A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, TO APPROVE THE NOMINATION OF COMMISSIONER
RICHARD L. STEINBERG AS THE FLORIDA LEAGUE OF CITIES' "COUNCIL
MEMBER OF THE YEAR".
WHEREAS, The Florida League of Cities is sponsoring the fourth annual Florida
Cities of Excellence Awards; and
WHEREAS, The Florida Cities of Excellence Awards recognizes and honors
outstanding citizens and city leaders, and cities for their excellent, innovative programs that
provide Florida citizens with great public service; and
WHEREAS, The "Council Member of the Year" Award honors a council
member/commissioner for their outstanding civic commitment, leadership, public outreach and
service to their city during the past year; and
WHEREAS; Commissioner Richard L. Steinberg has been very active in the Florida
League of Cities on the City of Miami. Beach's behalf since he became a City Commissioner; and
WHEREAS, Commissioner Richard L. Steinberg will be sworn in as the President of
the Miami Dade County League of Cities in a few months;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby support the nomination of Richard L. Steinberg as the Florida League of
Cities "Council Member of the Year" Award.

MEMORANDUM
As you are aware, I have been active in the League of Cities on the City's behalf since I
became a Commissioner. In a few months I will be sworn in as the President of the Miami-
Dade County League of Cities.
This memorandum is to inform you that I wish to submit an application to the Florida League
of Cities' "Florida Cities of Excellence Award" program for my nomination as "Council
Member of the Year." The award honors a council member/commissioner for their
outstanding civic commitment, leadership, public outreach and service to the city during the
past year. The nomination requires a majority vote of the nominees' city
council/commission.
Please let the City Manager know if you have any questions or concerns. Otherwise, I will
place this item on the July 11th consent agenda. I have attached the application for your
information.

To spotlight the countless good things that cities do to improve the quality of life in Florida, the Florida
League of Cities is pleased to announce the fourth annual "Florida Cities of Excellence Award"
program.
This award program focuses public attention on Florida's cities, towns and villages, and honors
outstanding municipal leaders and programs. Often, Florida's exceptional city leaders, employees and
services go unrecognized. Now, it is your turn to shine...
Once again there will be categories for "Mayor of the Year" and "Council Member of the Year." Other
categories are: City of Excellence, City Spirit Award, City Manager of the Year, City Finance Official of
the Year, City Clerk of the Year, City Attorney of the Year, City Employee of the Year, and City Citizen
of the Year.
Not only are the Florida Cities of Excellence Awards a great way to recognize and honor programs and
people who make cities successful, they also are a wonderful way to promote your city!
This year's awards banquet will be held on Friday, November 9, 2007, at the Hyatt Regency Orlando
International Airport Hotel, following the Florida League of Cities Legislative Conference.

How to Enter
For each individual or city nominated, nominators must
return the enclosed nomination form, a 1,200-word or less
narrative, and up to 10 pages of supportive information by
August 10, 2007. Each nomination submitted to the League
must be voted on by the city council/commission and pass
with a majoriy vote, and be certified by the city clerk (see
nomination form).
Award nominations are limited to city; town or village
governments that are members of the Florida League of
Cities and their officials, employees and residents.

