A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, ADOPTING
THE NORTH BEACH TOWN CENTER PLAN AS THE
OFFICIAL NEIGHBORHOOD PLAN FOR THE AREA
BOUNDED BY 73RD STREET, THE ATLANTIC OCEAN, 69T"
STREET AND INDIAN CREEK; AND AUTHORIZING THE
ADMINISTRATION TO PREPARE DRAFT LEGISLATION,
AS APPROPRIATE, TO PROMOTE IMPLEMENTATION OF
THE PLAN.
WHEREAS, the North Beach Town Center Plan is intended to provide comprehensive
guidance for private and public sector initiatives toward redevelopment and revitalization of the
area bounded by 73rd Street, the Atlantic Ocean, 69th Street, and Indian Creek; and
WHEREAS, in 1999, the Mayor and City Commission directed the Administration to
focus neighborhood planning efforts in the North Beach area to encourage economic
revitalization; and
WHEREAS, the Planning Department held numerous meetings with North Beach
residents and businesses to gather input; and
WHEREAS, the Planning Department presented the North Beach Strategic Plan in
February 2001 based upon an economic market assessment prepared by consultants, the
Chesapeake Group, Inc; and
WHERAS, the City held a charrette in June 2001 to involve the community in creating a
conceptual plan to guide the future development of 71St Street and the immediate surrounding
area, which resulted in a report titled "North Beach Town Center, A New Vision for 71St Street";
and
WHERAS, the Florida Department of Transportation completed a Livable Communities
Study for SR 934 in 2003, which resulted in recommendations for making 71St Street more
compatible with pedestrians, bicycles, transit riders and urban land uses, and this study is
currently undergoing a scoping review for a possible PD&E study; and
WHEREAS, a Retail Trade Area Analysis, prepared by the Gibbs Planning Group for the
North Beach Development Corporation in July, 2003, concluded that the North Beach area will
be able to support up to 629,400 square feet of new retail development by the year 2008; and
WHEREAS, a City of Miami Beach Parking Study, completed by Walker Parking
Associates, Inc., in 2004, identified a demand for up to 964 additional parking spaces by 2008
and 1,312 spaces by 2013 in the North Beach Town Center area, and confirmed the feasibility
of a city-owned parking structure on one of several alternative sites in the Town Center area;
and
WHEREAS, on June 8, 2005, the Mayor and City Commission accepted the report of the
Finance and Citywide Projects Commission Committee concerning the Parking System
Proposed Capital Budget, instructing the Administration to continue discussions with City
National Bank to swap land for a parking structure in the North Beach Town Center; and
WHEREAS, the Planning Department held a community workshop on April 25, 2007, to
present a draft of the North Beach Town Center Plan and to receive comments and questions
from the community; and
WHEREAS, the North Beach Town Center Plan is based upon all of the preceding
studies and community meetings; and
WHEREAS, on May 22, 2007, the Miami Beach Planning Board held a public hearing
and unanimously adopted a resolution recommending to the Mayor and City Commission that
they adopt the North Beach Town Center Plan as the official Neighborhood Plan for the area
bounded by 73~d Street, the Atlantic Ocean, 69th Street and Indian Creek; and that the
Commission authorize the Administration to prepare draft legislation and capital improvement
projects as appropriate to promote implementation of the Plan; and
WHEREAS, the Plan proposes to amend the parking regulations to provide incentives
for new private sector development in the Town Center contingent on construction of sufficient
public parking; and
WHEREAS, on June 11, 2007, the Land Use and Development Committee of the Miami
Beach City Commission held a public discussion of the North Beach Town Center Plan and
voted 2-0 to recommend the Plan to the full Commission, with the understanding that any
amendments to the Land Development Regulations will be reviewed by the Committee prior to
referral to the Planning Board.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission hereby adopt the North Beach Town Center Plan as the official Neighborhood Plan
for the area bounded by 73~d Street, the Atlantic Ocean, 69th Street and Indian Creek; and that
the Administration is authorized to prepare draft legislation, as appropriate, to promote
implementation of the Plan.

