A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, FINDING AND
DECLARING THE EXISTENCE OF A PARKING EMERGENCY
DUE TO INCREASED .TRAFFIC AND PARKING DEMAND ON
THE FOLLOWING SPECIFIED DATES/EVENTS: AUGUST 29 -
SEPTEMBER 4, 2007, FOR LABOR DAY WEEKEND/HOME
SHOW; OCTOBER 10-12, 2007, FOR IBEX; NOVEMBER 9-18,
2007, FOR THE SOUTH FLORIDA AUTO SHOW; DECEMBER
5-9, 2007, FOR ART BASEL; DECEMBER 31, 2007 -

USE OF CERTAIN VACANT SURFACE LOTS CITYWIDE
DURING THE AFORESTATED DATES/EVENTS SUBJECT TO
THE TERMS AND CONDITIONS OF THIS RESOLUTION, AND
SUCH OTHER CONDITIONS AS MAY BE DETERMINED BY
THE CITY MANAGER OR HIS DESIGNEE, TO BE IN THE BEST
INTEREST OF THE CITY.
WHEREAS, the City has historically experienced parking shortages during
major events such as Art Deco Weekend, Art Basel, International Association of Chief
of Police (IACP), Memorial Day Weekend, the NMMA Boat Show, Graphics of the
Americas, and the Auto Show; and
WHEREAS, during these various special events and weekends throughout
the year, severe parking demand has historically lead to mobility problems and
ultimately gridlock on our City's roadway system; and
WHEREAS, the Administration has found that allowing for the use of vacant
surface parking lots for additional parking opportunities during high impact events,
coupled with an enhanced park and ride circulator program service, has alleviated the
mobility problems and gridlock anticipated during these periods; and
WHEREAS, pursuant to any use of such lots, the Administration shall require
parking, operators and/or lot owners to secure the appropriate insurance and
occupational licenses (as required by the City Code) to operate any referenced lots for
self-parking and/or valet parking, for these events/weekends.

NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission hereby find and declare the existence of a parking emergency
due to increased traffic and parking demand on the following specified
dates/events: August 29 -September 4, 2007, for Labor Day Weekend/Home
Show; October 10-12, 2007, for IBEX; November 9-18,.2007, for the South
Florida Auto Show; December 5-9 2007, for Art Basel; December 31, 2007 -
January 1, 2008, for New Year's Eve; January 18-20, 2008, for Art Deco
Weekend ;January 31 -February 4, 2008, for the Miami Beach Antique Show;
February 28 -March 1, 2008, for Graphics of the Americas; February 14-18,
2008, for the NMMA Miami International Boat Show; May 22-26, 2008, for
Memorial Day Weekend; and August 28 -September 3, 2008, for Labor Day
Weekend; allowing for the use of certain vacant surface lots citywide during the
aforestated dates/events, subject to the term and conditions of this Resolution,
and such other conditions as may be determined by the City Manager or his
designee, to be in the best interest of the City.

COMMISSION ITEM SUMMARY
Condensed Title:
Declaration of a parking emergency during: (1) specified dates of the respective events outlined below to be
utilized for self-parking and valet parking. The Administration further recommends authorizing the City Manager
to require parking operators to secure the appropriate insurance and Occupational Licenses required by the
City Code to operate self-parking and/or valet parking operations for this purpose; and (2) a one-time
construction project of the 1111 Lincoln Road Building and the closure of the 1100 block of Lincoln Road,
allowing for the use of the HACMB (Miami Beach Housing Authority) Lots, located at 1231& 1251-17th Street
for construction related parking.

Supporting Data (Surveys, Environmental Scan, etc.): Traffic appears as one of the most important
areas affecting quality of life; traffic and availability of parking was. ranked by residents as one of the
changes that will make Miami Beach a better place; and 77% of residents rated the availability of parking
across the Citv as too little or much too little.

Shall the Mayor and City Commission declare a parking emergency for the following special events and
construction project?
Item Summa /Recommendation:
During events and construction projects, severe parking demand leads to mobility problems and ultimately
gridlock on our City's roadway system. This legislation will allow for private parking operators to utilize and
operate vacant surface lots that might othervvise not be allowed to be used for surface parking during these
events. This will create additional parking opportunities for the public at-large during these high impact events.

Secondly, the construction of the 1111 Lincoln Road Building and the closure of the 1100 block of Lincoln Road
will temporarily increase parking demand and traffic congestion to the area due to increased demand for
parking for employees and construction workers as well added vehicular trips to Alton Road. This action would
allow HACMB to lease its vacant lots located at 1231 & 1251 -17th Street to the project contractor, for a period
of two six month terms, commencing, August 1, 2007, and aone-year renewal term, for construction related
arkin activities. THE ADMINISTRATION RECOMMENDS THE ADOPTION OF THE RESOLUTION.

ANALYSIS
During certain events throughout the year, severe parking demand leads to mobility
problems and ultimately gridlock on our City's roadway system. This fact has been
experienced during various events including, Boat Show, Auto Show, Memorial Day
Weekend, and New Year's Eve. The creation of additional parking opportunities for tourists
and visitors to the City during high impact events, coupled with an enhanced park and ride
circulator program alleviates mobility challenges and gridlock anticipated during these high
impact events. This legislation will allow for private parking operators to utilize and operate
vacant surface lots that might otherwise not be allowed to be used for surface parking during
these events. This will create additional parking opportunities for the public at-large during
these high impact events. The following is a listing of the events and their respective
anticipated emergency dates.

1111 Lincoln Road Construction/Street Closure and HACMB (Miami Beach
Housinst Authority) Lot
The construction of the 1111 Lincoln Road Building and the closure of the 1100 block of
Lincoln Road will temporarily increase parking demand and traffic congestion to the area
due to increased demand for parking for employees and construction workers as well added
vehicular trips to Alton Road, an already congested corridor. Clearly, traffic congestion and
parking availability will be adversely impacted during the construction phase. This legislation
would allow HACMB to lease its vacant lots located at 1231 and 1251-17th Street to Suffolk
Construction Company, the project contractor, for a period of two six month terms,
commencing, August 1, 2007, and aone-year renewal term, for construction related parking
activities, including parking for contractors, sub-contractors, general construction employees,
and construction trailers.
The declaration of a parking emergency and the temporary relaxation of the City Code
requirements to improve these vacant lots would increase parking opportunities for
construction related parking needs and utilize these vacant surface lots that would otherwise
remain unused during the construction period. This will alleviate the adverse traffic and
parking impacts to the neighborhood by maintaining existing parking facilities as parking
opportunities for the public at-large during the construction phase.
CONCLUSION
The Mayor and City Commission should approve the declaration of a parking emergency
during the specified dates of the respective events outlined above to be utilized for self-
parking and valet parking. The Administration further requests that the Mayor and City
Commission authorize the City Manager to require parking operators to secure the
appropriate insurance and Occupational Licenses required by the City Code to operate self-
parking and/or valet parking operations for this purpose. Additionally, the Mayor and City
Commission should approve the declaration of a parking emergency and temporarily relax
the City Code's requirements to improve the vacant lots during the term of their Agreement
for the use of the HACMB vacant lots, located at 1231 and 1251-17th Streets, for
construction related parking activities generated from aone-time construction project of the
1111 Lincoln Road Building and the closure of the 1100 block of Lincoln Road.
