A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING
THE CITY MANAGER AND CITY CLERK TO EXECUTE A
MUTUAL AID AGREEMENT BETWEEN THE CITY, ON
BEHALF OF THE MIAMI BEACH POLICE DEPARTMENT
(MBPD) AND THE FLORIDA FISH & WILDLIFE
CONSERVATION COMMISSION TO PARTICIPATE IN THE
REGIONAL DOMESTIC SECURITY TASK FORCE
WATERBORNE TEAM TO ALL HAZARDS.
WHEREAS, it is the respective responsibility of the City of Miami
Beach and the Florida Fish & Wildlife Conservation Commission to
ensure the public safety of the inland and coastal waterways of the City
of Miami Beach by providing an adequate marine law enforcement
response; and
WHEREAS, because of the existing and continuing possibility of
the occurrence of waterborne threats to the City of Miami Beach, an
island and coastal community, and other natural and man-made
conditions which are or are likely to be beyond the control of services,
personnel, equipment, or facilities of the Miami Beach Police
Department; and
WHEREAS, the United States Department of Homeland
Security, Office of Grants and Training, has made available Homeland
Security Grant Program funds, specifically Domestic Preparedness
Grants to the Florida Department of Law Enforcement and the Florida
Division of Emergency Management; and
WHEREAS, Florida Division of Emergency Management and
Florida Department of Law Enforcement have designated the Florida
Fish & Wildlife Conservation Commission to facilitate and coordinate
the establishment of Regional Domestic Security Task Force (RDSTF)
Waterborne Response Team (WRT) with participating law enforcement
agencies to enhance Florida's specialized maritime preparedness and
response capabilities; and
WHEREAS, the Miami Beach Police Department, the recipient
agency on behalf of the City, has agreed to form an Regional Security
Grant Program Waterborne Response Team and will receive
specialized marine tactical equipment to establish and maintain an
effective waterborne response law enforcement capability; accordingly,
the Administration would recommend that the City approve and
authorize the execution of the attached RDSTF Waterborne Response
Team Participant Agency Agreement For All Hazards Response;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE
MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, that the City Manager and City Clerk are authorized to
execute the attached Mutual Aid Agreement with the Florida Fish &
Wildlife Conservation Commission for participation in the Regional
Domestic Security Task Force Waterborne Team To All Hazards
Response.

important areas affecting the quality of life; and 78% of residents rated the quality of services provided by
City Police as excellent or good.

Item Summary/Kecommenaation:
To address the threat of waterborne attack and to enhance Florida and in particular the Miami Beach
Police Department's response capability to critical incidents occurring on or near the water, Waterborne
Response Teams have been established within each of the seven Regional Domestic Security Task
Forces. The Waterborne Response Teams are comprised of representatives from local and state
agencies including the Florida Fish and Wildlife Conservation Commission, County Sheriffs Departments
and Municipal Police Departments that possess maritime capabilities. These Waterborne Response
Teams comprised of law enforcement personnel will work together and utilize specialized waterborne
equipment donated by the Florida Fish and Wildlife Conservation Commission to provide protection on
Florida's inland and coastal waterways. The donated equipment will include specially designed marine
tactical safety and law enforcement equipment.
The Administration recommends that the Mayor and City Commission adopt this Resolution that will allow
the citizens of the City to continue to derive benefits from this Mutual Aid Agreement extension.
