the residents of the Normandy Shores Local Government Neighborhood Improvement
Taxing District explaining the changes to the proposed millage rate in the taxing district for
the Fiscal Year 2007/08.

Dear Resident,
This fetter is to inform you of the proposed changes to the mittage rate far the Normandy
Shores Local Govemment Neighborhood Improvement District for the Fiscal Year (FY}
2007108, As you may know, the Normandy Shores Local Govemment Neighborhood
improvement District was established in 1994 as a dependent teuung district within the City of
Miami Beach in order to provide continual 24-hour security to this gated community.
The proposed FY2007!(?8 miltage rate represents an increase shave the FY2re006J0 with the
rate in order to address an error by the Miami-Dade County Property App
Certified 2008 Taxable Value. Last June, the City rec~elved a 2006 Certified Taxable Value
for Normandy Shores which was substantiaNygreaterthan ttre previous year. As a resuR, thc
City decreased the miliage rate far the Normandy Shores dependent taxing district from
0.814 to 0.338 far 2006 taxes; a decrease of 58 percent. This significantly reduced the
amount you paid this year.
Qn June 29 2007, the City was informed by the Miami-Dade County Property Appraiser that
an error had been made to last year's calculation of appraised taxable value. Due to this
error, 2006 property tax collections are projected to be $46,649 less than budgeted, and
therefore, resulting in a shortfall which will need to ~ advanced from the City and repaid by
the Normandy Shares taxing district in FY2007108. Accordingly, the Normandy Shores taxing
district millage far FY2007l08 needs t4 be set at the level requir9e~d to cover FY2007/08
expenditures (0.7115) as wail as to repay the FY2006/07 shortfall (0,3248} for a total
Normandy Shores miliage of 1.0363.
