RESOLUTION NO. 2000-24198
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE PLACEMENT OF SIXTY (60) BANNERS FOR ART
MIAMI 2001, IN MIAMI BEACH FROM JANUARY 5, 2001 TO
JANUARY 22, 2001, AS REQUESTED BY THE APPLICANT AT THE
FOLLOWING LOCATIONS: WASHINGTON AVENUE, BETWEEN
LINCOLN ROAD AND DADE BOULEVARD; CONVENTION CENTER
DRIVE, BETWEEN 17TH STREET AND DADE BOULEVARD;
MERIDIAN AVENUE, BETWEEN 17TH STREET AND DADE
BOULEVARD; DADE BOULEVARD, BETWEEN WASHINGTON
AVENUE AND ALTON ROAD; ALTON ROAD, BETWEEN 15TH
STREET AND 17TH STREET; MACARTHUR CAUSEWAY (ALTON
ROAD TO COAST GUARD STATION); 5TH, BETWEEN OCEAN DRIVE
AND ALTON ROAD; AND COLLINS AVENUE, FROM 15TH STREET
TO 18TH STREET, SAID ~RS TO BE AFFIXED TO LIGHT POLES
IN THE PUBLIC RIGHT-OF-WAY; MEASURING 3' X 7' AND HAVING
COPY AND DESIGN AS SHOWN ON THE ATTACHED DRAWINGS;
AND SHALL BE INSTALLED AND REMOVED IN ACCORDANCE
WITH ALL OTHER APPLICABLE CITY REQUIREMENTS; THE
ADMINISTRATION FURTHER RECOMMENDS THAT THESE
BANNERS BE INSTALLED NO EARLIER THAN JANUARY 3, 2001,
AND REMOVED BY JANUARY 24, 2001.
WHEREAS, the Art Miami 2001 (Applicant) will be held January 18, 2001 through
January 22, 2001, in the City of Miami Beach; and
WHEREAS, in order to publicize the event and draw attention of the media and the public
at large, the Applicant bas requested light pole banners, measuring 3 feet by 7 feet; and
WHEREAS, said banners will be installed no earlier than January 3, 2001 and removed by
January 24, 2001; and
WHEREAS, the Applicant bas requested approval and authorization for the placement of a
total of sixty (60) banners; and
WHEREAS, the Applicant will post a performance bond to ensure the removal of the
banners by January 24,2001 and will ensure that any damage to light poles will be repaired at its
expense, and will meet all other applicable City requirements; and
WHEREAS, City Code Section 82-411 (d) requires that the Mayor1lI1d City Commission
approve the installation of temporary banners.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve and authorize the placement of sixty (60) banners for Art Miami 2001,
to be held in the City of Miami Beach, January 18-22,2001, as requested by the applicant at the
following locations: Washington Avenue, between Lincoln Road and Dade Boulevard; Convention
Center Drive, between 1'J'h Street and Dade Boulevard; Meridian Avenue, between 17th Street and
Dade Boulevard; Dade Boulevard, between Washington Avenue and Alton Road; Alton Road,
between 15th Street and 17th Street; Macarthur Causeway (Alton Road to Coast Guard Station); 5th
Street, between Ocean Drive and Alton Road; and Collins Avenue, from 15th Street to 18th Street;
said banners to be affixed to light poles in the public right-of-way; said banners to be affixed to light
poles in the public right-of-way; measuring 3' x 7' and having copy and design as shown on the
attached drawings; and shall be installed and removed in accordance with all other applicable City
requirements; the Administration further recommends that these banners be installed no earlier than
January 3, 200 I and removed by January 24, 200 I.

ANALYSIS
The City Code Section 82-411 (d) requires that the City Commission approve the installation of
temporary banners which reads, in part:
The right to install, as well as the number, location and method of installation of banners
shall be subject to the design review process and approved by the City Commission and the
Public Works Department.

(2) Banners shall not exceed three feet in width by seven feet in length. Banners may be
double-sided. The color, design and material of all banners shall be approved under the
design review process.
(3) Banners announcing special events either to be held in city or to be associated in some
manner with the city, as determined by the City Commission, may be erected up to 30 days
prior to the event being announced and must be removed within seven days after such event.
Special event banners shall require prior approval by the City Commission.
(4) A performance bond shall be required to ensure the removal of the banners in case of
advanced deterioration of the banners, or if a dangerous condition presents itself, the city
may at its sole discretion direct banners to be removed at any time.
The purpose of the banners is to promote and welcome participants of Art Miami 2001. Art Miami
2001 is an art show designed to reflect Miami Beach's role in today's rapidly evolving global art
scene. Art Miami 2001 will feature a slate of over 120 contemporary & modem galleries from 24
countries, and will feature a compelling mix of artwork in all media. The Fair's cutting-edge
component, Currents, will double in size, presenting a dynamic section of20 fresh, young galleries
and emerging artists. Art Miami 2001 is celebrating its lIth year in the City of Miami Beach.
If approval is granted, the proposed temporary banners are recommended to be installed no earlier
than January 4, 2001 and removed no later than January 23, 2001 by the banner company.
The City Commission should approve the installation of the subject light pole banners for Art Miami
2001, to be held on in the City of Miami Beach, from January 18,2001 to January 22, 2001.

Pursuant to Section 9-3-CA - Light Pole Banners: The following
information is provided for the Light Pole Banners for Art Miami at the
Miami Beach Convention Center January 18-22,2001
The light pole banners for Art Miami 2001 are 3ft. in width and 7ft. in length double
faced and are made of vinyl. It will be a four color process screen printed with shading of
the various colors in a contemporary art format. The text of the light pole banner is the
name of the event, the type of art show, location of event and the date of the event. The
logo of Art Miami is less than one square foot ofthe total area ofthe pole banner. There
will be a City of Miami Beach logo at the bottom right on the Banner. There are no other
logos on the banner.
