AMENDMENT N0.4 TO THE
PROFESSIONAL SERVICES AGREEMENT
BETWEEN
CITY OF MIAMI BEACH, FLORIDA
AND
URS CORPORATION -SOUTHERN, DATED JUNE 27, 2001, IN THE AMOUNT OF
$250,000
TO PROVIDE ADDITIONAL PROGRAM MANAGEMENT SERVICES SUPPORT TO
THE CAPITAL IMPROVEMENT PROJECTS (CIP) OFFICE
This Amendment No. 4, dated as of March 8, 2006, to that certain Agreement,
dated June 27, 2001, by and between the CITY OF MIAMI BEACH, FLORIDA (City),
and URS CORPORATION -SOUTHERN ("URS") (Consultant).
RECITALS
WHEREAS, on June 27, 2001, the Mayor and City Commission approved
Resolution No. 2001-24499, authorizing the City to enter into an agreement with URS
Corporation-Southern ("URS") for Program Management Services to manage
construction projects for City facilities and parks ("Program"), pursuant to Request for
Qualifications No. 111-99/00 (the Agreement); and
WHEREAS, under the Agreement, URS is to assist City staff in the planning,
programming, design review, construction administration, and scheduling, budgeting and
consultant coordination for the projects covered by the Agreement; and
WHEREAS, at this time, URS is engaged in overseeing the Fire Station No. 4
construction; the North Shore Open Space Park construction; and expediting the
completion of some ADA corrections at the North Shore Park and Youth Center; and
WHEREAS, these projects are all in the latter stages of completion and should
be obtaining Certificates of Occupancy in the Summer of 2006; and
WHEREAS, in order to address the current staff shortages in the Capital
Improvement Projects Office (CIP), the Administration is recommending that, on an "as-
needed basis" and an "on-going basis", the Agreement with URS be extended until such
time that vacancies in CIP are filled with permanent staff; and
WHEREAS, the URS Agreement can be amended with compensation to be
based on the existing Agreement's billing rates; and
WHEREAS, there are several other projects where the services of URS could be
effectively and productively used, such as the Parks Maintenance Facility; the 10th Street
Auditorium; the 21St Street Restrooms: and
WHEREAS, after negotiations with the Consultant, CIP determined that the
negotiated amount of $250,000, is fair and reasonable for the level of effort required
from the Consultant; and
WHEREAS, this fee is based on actual effort, paid on an hourly basis, and the
hourly rates utilized in the calculation of effort are those currently in effect.
NOW, THEREFORE, the parties hereto, and in consideration of the mutual
promises, covenants, agreements, terms, and conditions herein contained, and other
good and valuable consideration, the respect and adequacy are hereby acknowledged,
do agree as follows:
1. ABOVE RECITALS
The above recitals are true and correct and are incorporated as a part of this
Amendment No. 4.
2. MODIFICATIONS
The Agreement is amended in accordance to Attachment "A", the Agreement's
Schedule of Billing Rates.
3. OTHER PROVISIONS
All other provisions of the Agreement, as amended, are unchanged.
4. RATIFICATION.
The City and Consultant ratify the terms of the Agreement, as amended by this
Amendment No. 4.

It's OK with Bob Parcher to change the amendment number in both agreements and in the resolution that has not
been submitted yet o the correct numbers. But we need the following information:
1. For reso 200 -26132, we need the reso numbers that authorized amendments 1, 2 and 3.
2. For reso 200 -26500, we need the reso numbers that authorized amendments 1, 2, 3 and 4.
Could you please pr vide the above information at your earliest convenience.

Good Afternoon Bob,
Amendment No. 3 for Resolution No. 2006-26132 from 03/08/2006 is still outstanding as well as Amendment No.
3 for Resolution No. 2007-26500 from 04/11/2007. Since these Amendments are from the same Agreement
between the City and URS, we discovered that the numbering of the Amendments were incorrect.
2006-26132 should be Amendment No. 4 and 2007-26500 should Amendment No. 5.
The Amendment for 2007-26500 was form approved and executed before this error was discovered, can we hand
write the correct number and initial this change? If so, I can forward you the signed Amendment on Monday.
Since 2006-26132 has not been completed yet, we can make the correction on both the Reso and the
Amendment.
Please let me know.
