ACTIVITY
1. AIPP Project Manhole Covers -The artist Garren Owens was selected for the project.
2. Completed the guidelines for proposals for temporary art installations.
3. AIPP Projects Citywide -Have tried to get projects started that have been approved.
4. AIPP Project North Beach -Have continued discussions with Kevin Arrow, the artist, and other City
Departments about getting the project started. The artist is ready to start installing the piece once he
knows the park redesign is done.
5. Will finally know how much money is in the AIPP Fund by the end of FY 07 - 07.
FUTURE ACTIVITIES
1. Implementation Maintenance 8 Restoration Program
2. AIPP light project on Ocean Drive.
3. GEO Project at 7 Street Garage
4. Oversee progress of Altos del Mar Sculpture Park.
5. Discuss possible future projects for the City -art lighting, artistic streetscape, lighting of gateways to
the City (bridges and causeways).
6. Selection of an artist for 1111 Lincoln Road.

The members and chair of this committee are grateful to the previous members
and chair for their groundwork and accomplishments. This year the Beach
Preservation Committee has set as its goal to continue to address the issues of
beach maintenance especially in the areas of cleanliness. Throughout last year
many experts and representatives of various city departments presented to the
committee, educating members about current procedures, resources, and
staffing. This basic foundation allows us to frame our recommendations and
observations in ways that are realistic and attainable.
During this reporting period the chairmanship of the committee transitioned to
Sherry Roberts and there were significant staff changes in the City of Miami
Beach Office of Environmental Affairs. Jordanna Rubin was replaced by Lisa
Botero. With changes come challenges as well as opportunities. The challenges
are in establishing a functional Committee-staff working team, and opportunities
are found in the fresh ideas and energy that enables us to establish realistic
goals.
GOALS
This Committee recommitted to a single focus during its tenure; the cleanliness
of the beaches. Although simple to state, this is a very difficult and complex task
to accomplish. Based on feedback from the citizens and the observations of the
members cleanliness is not being accomplished in a satisfactory manner. The
Beach Preservation Committee recognizes that in its advisory capacity it has the
opportunity and obligation to bring the specific issues to the attention of the
officials and staff of Miami Beach.
REVIEW
There were discussions with appropriate officials and staff about the following
issues.
Homeless individuals harassing tourists and citizens.
The director/coordinator of the program spoke to the Committee and all of the
members were extremely impressed with her grasp of the problematic aspects of
the homeless on the beach. The chair toured Lincoln Road and the beach with
her and appreciate the difficulties of this situation.
Nuisances created by pet owners.
The Committee was disappointed that the Commissioners did not accept the
recommendation to prohibit pets on the beach. Although many members are pet
owners and advocates for pets, irresponsible pet owners create an offensive
condition on the beach. Despite the best efforts of the WOOF Patrol, the
problem continues to exist.
Conduct of concessionaires and upland owners.
Condominium use of beach to place equipment.
The Committee is concerned that the public access to the beach is constrained
by the concessionaires. Citizens of Miami Beach. and tourists should not be
intimidated for not using the fee-based services. We have experienced and
received reports of less than welcoming behavior and the Committee strongly
recommends that there be a balance.
Committee members making rounds with the beach monitor.
The members of the Committee have interacted with the beach monitor and
would like to make rounds with him. It has been disappointing that the actual
activities of this position include so little time actually monitoring on the condition
beach.
Access by people in wheel chairs to beach events.
Education by the City of the Ordinance affecting turtles and other wild 1 ife.
Trash and debris clean up in a regular and timely manner.
The beach is one of the best assets from an environmental and economic stand
point and the condition ranges from adequate at times to deplorable. Joe Kelly
representing Miami Dade Beach Operations Division presented at a meeting.
The position of this department is that they are Bong a good job and we strongly
disagree. We have provided digital pictures to various officials and have noticed
minimal improvement.
There needs to be more trash receptacles and daily clean up of debris.
The City has also been remiss. Since the opening of the Lincoln Road access to
the beach an eyesore rather than an asset has existed. The walkway from
Collins to the beach is strewn with litter and the pavers are dirty. It takes constant
complaints to have them power scrubbed.
CURRENT FOCUS
Advising staff on issues of cleanliness that require additional attention
Debris
Pet owners' conduct
Design of lifeguard stands.
Maintenance of beach signage and beach facilities.
APPOINTMENTS
Mr. Michael Adler was appointed to the committee to replace Jonathan Kroner
beginning in January 2007. He did not attend the January, February, March,
April, or June meetings; however, he was present for the May meeting. We have
requested an alternate appointment be made to this position as he has missed
more than the allowable amount of meetings.
SUMMARY
The Beach Preservation Committee has and continues to appreciate the
opportunity to advise the Commission and City of Miami Beach staff about
citizens' concerns and observations related to the Beaches. Preserving this
beautiful and unique resource is vital to the economic health as well as the
environmental well being of Miami Beach, and the continued enjoyment by its
citizens.
We urge the officials of Miami Beach who read this report to give serious
consideration to the issues we are raising. There is no doubt that all of us have
the same vision and goals, but sometimes we do not see improvement or receive
feedback. Please let us know if there are other or better ways we can contribute
to the preservation of our beaches.

