A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO
SUBMIT THE FOLLOWING GRANT FUNDING REQUESTS: 1) THE
CHILDREN'S TRUST SERVICE PARTNERSHIP PROGRAM, FOR
FUNDING, IN AN AMOUNT NOT TO EXCEED $650,000, FOR THE
MIAMI BEACH SERVICE PARTNERSHIP PROGRAM TO
ADDRESS TRUANCY; 2) JUSTICE ASSISTANCE GRANT
PROGRAM, IN AN AMOUNT NOT TO EXCEED $118,000, TO
SUPPORT ACTIVITIES TO PREVENT AND CONTROL CRIME; 3)
THE STATE OF FLORIDA, DEPARTMENT OF AGRICULTURE
AND CONSUMER SERVICES, FOR FISCAL YEAR (FY) 2007/08
URBAN FORESTRY PROGRAM FUNDS, IN AN AMOUNT NOT TO
EXCEED $25,000, FOR ADDITIONAL FUNDING TO REPLACE
TREES THAT WERE LOST DURING THE 2005 HURRICANES AND
TO SUPPORT THE REMEDIATION OF THE CITY'S URBAN
FORESTRY RESOURCES; 4) FLORIDA DEPARTMENT OF
EMERGENCY MANAGEMENT, FY 2007/08 COMMUNITY
EMERGENCY RESPONSE TEAM (CERT) PROGRAM, FOR
FUNDING, IN AN AMOUNT NOT TO EXCEED $12,000, FOR THE
CITY'S CERT PROGRAM; 5) THE U.S. DEPARTMENT OF
HOMELAND SECURITY, BUFFER ZONE PROTECTION
PROGRAM, FOR FUNDING, IN AN AMOUNT NOT TO EXCEED
$50,000, TO PROTECT CRITICAL INFRASTRUCTURE; AND
FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT RENEWING THE CITY'S CONTRACT WITH THE
CHILDREN'S TRUST FOR THE TRUANCY PREVENTION AND
PROMOTION PROGRAM, FOR FUNDING, IN AN AMOUNT NOT
TO EXCEED $205,520; FURTHER APPROPRIATING ALL THE
ABOVE GRANTS AND MATCHING FUNDS, IF APPROVED AND
ACCEPTED BY THE CITY; AND AUTHORIZING THE EXECUTION
OF ALL NECESSARY DOCUMENTS RELATED TO THESE
APPLICATIONS.
WHEREAS, retroactive approval is requested to submit a grant application to
The Children's Trust Service Partnership Program, for funding, in an amount not to
exceed $650,000, for the Miami Beach Service Partnership Program to address truancy;
and
WHEREAS, The Children's Trust Service Partnership Program provides funding
to address targeted geographic areas and to reach at-risk populations in Miami-Dade
County; and
WHEREAS, the purpose of the grant is to target resources to meet the more
complex needs of the vulnerable children and families in the area; and
WHEREAS, the City was awarded grant funding, in the amount of $100,000, in
April 2007 to plan a Service Partnership; and
WHEREAS, as part of the planning process, the City is required to submit this
application for funding of the operational portion of this project; and Agenda Item C 713

