2000-24207 RESO RESOLUTION No. 2000-24207 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, REJECTING ALL RESPONSES RECEIVED PURSUANT TO THAT CERTAIN PORTION OF REQUEST FOR QUALIFICATIONS (RFQ) NO. 41-99/00, REFERENCING PROJECT NO.8 - BEACH PLANTINGS. WHEREAS, on January 14, 2000, the City issued RFQ No. 41-99/00 for architectural, engineering, landscape architectural and graphic design services for various City projects included in the November 2,1999 General Obligation (GO) Bond Project List; and WHEREAS, the RFQ included ten individual projects for which respondents were requested to submit qualification packages for consideration; and WHEREAS, Project No.8 in the RFQ was entitled "Beach Plantings"; and WHEREAS, although four hundred and fifty six RFQ notices were issued to prospective respondants, only two responses were received for Project No. 8 - Beach Plantings; and WHEREAS, despite the limited number of responses, a Selection Committee was formed to evaluate both responses for the Project; and WHEREAS, the Selection Committee reviewed the written responses, heard oral presentations from both respondants and ultimately made the recommendation to the City Manager that, the Administration enter into contract negotiations with Savino & Miller Design Studio as the top ranked firm and with the second-ranked firm of PBS&J should the Administration not be able to successfully negotiate a contract with the top ranked firm; and WHEREAS, the recommendation of the Selection Committee was presented to, and approved by the Mayor and City Commission at the May 24, 2000 Commission Meeting; and WHEREAS, subsequent to the issuance of the RFQ and receipt of the Selection Committee's recommendation, the Administration re-evaluated the proposed Project; and WHEREAS, based on the evaluation of the scope of work to be performed and the funding available for the Project, the Administration has determined that the required design and coordination efforts could be more efficiently performed by existing staff of the Enviromnental Resources and Landscape Maintenance Divisions; and WHEREAS, by keeping the work "in-house" the Project objectives will be accomplished sooner and at a substantial cost savings (approximately $200,000); and WHEREAS, the Administration has therefore found that it is in the best interest of the City to reject all responses received in response to that portion of RFQ No. 41-99/00, referencing Project No.8 - Beach Plantings. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THAT ALL RESPONSES RECEIVED PURSUANT TO THAT PORTION OF REQUEST FOR QUALIFICATIONS NO. 41-99/00, REFERENCING PROJECT, NO.8 - BEACH PLANTINGS ARE HEREBY REJECTED. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS On January 14,2000, the City issued RFQ No. 41-99/00 for architectural, engineering, landscape architectural and graphic design services for various City projects included in the November 2, 1999 General Obligation (GO) Bond Project List. Renovation of the Fire Station #2 Maintenance Building, Public Works Operations Facilities and design of a Electrowave Shuttle Operations Facility. 2. Development of Renovation Plans for Fire Station #4. 3. Planning and Design of Altos Del Mar Park. 4. Development of Renovation Plans for Allison Park and Construction Plans Phase I of the North Beach Recreational Corridor. 5. Development of Renovation Plans for the lOth Street Auditorium/Beach Patrol Headquarters. 6. Planning and Design of Belle Isle Park Improvements. 7. Development of Renovation Plans for the Botanical Gardens. 8. Citywide Beach Plantings. 9. Traffic Data Collection Services 10. Planning and Design of a Citywide System of Signage and Environmental Graphics.
