2000-24213 RESO RESOLUTION NUMBER 2000-24213 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH MOTOROLA, INC., IN THE AMOUNT OF $272,702.16, FOR A ONE- YEAR SERVICE AGREEMENT, RENEWABLE FOR A SECOND-YEAR FOR NO MORE THAN THE CONSUMER PRICE INDEX (CPI) INCREASE IN THE SECOND YEAR, FOR MAINTENANCE OF THE CITY'S EXISTING 800 MHZ TRUNKED ANALOG PUBLIC SAFETY RADIO SYSTEM, WHICH INCLUDES SIX (6) TOWER SITES, DISPATCH CENTER WITH SIMS RADIO SYSTEM, DIGITAL MICROWAVE SYSTEM, AND ONE THOUSAND (1,000) PORTABLEIMOBILE RADIOS. WHEREAS, the City's existing 800MHz Trunked Analog Public Safety Radio System and Dispatch Consoles with SIMS Radio System are critical to the well-being of the citizens of Miami Beach; and WHEREAS, the present Motorola, Inc, Service Agreement has expired and the City will be replacing the existing system within the next two years; and WHEREAS, a Service Agreement is required to cover the period prior to the installation of the new Public Safety Radio System, NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BACH, FLORIDA, that the Mayor and City Commission herein approve and authorize the Mayor and City Clerk to execute a one-year Service Agreement, in the amount of $272,702,16, between the City and Motorola, Inc" renewable for a second-year to include no more than the consumer price index (CPI) increase in the second year, for maintenance of the City's existing 800MHz Trunked Analog Public Safety Radio System and Dispatch Consoles with SIMS Radio System, PASSED ,rn1 ADOPTED ili. SUBJECT: ADMINISTRATION RECOMMENDATION Adopt the Resolution, BID AMOUNT AND FUNDING $272,702.16 Funding is available from the Internal Service Fund for Information Technology (Budget Account 550, I 750,000325), ANALYSIS In 1987, the City installed a Motorola 800 MHZ trunked analog public safety radio system, It included six radio transmission/receive sites and various handheld and mobile equipment as well as the radio microwave system for use by Police and Fire Public Safety staff and general government (Beach Patrol, Parking, Sanitation, Building, Code Compliance, etc,). Subsequently, an upgrade to the microwave portion of the system was made in 1997 and Motorola was awarded a four-year service agreement for maintenance of all components of the radio system including transmitter, receivers, peripherals, antennas, etc, The service agreement expired on September 30, 2000, APPROVED '- AGENDA ITEM G7P \2-,W-@ DATE Commission Memorandum Motorola Maintenance December 20, 2000 Page 2 The City Administration has now budget approved the purchase of a new Astro Digital Simulcast Radio System which will be installed in late 2001. To provide a transition period until the new system is on-line, it was determined that a one-year Service Agreement with option to renew for a second year for the existing system is needed, The Service Agreement will be renewable on an annual basis after the first year, The cost in the second year will remain the same plus an increase of no more than the Consumer Price Index (CPI). The Service Agreement will ensure that all components of the current radio system are maintained in working order for public safety operations. It will encompass Dispatch Service, On-Site Infrastructure Response, Infrastructure Repair, Local Radio Support Mobiles, Local Radio Support Portables, Radio Repair, Technical Support and System Survey and Analysis and 24/7 support for the main radio system hardware. CONCLUSION The Mayor and City Commission should adopt the Resolution, authorizing the Mayor and City Cletk to Execute an Agreement with Motorola, Inc., in the amount of$272,702.16, for a one-year Service Agreement, renewable for a second year at the same cost plus an increase of no more than the CPI, for maintenance of the City's existing Motorola 800 MHZ Trunked Radio System. This will ensure the reliability of Police and Fire communications until the new Public Safety Astro Digital Simulcast Radio System is operational, JMo:'t&.:lltt'OLt ~
