2000-24224 RESO RESOLUTION NO. 2000-24224 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE EVALUATION COMMITTEE, PURSUANT TO REQUEST FOR QUALIFICATIONS NO. 121-99/00; AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH BRIDGE HOUSE/COMMUNIKATZ JOINT VENTURE FOR THE PERFORMANCE OF COMMUNITY INFORMATIONIINVOLVEMENTI LIAISON CONSULTANT SERVICES FOR THE COLLINS AVENUE RECONSTRUCTION PROJECT; WITH THE UNDERSTANDING THAT, IF AN AGREEMENT CANNOT BE REACHED WITH THE NUMBER ONE- RANKED FIRM, THE ADMINISTRATION IS AUTHORIZED TO NEGOTIATE WITH THE SECOND-RANKED FIRM, MDR CONSULTING. WHEREAS, the Florida Department of Transportation (FDOT) scheduled a reconstruction project for Collins Avenue, from Lincoln Road to 26th Street, to begin in April 2001 (the Project); and WHEREAS, the Community InvolvementlLiaison services (the Services) for the Project will be performed by a consulting firm hired by the City, utilizing $300,000 in Project funds awarded to the City via a fully executed Joint Participation Agreement (JPA) with FDOT; and WHEREAS, the Administration-appointed Evaluation Committee, meeting on November 1,2000, ranked two of the four proposers, Bridge House/Communikatz Joint Venture and MDR Consulting, as being equally qualified, receiving an identical number of points; and WHEREAS, a second Committee meeting was held on November 13, 2000, where the tie was resolved by one vote, awarding the proposal to Bridge House/Communikatz Joint Venture; and WHEREAS, the Administration wishes to enter into negotiations with the first ranked firm as soon as possible, with the understanding that, if an agreement cannot be reached, authorization is extended to negotiations with the second-ranked firm. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation ofthe Evaluation Committee, pursuant to Request for Qualifications (RFQ) No. 121-99/00; and authorize the Administration to enter into negotiations with Bridge House/Communikatz Joint Venture for the performance of Community Information/Involvementl Liaison consultant services for the Collins Avenue Reconstruction Project; with the understanding that, if an Agreement cannot be reached with the number one-ranked firm, the Administration is authorized to negotiate with the second-ranked firm of MDR Consulting. ADMINISTRATION RECOMMEND A TION Adopt the Resolution. ANALYSIS As previously agreed upon by the City and the Florida Department of Transportation (FDOT), the reconstruction of Collins Avenue (from Lincoln Road to 26th Street) will be done by FDOT contractors, while the Community InvolvementlLiaison services will be performed by a consulting firm hired by the City, utilizing $300,000 in FDOT project funds awarded to the City via a fully executed Joint Participation Agreement (JPA). Four (4) consulting firms responded to Request for Qualifications (RFQ) No. 121-99/00, issued by the City for the needed Community InvolvementlLiaison Services: MDR Consulting, O'Connell & Goldberg, Bridge House/Communikatz Joint Venture, and Kelley Swofford Roy. Subsequently, the following Evaluation Committee was appointed to rank and evaluate the proposals and submit a recommendation to the City Manager: Stuart Blumberg, President, Greater Miami Hotel Association Robert Todak, Collins Avenue Hotel Association Gary Knight, Transportation & Parking Committee, Collins A venue resident AGENDA ITEM (L I r DATE /2.-}D- 00 December 20, 2000 Commission Memorandum Contract Negotiations/Collins Avenue PIP Page 2 Maria Porrata, Public Information Manager/FDOT Matthew Schwartz, Assistant City Manager Michael Aller, Tourism and Convention Director Joseph Johnson, Transportation/Concurrency Management Director Lynn Bernstein, Service Delivery Manager The Evaluation Committee met on November 1,2000, evaluated and ranked the projects but reached a stalemate when the top two ranked, and equally qualified proposers, MDR Consulting and Bridge House/Communikatz Joint Venture received the same number of first place votes -- four each. However, Bridge House/Communikatz received 778 points, and MRD received 750 points. The Committee met again on November 13, 2000, and after extensive discussion a revote was taken and Bridge House/Communikatz received the majority of votes (5 to 3). Due to the fact that the FDOT reconstruction project on Collins Avenue begins in April 2001, the Administration wishes to enter into negotiations with Bridge House/Communikatz Venture as soon as possible, with the understanding that, if an agreement cannot be reached with Bridge House/Comunikatz, we have your authorization to negotiate with the second-ranked but equally qualified MDR Consulting. Subsequently, at the December 20th meeting, the respective professional services agreement will be available for your consideration, so that the most important community involvement/information process can begin with the new year.
