A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, URGING MIAMI-DADE COUNTY TO ENGAGE
AN INDEPENDENT CONSULTANT TO STUDY AND
EVALUATE THE EFFECTIVENESS OF THE EROSION
CONTROL PROJECT INSTALLED BY THE U.S. ARMY
CORPS OF ENGINEERS ON THE BEACHES BETWEEN
29t" AND 32"d STREETS AND TO DEVELOP A PLAN TO
PROVIDE A DEFINITIVE SOLUTION TO THE BEACH
EROSION PROBLEMS IN THE CITY OF MIAMI BEACH.
WHEREAS, the City of Miami Beach ("City") is internationally known for the quality
and beauty of its beaches which attract tourists from all over the world; and
WHEREAS, over the past few years, the erosion control project located between 29th
and 32°d Streets in the City has shown signs of erosion as have many other beachfront segments
between 24th and 45th Streets along the Atlantic Ocean; and
WHEREAS, due to significant beach erosion within the City of Miami Beach, there is an
urgent need to evaluate and seek a solution to preserve and restore the beaches within the City;
and
WHEREAS, beach renourishment is a high priority of the residents of Miami-Dade
County, as evidenced by the inclusion of $17.5 million for beach renourishment in the General
Obligation Bond approved by Miami-Dade County voters in November 2004; and
WHEREAS, the responsibility and authority for beach renourishment and erosion
control in the City is governed by an agreement between Miami-Dade County and the U.S. Army
Corps of Engineers; and
WHEREAS, the Mayor and City Commission of the City of Miami Beach urge Miami-
Dade County and the U.S. Army Corps of Engineers to seek a definitive solution to the various
beach erosion problems within the City; and
WHEREAS, the Mayor and City Commission of the City of Miami Beach specifically
urge and support Miami-Dade County's efforts to: al investigate solutions with regard to the
immediate placement of sand between 24th and 45tfi Streets and in other areas which have
suffered beach erosion within the City, b) pursue a solution and resolve the foreign sand source
issue, and c) address concerns relative to the erosion control project located between 29th and
32°d Streets in the City; and
WHEREAS, due to the urgent need to address and resolve the many issues concerning
beach erosion within the City, and its impact upon tourism within Greater Miami and the
Beaches, the Mayor and City Commission hereby urge Miami-Dade County to hire an
independent consultant or engineer to evaluate the effectiveness of the erosion control project
installed by the U.S. Army Corps of Engineers and to seek and propose definitive solutions to all
of the beach erosion concerns within the City; and
WHEREAS, the City urges Miami-Dade County to include local stakeholders in the
selection process to hire an independent consultant; and
WHEREAS, the City further urges Miami-Dade County to create a Steering Committee
that will provide for the participation of local stakeholders and their review of the independent
study.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that Miami-Dade County is
hereby urged to hire an independent consultant or engineer to evaluate the effectiveness of the
U.S. Army Corps of Engineers erosion control project and to seek definitive solutions to the
beach erosion issues within the City of Miami Beach.

Hurricane Protection Project
Please place on July 11, 2007 Commission Agenda a Resolution supporting the
creation of a partnership between Miami-Dade County and the City of Miami Beach to
hire an independent consultant or engineer to evaluate the effectiveness of the
breakwater project installed by the Army Corps of Engineers, and to propose a
definitive solution to the beach erosion problems in our City.

Commission on July 17, 2007.
This resolution urges Miami-Dade County to engage an independent consultant to study and
evaluate the effectiveness of the erosion control project installed by the U.S. Army Corps of
Engineers on the beaches between 29t" and 32nd streets and to develop a plan to provide a
definite solution to the beach erosion problems in the City of Miami Beach.
