A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA (THE "CITY") AUTHORIZING THE
CITY MANAGER TO HIRE THE ACCOUNTING FIRM OF RACHLIN,
COHEN AND HOLTZ IN CONNECTION WITH THE REVIEW BY THE
CITY OF CHANGES IN CABLE TELEVISION SERVICE RATES WHICH
HAVE BEEN PROPOSED BY RIFKIN NARRAGANSETT SOUTH
FLORIDA CATV LIMITED PARTNERSHIP, AND AUTHORIZING THE
CITY MANAGER TO EXECUTE THE AGREEMENT WITH RACHLIN,
COHEN AND HOLTZ, WHICH IS ATTACHED HERETO AND
INCORPORATED HEREIN.
WHEREAS, on December 17, 1996, the City of Miami Beach, Florida (the "City") receive i
correspondence from Rifkin Narragansett South Florida CATV Limited Partnership of proposel
changes in cable television service rates; and
WHEREAS, the City is reviewing the proposed rate changes to determine if they ar ~
permissible; and
WHEREAS, due to, among other things, the complexity ofthe financial data to be reviewec ,
the City would like to hire the accounting firm of Rachlin, Cohen and Holtz to assist the City in th ~
analysis of financial data concerning the proposed rate changes; and
WHEREAS, the accounting firm of Rachlin, Cohen and Holtz would be hired pursuar t t, )
the terms of the agreement, which is attached hereto and incorporated herein.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CIT'"
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that:
Section 1. The City Manager is authorized to hire the accounting firm of RacUir ,
Cohen and Holtz, pursuant to the agreement attached hereto and incorporated herein, in connecl iOJ l
with the review by the City of changes in cable television service rates which have been proposel l
by Rifkin Narragansett South Florida CATV Limited Partnership.
Section 2. The City Manager is authorized to execute the agreement vlit]
Rachlin, Cohen and Holtz, which is attached hereto and incorporated herein.
Section 3.
This Resolution shall take effect immediately upon its adoption.

ADMINISTRATION RECOMMENDATION
Approve the Resolution.
BACKGROUND
On December 17, 1996, the City of Miami Beach was advised of proposed changes in cable
television service rates by Gold Coast Cablevision. In order to have time to evaluate the propos<~d
changes, a Tolling Order was issued by the City Manager and approved by the City Commission at
the January 8, 1997 Commission Meeting. The City Attorney has subsequently executed em
agreement with Washington legal counsel, Robert Gurss, to represent the City in this evaluation.
The services of a local accounting firm familiar with highly technical Cable Television rates and
regulations is essential to analyze the financial data involved in this process. The accounting firm
of Rachlin, Cohen and Holtz has been hired by the City in previous cable rate examinations." A letter
outlining the new scope of the engagement and a retainer is attached.
ANAL YSIS
The complexity of the financial data to be reviewed necessitates the hiring of an accounting firm
familiar with this specialized field. The accounting firm of Rachlin, Cohen and Holtz has work(~d
for the City of Miami Beach in this capacity and has demonstrated the necessary expertise to analy:~e
and assess all relevant data.
CONCLUSION
Hiring the accounting firm of Rachlin, Cohen and Holtz to evaluate proposed cable television service
and rate changes is in the best interest of the City.