WHEREAS, the goal of the Miami Beach Service Partnership is to serve 300
youths with quality, integrated services that improve school attendance; specific
outcomes include: increase school attendance; increase academic achievement;
increase resiliency and self esteem; increase community attachment; increase family
attachment; and promote positive peer activities; and
WHEREAS, the Program requires a collaborative partnership of varied services
agencies that will work holistically with families to achieve desired measurable
outcomes; and
WHEREAS, the City has requested funding, in an amount not to exceed
$650,000, and the Program does not require matching funds; and
WHEREAS, the Program supports the Key Intended Outcome: Maintain crime
rates at or below national trends; and
WHEREAS, retroactive approval is requested to submit a grant application to the
Justice Assistance Grant Program, in an amount not to exceed $118,000, to support
activities to prevent and control crime; and
WHEREAS, the Edward Byrne Memorial Justice Assistance Grant (JAG)
Program allows state and local governments to support a broad range of activities to
prevent and control crime and to improve the criminal justice system; and
WHEREAS, the procedure for allocating JAG Program funds is formula-based on
population and crime statistics, in combination with a minimum allocation to ensure that
each state and local government receives an appropriate share; and
WHEREAS, the purpose of the JAG Program funds are as follows: law
enforcement programs; prosecution and court programs; prevention and education
programs; corrections and community corrections programs; drug treatment programs;
and planning, evaluation and technology improvement programs; and
WHEREAS, the City has requested grant funds from the United States
Department of Justice under the "Local Law Enforcement Block Grant" Program for
program year 2007 (Fiscal Year 2008), to support the City's effort to prevent and control
crime; and
WHEREAS, no matching funds are required of this grant and this Program
supports the Key Intended Outcome: Maintain crime rates at or below national trends;
and
WHEREAS, retroactive approval is requested to submit a grant application to the
State of Florida, Department of Agriculture and Consumer Services, in an amount not to
exceed $25,000, for additional funding to replace trees lost during the 2005 hurricanes
and to support the remediation of the City's Urban Forestry Resources; and
WHEREAS, the U.S. Forest Service is authorized under federal legislation to
provide funds to states for grants to communities in support of their urban forestry
programs; and
WHEREAS, the Florida Department of Agriculture and Consumer Services is
authorized under Florida Statutes to cooperate with local governments to promote the
planting and protection of trees to improve the beauty and livability of urban
environments in the State of Florida; and
WHEREAS, in FY 2005, the City applied for and received funding, in the amount
of $60,000, from the Department of Agriculture and consumer services for tree plantings
and the State recently announced that additional funds, up to the amount of $25,000, are
available under this Program; and
WHEREAS, the funds are available to the City as an extension to our current
grant agreement, for continuation of our currently funded project (which is tree
plantings), and the trees will be planted in parks throughout the City; and
WHEREAS, this is in alignment with the Department's recommendation that
communities submit proposals that demonstrate a commitment to replanting trees
destroyed by the hurricanes of 2005; and
WHEREAS, the City's 25% match, as required by the grant, will be covered with
City funds already spent on replacing trees that were destroyed or damaged by the
storms; and
WHEREAS, this Program supports the Key Intended Outcome: Improve the
City's overall financial health and maintain overall bond rating; and
WHEREAS, retroactive approval is requested to apply to the Florida Department
of Community Affairs, Division of Emergency Management, for grant funds, in an amount
not to exceed $12,000, made available through the Community Emergency Response
Team (CERT) Program; and
WHEREAS, the Community Emergency Response Team (CERT) Program
provides a structured opportunity for citizens to augment local emergency response
activities; and
WHEREAS, Program funds will be used to train people to be prepared for
emergency situations that may arise in their communities; and
WHEREAS, CERT members give critical support to first responders in
emergency situations; and
WHEREAS, the Administration has requested funding, in the amount not to
exceed $12,000, from the FY 2008 CERT Program to be used for the City's CERT
Program, which is coordinated by the Fire Department; and
WHEREAS, no match is required, and this Program supports the Key Intended
Outcome: Increase resident rating of public services; and
WHEREAS, retroactive approval is sought to apply to the U.S. Department of
Homeland Security, Buffer Zone Protection Program, for grant funds, in an amount not to
exceed $50,000, to protect critical infrastructure; and
WHEREAS, the U.S. Department of Homeland Security (DHS), through the
Infrastructure Protection Program (IPP), distributes grant funds to strengthen the nation's
ability to prevent, protect against, respond to and recover from terrorist attacks, major
disasters and other emergencies; and
WHEREAS, the Buffer Zone Protection Program is one of the programs funded
through the IPP to protect critical infrastructure throughout the United States; and
WHEREAS, the Administration has applied for funding, in an amount not to
exceed $50,000, for vehicles; and
WHEREAS, no match is required from the City and this Program supports the
Key Intended Outcome: Maintain crime rates at or below national trends; and
WHEREAS, The Children's Trust Promotion and Prevention Program provides
funding for innovative programs that promote child health, development, safety and
parental and community responsibility through after-school tutoring and Saturday
enrichment programming for 40 students, grades 3 - 4, from low-moderate income
homes enrolled in Miami Beach feeder pattern schools; and
WHEREAS, retroactive approval is requested to execute an agreement renewing
the City's contract with the Children's Trust for the Truancy Prevention and Promotion
Program for one year, in an amount not to exceed $205,520, for the continuation of the
City's Truancy Prevention Program; and
WHEREAS, this grant does not require matching funds; the Program supports
the Key Intended Outcome: Maintain crime rates at or below national trends; and
NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby approves and authorizes the
City Manager or his designee to submit the following grant requests: 1) The Children's
Trust Service Partnership Program, for funding, in an amount not to exceed $650,000,
for the Miami Beach Service Partnership Program to address truancy; 2) Justice
Assistance Grant Program, in an amount not to exceed $118,000, to support activities to
prevent and control crime; 3) State Of Florida, Department of Agriculture and Consumer
Services, in an amount not to exceed $25,000, for additional funding to replace trees
that were lost during the 2005 hurricanes and to support the remediation of the City's
urban forestry resources; 4) Florida Department of Emergency Management, Fiscal

