 and the result was a
recommendation to award the contract to David Kish, ArtIDesign based on his past museum
experience and outstanding references from past employers on similar projects.
The Mayor and Commission should adopt the Resolution, accepting the recommendation by the City
Manager, and authorizing the Administration to negotiate a contract with David Kish, ArtIDesign;
and further Authorizing the Administration to Negotiate with the Second Ranked Firm of ArtCo
Store Fixtures should the Administration not be able to successfully negotiate a contract with the topnranked firm.
