A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING REQUEST
FOR CHANGE ORDER NOS. 7, 15,17,18,19,20,21,22,23,24,25 AND
26 TO THE CONTRACT WITH WEISS AND WOOLRlCH
SOUTHERN ENTERPRISE, INC., WITH A RESULTING NET COST
DECREASE IN THE AMOUNT OF $35,342.52, AND INCREASING
THE TIME ALLOWED UNDER THE CONTRACT BY 223 DAYS, FOR
THE REPLACEMENT OF THE ROOF OF THE MIAMI BEACH
CONVENTION CENTER AND THE THEATER OF THE
PERFORMING ARTS.
WHEREAS, the Mayor and City Commission approved the award of a contract to Weiss and
Woolrich Southern Enterprise, Inc., (Contractor) on November 4,1998 to replace the roof of the
Miami Beach Convention Center and the Theater of the Performing Arts (Project); and
WHEREAS, the Contractor has undertaken the Project and is continuing the work; and
WHEREAS, due to unforeseen circumstances, the Contractor has submitted a number of
Requests for Change Order; and
WHEREAS, the Requests for Change Order have been reviewed by Brown and Brown
Architects, the City's consultant for the Project, and of these requests, Numbers 7, 15, 17, 18, 19,20,
21,22,23,24,25 and 26, have been recommended for approval; and
WHEREAS, the Administration recommends that the Requests for Change Order Numbered
7,15,17,18,19,20,21,22,23,24,25 and 26 be approved, with a resulting decrease in cost in the
amount of $35,342.52, and increasing the time allowed under the contract by 223 days.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Requests for Change
Order Nos. 7, 15, 17, 18, 19, 20, 21, 22, 23, 24, 25 and 26 to the contract with Weiss and Woolrich
Southern Enterprise, Inc., be approved, with a net cost decrease in the amount of $35,342.52, and
increasing the time allowed under the contract by 223 days for the replacement of the roof of the Miami
Beach Convention Center and the Theater of the Performing Arts.

AMOUNT AND FUNDING
The proposed Requests for Change Orders result in a net credit of$35,342.52.
ANALYSIS:
On November 4, 1998, the Mayor and City Commission approved award of a construction contract
to Weiss and Woolrich Southern Enterprise, Inc., (Contractor) (W&W) in the amount of $7,245,000.
Notice To Proceed for the project was issued on February 10, 1999, with a construction time of 300
days. The start of the project was held up by testing mandated by Miami-Dade County Product
Approval requirements. The testing process was completed by early July, and a building permit was
issued on July 9, 1999. Since that time, the project has proceeded in an orderly fashion, and at
present is over 85% complete, with substantial completion estimated to be January 30, 2001.
At the City Commission meeting of July 26, 2000, nine Requests for Change Order were submitted
to the Commission. The Commission considered the requests and approved the requested changes,
but asked staff to review those requests which involved time extension due to previously scheduled
Convention Center Shows.

The contractor was requested to provide additional documentation to support the requested
extensions of time. In addition, the consultant, Brown and Brown Architects was requested to re-
examine the Requests for Change Order.
In the interim, the contractor has submitted several additional Requests for Change Order. The
attached table (Attachment 1) includes a sununary of each Request for Change Order involving a
time extension from the beginning of the project, as well as the recently submitted Requests for
Change Order. The table includes the purpose, the time added andlor monetary impact of each.
It should be noted that Nos. 16, 22, 23, 24 and 25 represent tasks which were not included in the
original scope of work.
#7 Delete deck #C-4 from MBCC scope of work. This is the deck which includes the four (4)
large cooling towers. These towers are to be replaced next year, and by deleting this area, the project
cost can be reduced. The contractor will issue a credit for this portion of the roof in the amount of
$42,360. There is no time reduction for this change since the work was scheduled in coordination
with other work.
#8 and #12 Time extensions requested due to scheduled Convention Center Shows were disallowed.
#22 Five blocked drain lines on deck W-l were discovered while the West Wrap was being re-
roofed. These lines were apparently temporarily blocked during the construction of the West Wrap,
and due to an oversight, never re-opened. The lines were cleared, the pipe caps were removed, and
the lines re-connected to the roof drain system. The additional cost of this task is $7,017.48. This
work will add 7 days.
#23 The translucent panels were recently ordered to repairlreplace the roof over the skywalk area.
The contractor has been requested to coordinate with Specified Architectural Systems, Inc., the
vendor for these panels to assure that the junction between the two roof systems are properly weather
sealed. The contractor agreed to do this with no extra charge to the City. This work will add 7 days.
#24 Repair standing seam roof on west side of TOPA. This loading dock roof was damaged by
trucks backing into it over a period of years. The contractor was requested to estimate the cost to
repair it. The additional cost of this task will be $1,860. This work will not add time to the contract.
#25 Install roof on executive elevator and fire pump room canopy. These small roofs were not
included in the original project scope, but leaks have developed in the last two years since the
roofing project was bid. The contractor was requested to estimate the cost to repair it. The
additional cost of this task will be $3,940. This work will not add time to the contract.
#26 Delete deck # 13 from TOP A roofing scope of work. This is the front canopy of TOP A. This
deck is to be re-roofed as part of the TOPA Portecochere project, by deleting this area the project
cost can be reduced. The contractor will issue a credit for this portion of the roof in the amount of
$5,800. There is no time reduction for this change since the work was scheduled in coordination
with other work.
The proposed changes and the additional work has been reviewed by the project consultant, Brown
and Brown Architects, who have recommended approval ofRCO Nos. 7,15,17,18, 19,20,21,22,
23,24,25 and 26.
The Administration recommends approval of a Resolution of the Mayor and City Commission of
the City of Miami Beach, approving Requests for Change Order Nos. 7,15,17,18,19,20,21,22,
23,24,25 and 26 to the contract with Weiss and Woolrich Southern Enterprise, Inc., with a resulting
net cost reduction in the amount of $35,342.52, and increasing the time allowed under the contract
by 223 additional days for the replacement of the roof of the Miami Beach Convention Center and
the Theater of the Performing Arts.