Item Summary/Recommendation:
The purpose of the Town Center Plan is to create a conceptual plan that would stimulate reinvestment
and guide the future development of the district to achieve the vision set forth by the community. The
vision for the North Beach Town Center is to create a vibrant commercial district along the 71 Street
corridor that is pedestrian and bicycle friendly, safe and attractive and that contains mixed-use
development, quality shopping and restaurants, civic and cultural uses, and additional accessible
parking. The plan addresses such things as redevelopment of anchor sites within the district, adaptive
reuse of existing ground floor space for retail and restaurant uses, incentives for new office space,
construction of a new city-owned parking garage, relocation of the North Shore Library to the Town
Center, renovation of the Bandshell, completion of unused portions of the Byron Carlyle Theater, design
guidelines for streets and sidewalks, improved public transit service, and recommendations for small
urban plazas and a large civic square. Implementation actions, which will be presented after the vision
plan is adopted, are anticipated to include revised land development regulations, capital improvement
projects and a marketing plan for private investment.

Background
In 1999, the North Beach Development Corporation approached the City asking for a Master
Plan to help stimulate and guide economic revitalization of the community. In response, the
Administration authorized the Planning Department to undertake a number of activities. First,
they engaged the services of a consultant, The Chesapeake Group, to prepare an economic
market assessment. The City conducted numerous community meetings to gather input from
residents and businesses. In February 2001, the Planning Department presented the North
Beach Strategic Plan, which outlined goals, actions and further studies needed to improve
the housing market, commercial districts and visitor attractions. The concept for encouraging
development of a "Town Center" for North Beach originated in a three-day charrette in July
2001, which included visioning sessions for the 71 Street commercial corridor and the 72nd
Street parking lot. The charrette was attended by over 200 people from the North Beach
community. The residents' priorities for a successful Town Center included a variety of
cultural activities, outdoor gathering places and expanded retail offerings.
Subsequently, the Gibbs Planning Group was commissioned by NBDC to conduct a retail
market study, and Walker Parking Consultants completed a study that confirmed the
feasibility of constnacting new parking structures in the North Beach area. Planning
Department staff used these studies to create a series of development strategies and
presented the proposed Town Center Plan at a community workshop in December 2003.
This workshop was attended by over 100 persons. Respondents to a survey overwhelmingly
supported the strengthening of the Town Center with new retail, restaurant, commercial
development with parking, as well as the idea of providing incentives to attract development .
A new parking garage for the Town Center was incorporated into the Parking Department's
Capital Improvement Plan and staff began to look for joint development opportunities with

private property owners. The Planning Department staff continued to refine strategies for a
Town Center. A consultant, Jaime Correa and Associates, was commissioned to create
graphic representations of the Town Center Plan's strategies.
The Planning Department presented the 2007 update of the North Beach Town Center Plan
to the community on April 25, 2007 at the North Shore Youth Center. An announcement was
mailed to property owners within the boundaries, and hand-delivered by the Teen Job Corps
to businesses, representatives of condominium associations, and homeowners associations
elsewhere in North Beach. In addition, ads were placed in The Miami Herald Neighbors and
Hola Amigos newspapers. The meeting was attended by nearly 100 persons. Reaction to the
plan was generally positive.
On May 22, 2007, the Planning Board held a public hearing and unanimously adopted a
resolution recommending to the Mayor and City Commission that they adopt the North Beach
Town Center Plan as the official Neighborhood Plan for the area bounded by 73rd Street, the
Atlantic Ocean, 69th Street and Indian Creek; and that they authorize the Administration to
prepare draft legislation and capital improvement projects as appropriate to promote
implementation of the Plan.
On June 11, 2007, the Land Use and Development Committee held a public discussion of
the North Beach Town Center Plan and voted 2-0 to recommend the Plan to the full
Commission, with the understanding that any amendments to the Land Development
Regulations will be reviewed by the Committee and the Commission prior to referral to the
Planning Board. The Committee stipulated that proposed amendments to the parking
regulations, intended to provide incentives for new private sector development in the Town
Center, should be contingent on construction of sufficient public parking.
Analysis

Conclusion
The proposed North Beach Town Center Plan represents a consensus by North Beach
residents and propert~r owners for along-range blueprint for the redevelopment and
revitalization. of the 71S Street business district. The Mayor and Commission should adopt
the Plan and authorize the Administration to prepare a series of implementation action items
to be brought back to the Commission for review.