There is a two-tiered judging process.
First, members of Leadership Florida and professional as-
sociations will determine award finalists. The Florida league
of Cities Executive Committee and past League officers will
determine the winners.
Judging will be based entirely on the written entry and
supportive information. Nominators/nominees are asked
not to contact the judges directly.
Announcement of Winners
Finalists will be announced in early October. Winners
will be announced at an Awards Banquet on November 9,
2007, at the Hyatt Regency Orlando International Airport
Hotel. All nominees are invited to attend the banquet.
Following the announcement of finalists in early October,
the person listed as the contact will be asked to send a
color photograph of the finalist (either hard copy or digital),
along with a 50 word or less summary of the narrative. This
information will be used in League publications and during
the awards banquet.
In addition, for finalists in the Mayor of the Year and
Florida City of Excellence Award categories, the city will
submit a video presentation that will be featured at the
awards ceremony.
Winners will:
• receive a beautiful "MUNI" award;
• be spotlighted in the banquet award program;
• be featured in a brief presentation shown during
the awards program; and
• be featured in the League's magazine, Quality Cities,
and Web site, www.flcities.com, and be featured in
articles in statewide publications (through press
announcements).
Award Criteria
For each of the following awards, please complete
the enclosed nomination form and return it to the Florida
League of Cities by August 10, 2007. Please include ad-
ditional supportive materials, such as newspaper clippings,
photographs, letters from constituents, or other items that
help document the program or person being nominated. No
more than 10 pages (on 8-1 /2" x 1 1 "paper, one-sided) of
supportive material can be accepted. Please do not staple
nomination packets or use presentation folders.
In addition, please do not include videotapes, DVDs, CDs
or PowerPoint presentations.
Florida City of Excellence Award
The Florida City of Excellence Award recognizes overall
excellence in a city government. Nominations for the award
must be made by a majority vote of the nominated city's
council/commission.
In the narrative and supportive materials, show how the
nominated city excelled in:
• Governance/Administration -efficiency; effective-
ness; performance measures
• City Leadership - a collaborative and collegial team
• Intergovernmental Cooperation -partnerships and
joint programs
• Citizen Outreach and Involvement - a sense of "city-
hood" among all parts of the city; opportunities and
encouragement for citizen participation
• Technology -implementing tools to aid employees
and citizens
•, Innovative Programs and Services -reflecting the
goals and overall mission

City Spirit Award
The City Spirit Award +will be given to a city for a specific,
single, citywide effort to successfully address a local need.
The programs nominated must have been in effect for a
minimum of one full year.
Nominations for the City Spirit Award must be made by a
majority vote of the nominated city's council/commission.
In the narrative and supportive materials, describe the
project in detail and show how it was:

This award is given to a city employee for his or her
exemplary efforts on behalf of the city during the past year.

less of title or full- or part-time status.