ACTIVITY:
Our committee has been having monthly meetings at which time various department
representatives reported on their activities regarding ADA issues. Some of these
departments include:
1. Miami Beach Police Department;
2. Parking Fines Violations Department;
3. Accessibility Improvements to City Facilities;
4. Housing programs and people with disabilities;
5. Special Transportation Service (STS);
6. Design Review Board;
7. Issues of Accessibility and Construction.
On numerous occasions we mandated that the departments correct various iniquities
in their programs. We also stressed the importance of imposing fines and collecing t
hem where violations occur. Our community receives annual allocations from HUD
for a home program which provides affordable housing for people in the area.
The STS has added seventeen vans and sedans to help them be more effective in
their transportation assignments. They are also planning additional sensitivity
training regarding people with various disabilities.
We also recommend that occupancy permits issued to businesses have decals
stating that service to special animals be permitted in their premises.

We are pursuing a Jacksonville program which provides that private property owners
make a required number of handicap parking spaces available on their premises.
We recommended that the Land Use Committee re-visit the 2005 voluntary program
relating to the Jacksonville program, as well as a Jacksonville barrier-removal
ordinance.

MPLISNME
We have made presentations to the Miami Beach Police Department personnel
about the White Cane Law and suggested that this law be circulated through various
publications and that information material like brochures be distributed in various
locations in the City. It is our hope that more attention will be given to the various
laws and ordinances to a wide variety of our residences and tourists concerning the
disabled and that we monitor the results of our educational efforts.

Continued oversight of and recommendation to Commission on projects funded by
General Obligation Bonds.
In July 2006, the CIP Office coordinated with the Committee to re-organize the
schedule of monthly meetings. Each meeting now focuses on specific information,
either dealing with a geographic area, managing office or other topic as requested by
the Committee.
Advertising of the GOBOC meetings has been enhanced, as email notification
through "Constant Contact" was employed, resulting in more community involvement
at the meetinQS.
More public involvement in GO Bond OC meetings has resulted in better
understanding of the process by which GO Bond projects are managed.

During the course of this year, the Hisoanic Heritage awards nomination orocess has
been defined and out in place. Communi~ information dissemination regarding
these awards have been defined and are in action. The process for submission of
award information and evaluation have been defined.
The needs of the Hisoanic community in Miami Beach were assessed to discuss any
prevalent matters affecting the community. Outreach to the City Commissioners by
Committee members have brought about topics for discussion and consideration.

Discussion Topics: Memorial Day weekend has grown into an extraordinarily popular
holiday bringing extremely large volumes of visitors to our community. The amount of
visitors to South Beach during this occasion provides our City with challenges which
stretch our resources to an untenable level. We have recognized the extreme
importance of preparation and planning for these types of events. The Florida Highway
Patrol, the Florida Department of Law Enforcement and officers from Miami & Miami-
Dade County, will join the Miami Beach Police Department to prepare for the large
crowds. Representatives from the ACLU/NAACP will also be in attendance during this
year's event.

Discussion Topics:
Strategic Investigations Unit (SIU): is responsible for the review and investigation of all
narcotics, money laundering, prostitution, vice, and organized crime activity. SIU
conducts sensitive investigations at the direction of the Chief of Police, Assistant Chiefs,
or the Criminal Investigations Division Commander. Additionally, the SIU conducts
intelligence gathering activities and works closely with other agencies regarding cases of
mutual interest night club and bar incidents.
Further, the SIU actively networks, monitors and participates in local, state and federal
terrorism task forces. The SIU investigates pre-licensing screening of nightclub
establishments in conjunction with the City's licensing department. The SIU investigates
violations of the Nuisance Abatement Ordinance by local commercial establishments;
and coordinates confiscations of properties and cash assets derived from the illegal sale
of narcotics.

• Public Works advised they will conduct study with real data (traffic count, turning
movements) on issue of amount of pass-through traffic on 2nd Street
• Motion regarding Lincoln Road Lane Closure (SunTrust Project):
Inform City Commission that until Transportation 8 Parking Committee has chance
to review traffic studies/matter, as closure of Lincoln Road between Lenox 8~ Alton,
particularly loss of thirty (30) parking spaces, will both affect transportation and
parking in a significant way, City remands issue to Committee for a chance to review
at its march Meeting.

The Scott Rakow Youth Center Advisory Board's goals
for 2007 has been to assist in the completion of all
phases of the ongoing construction project and
renovation. The board has regular updates provided by
the construction supervisor and architectural firm.
The Board has been involved in changes and additions
to the construction plans as well as suggesting items
that are important to the staff at the youth center.
Two of the more important items the board has focused
on are an outdoor green space and additional parking at
the youth center. The staff has identified a need for the
children to have an outdoor play area.
The board has been working with city officials and the
neighborhood association in order to facilitate the
construction of a green space.
Additionally, the parking lot at the youth center does not
offer enough spaces for staff, parents, and the center's
buses. The board is working with the architect and the
neighborhood association to design an expanded
parking area that will satisfy the needs of the center.

The Scott Rakow Youth Center Advisory Board will
continue to monitor the progression of the ongoing
construction project at the youth center.
The next board meeting will include the Parks Board
and the Neighborhood Association in order to reach a
consensus on outstanding issues concerning the
renovation.
Specifically the green space and parking issues will be
the board's focus over the next several months.
The Board has monitored phase one of the construction
project. The Scott Rakow Youth Center Advisory Board
will continue to oversee the construction project at the
Youth Center and will endeavor to assist in its
completion. Additionally, the board will continue to
support the staff at the Scott Rakow Youth Center.
