RESOLUTION No. 2000-24150
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, ADOPTING
THE FIRST AMENDMENT TO THE POLICE
CONFISCATION TRUST FUND FOR FISCAL YEAR 2000/01,
IN THE AMOUNT OF $67,876, TO BE FUNDED FROM THE
PROCEEDS OF STATE CONFISCATED FUNDS.
WHEREAS, Section 932.705, Florida Statutes, addresses the purpose and procedures to
be utilized for the appropriation and expenditures of the Police Confiscation Trust Fund; and
WHEREAS, the Chief of Police of the City of Miami Beach has determined that the need
for appropriation and expenditures exist and the appropriation and expenditure of forfeiture funds
is in compliance with Section 932.705, Florida Statutes; and
WHEREAS, such funds are available in the Police Confiscation Trust Fund.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby adopt the First Amendment to the Fiscal Year 00/01 Police Confiscation
Trust Fund Budget for the City of Miami Beach, in the amount of$67,876, as reflected in the
attached Exhibit "A".

POLICE CONFISCATION TRUST FUND
FIRST BUDGET AMENDMENT
FISCAL YEAR 00/01
STATE FUNDS:
TECHNOLOGY TO RECOVER ABDUCTED KIDS (TRAK)
is a pilol program which allows the crealion, printing and
transmission of missing and/or wanted persons' flyers to
members of our department, other law enforcemenl agencies,
news media, and other necessary agencies. This special program
provides high quality, full color images 10 other TRAK members.
In addition, it also provides clear, legible black and white images
using a fax machine. The system also receives flyers from other
participating agencies. The computers, printers, and scanners
are provided at no cost. The expense in implementing Ihis program
is incurred with the inslallation of the analog phone lines and
the related monthly fees, phone support, software upgrade fee and
a small per recipient cost for those flyers transmitted outside our
agency. If the program proved useful, the annual cost would be
approximalely $1,650 and must be requested in the Department's
annual budget process.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
Florida Statute 932.705 provides for expenditures of forfeiture funds for law enforcement purposes.
The Chief of Police of the City of Miami Beach has reviewed and identified the need for Ihe
appropriation and has established that the expenditures of forfeiture funds is in compliance with
Section 932.705, Florida State Statutes. These forfeiture funds have been deposited in the Police
Confiscation Trust Fund. The City has complied with all statutory procedures involved in the
transaction of these funds.
The Administration requests authorization to adopt the First Amendment to the operating budget for
the Police Confiscation Trust Fund for Fiscal Year 2000/01 and to appropriate $67,876 from State
Funds to provide for the the expenditures listed in Exhibit "A".