Richard L. Steinberg has dedicated himself to public service and the betterment of
Miami Beach. He was elected Commissioner in the City of Miami Beach on November
13, 2001 at the age of 28, becoming the second youngest Commissioner ever elected and
the youngest Commissioner in a quarter century. Subsequently, when the Mayor and
Commission unanimously appointed Steinberg to serve as Vice-Mayor during 2002,
Steinberg became the youngest Vice-Mayor in the history of Miami Beach.
Steinberg comes from a family committed to public service and has dedicated
himself to his community and making Miami Beach a better place. Steinberg's
accomplishments and commitment to his community support why he should be
recognized as Council Member of the Year.
While Commissioner Steinberg dedicates a great deal of time as an attorney and
City Commissioner, he also serves on several committees and boards. Currently,
Commissioner Steinberg plays a role on two of the commission committees. He serves
as Chair for the Neighborhoods/Community Affairs Committee and Vice-Chair for the
Finance and Citywide Projects Committee. Commissioner Steinberg also serves as First
Vice President and Legislative Chairman of the Miami-Dade County League of Cities, as
an ex-officio/government liaison on the Board of Governors for the Miami Beach
Chamber of Commerce and as a governing board member for the Miami-Dade
Metropolitan Planning Organization.
Steinberg has been actively involved in the League of Cities for the last six (6)
years. He has been committed to supporting the mission of the League and advocating
for the best interest of cities in Miami-Dade County as the Legislative Chairman of the
Miami-Dade County League of Cities. Steinberg currently serves as First Vice President
on the Executive Board and will be named President of the Miami-Dade County League
of Cities this October.
Transportation and parking issues have always been a top priority for Steinberg.
Currently, Steinberg serves on Miami-Dade County's Metropolitan Planning
Organization (MPO) as a Board member. For the last year, Steinberg has been the City's
liaison to the 63`d Street Project Citizen Advisory Committee. He has provided guidance
and been instrumental in ensuring that the project at a key intersection in the City along
AlA has minimum construction impacts to residents and visitors. He has been vocal on
introducing solutions to parking issues in Miami Beach and currently is the city liaison
for a joint venture to build a parking garage in the heart of our cultural campus.
As a Vice President of the Greater Miami Big Brothers Big Sisters organization, a
chapter of the oldest and largest youth mentoring organization in the United States,
Steinberg has helped increase the number of children in our community that have been
afforded mentors to a record amount exceeding two thousand. Most importantly he has
individually been able to impact a child's life through being a mentor. As a Big Brother,
Steinberg has dedicated himself to mentoring his Little Brother, Nick, for the past ten
(10) years.
In 2003, Commissioner Steinberg took the initiative to create the Vote Miami
Beach program, an outreach program to increase Miami Beach voter registration and
participation in the election process by engaging the participation of local businesses,
schools, cultural and non-profit groups in the process. The program has registered
thousands of Miami Beach residents to vote as well as engaged the participation of
businesses, citizens and schools. On August 25, 2005, the Vote Miami Beach initiative,
that increased voter registration by 20% from 2003 to 2005, was honored with the
national Savvy Award by the City-County Communications and Marketing Association
(3CMA), a national organization comprised of municipal communications and marketing
officials. The program continues its effort to increase voter registration and voting
awareness through outreach efforts at city events and by offering a 10% discount to
Miami Beach registered voters at participating Miami Beach businesses.
Education and the safety of children has always been a top priority for
Commissioner Steinberg. Steinberg helped strengthen the City's landmark Sexual
Predator Ordinance to prohibit child predators from other states from relocating to Miami
Beach and ban on sexual predators for public parks. He also supported stronger laws
against drivers using cell phones while in a school zone. Steinberg has been a strong
supporter of the Florida Kid Care program where he introduced resolutions to protect the
program. He also introduced a resolution urging the Florida Legislature to strengthen
vessel safety regulations with regard to personal flotation device requirements for
children. Steinberg has played an integral role on education issues by serving on the
Miami Beach Committee for Quality Education. Most recently Steinberg, appointed by
the Mayor, has participated in the development of an education compact between the City
and the Miami-Dade County School Board. In December 2006, he showed support for
teachers through introducing a resolution supporting increased pay for teachers in Miami-
Dade County.
Commissioner Steinberg is committed to strengthening the City's ethics
legislation. He supported campaign finance reform legislation to prohibit lobbyists and
developers from contributing to campaigns and strengthened the penalty provisions. He
also proposed a ban on corporate donations. Steinberg also introduced an amendment to
strengthen our City's Human Rights Ordinance by increasing the penalties, including an
increase to the maximum penalty to an amount 30 times greater than previously existed.
Steinberg has sponsored efforts to urge the State of Florida and Miami-Dade
County to provide a verified paper record for every ballot during elections. This year, the
State of Florida passed legislation requiring and funding a verified paper record for every
ballot to renew voter confidence and ensure that every vote in the State of Florida is
counted.
Thanks to efforts by Commissioner Steinberg, Miami Beach will have city-wide
WiFi wireless broadband technology that will strengthen public safety, increase
government efficiency in delivery of services and provide free wireless connectivity to
the Internet for City residents and visitors. The innovative idea of WiFi came when
Steinberg initially proposed a WiFi project on Lincoln Road, a pedestrian mall lined with
shopping and sidewalk cafes, but now will provide connectivity on a much larger scale.
In October 2006, the National Institute of Governmental Purchasing (NIGP) announced
that the City of Miami Beach's WiFi Initiative received the award for Innovation in
Public Procurement.
To address the increased hurricane storms that affected Miami Beach in 2005, an
Ad Hoc Hurricane Taskforce was formed at the recommendation of Commissioner
Steinberg. The tskforce was created to examine the City's readiness and response to
hurricanes. Steinberg served as liaison to the Taskforce which generated
recommendations to the Commission on preparedness planning and response activities.
Through Steinberg's countless efforts toward sound public service, Miami Beach
is a better community today.