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
1. Retroactive approval to submit a grant application to The Children's Trust Service
Partnership Program, for funding, in an amount not to exceed $650,000, for the
Miami Beach Service Partnership Program to address truancy
The Children's Trust Service Partnership Program provides funding to address targeted
geographic areas and to reach at-risk populations in Miami-Dade County. The purpose of
the grant is to target resources to meet the more complex needs of the vulnerable children
and families in the area. Miami Beach Senior High School has the second highest
percentage of students in the region missing 20 days or more of school (10% of students),
and the highest percentage of students missing 11 or more days a year (16% of students).
In addition, Miami Beach Senior High has the greatest number of students with outdoor
suspensions (21 % of students).
The City was awarded grant funding in the amount of $100,000 in April 2007 to plan a
Service Partnership. As part of the planning process, the City is required to submit this
application forfunding of the operational portion of this project. The goal of the Miami Beach
Service Partnership is to serve 300 youths with quality, integrated services that improve
school attendance. Specific outcomes include: increase school attendance; increase
academic achievement; increase resiliency and self esteem; increase community
attachment; increase family attachment; and promote positive peer activities.
The program requires a collaborative partnership of varied service agencies that will work
holistically with families to achieve desired measurable outcomes. The key partners are:
ASPIRA of Florida; Ayuda, Inc.; Choices et al; City of Miami Beach; Franklin Covey; Jewish
Community Services; JuniorAchievement; Miami Beach Community Health Center; Miami-
Dade County Public Schools; National Foundation forTeaching Entrepreneurship; Teen Job
Corps; and, Unidad/Miami Beach Hispanic Community Center. This is not a final list, as
additional partners will be added during the operational phase of the program.
The City is requesting funding in an amount not to exceed $650,000. The program does not
require matching funds. This program supports the Key Intended Outcome: Maintain crime
rates at or below national trends.

Program, in an amount not to exceed $118,000 to support activities to prevent and

6. Retroactive approval to execute an agreement renewing the Citv's contract with the
Children's Trust for the Truancy .Prevention and Promotion Program, for funding, in
an amount not to exceed $205,520 for the City's Truancv Prevention Program
The Children's Trust was created by voter referendum in 2002 as a source of funding to
meet the needs of children in Miami Dade County. The goal of the Children's Trust is to
fund programs that offer the highest possible quality services, with the goals of implementing
best practices and improving the lives of children and families in Miami-Dade County. The
Children's Trust Promotion and Prevention Program provides funding for innovative
programs that promote child health, development, safety and parental and community
responsibility.
The Children's Trust has awarded the City a one (1) year contract renewal in the amount of
$205,520 for the continuation of the City's Truancy Prevention program administered by the
Neighborhood Services Department. The program provides after-school tutoring during the
school week (Monday thru Thursday), and Saturday enrichment programming for 40
students, grades 3 - 4, from low-moderate income homes enrolled in Miami Beach feeder
pattern schools. All children must be at-risk for academic failure and truancy to be in the
program. The program also provides home-based assessments and referrals for needed
services. The program is held at Fienberg Fisher Elementary School and Biscayne
Elementary School.
This grant program does not require matching funds. The program supports the Key
Intended Outcome: Maintain crime rates at or below national trends.
CONCLUSION
The Administration requests approval to authorize the City Manager or his designee to
submit the following grant applications: 1) The Children's Trust Service Partnership
Program, for funding, in an amount not to exceed $650,000, for the Miami Beach Service
Partnership Program to address truancy; 2) Justice Assistance Grant Program, in an
amount not to exceed $118,000, to support activities to prevent and control crime; 3) The
State of Florida, Department of Agriculture and Consumer Services, for Fiscal Year 2007/08
Urban Forestry Program funds, in an amount not to exceed $25,000, for additional funding to

Homeland Security, Buffer Zone Protection Program, for funding, an amount not to exceed
$50,000, to protect critical infrastructure; and, 6) further authorizing the City Manager to
execute an agreement with the Children's Trust for the Truancy Prevention and Promotion
Program, for funding, in an amount not to exceed $205,520; further appropriating all the
above grants and matching funds, if approved and accepted by the City; and authorizing the
execution of all necessary documents related to these applications.
