During the past 41 years, Miller Legg has successfully provided surveying and geographic information systems (GIS) to numerous governmental clients throughout South Florida. We have proven our ability to provide clients with timely, quality surveying services, ranging from boundary and topographical surveys to global positioning system (GPS) control surveys. We have also worked on roadway, sanitary sewer, water line, and drainage projects. We believe Miller Legg is the most qualified consultant for this contract for the following reasons: ~`% Our South Florida Office survey staff has an average of 30 years of surveying experience. Currently, we have seven crews located in our South Florida office in Pembroke Pines and have successfully provided surveying services to the Cities of North Miami Beach, Sunny Isles Beach, Miramar, Pembroke Pines, Sunrise, the Town of Davie and numerous departments within Broward County. Our surveying experience also encompasses roadway and right-of-way projects for the Florida Department of Transportation (FDOT) and other agencies such as South Florida Water Management District (SFWMD), Florida Power & Light (FP&L), and the South Broward Drainage District. ~`% Our success working in a team environment. Our corporate philosophy supports the "Team" concept of providing professional services. We have demonstrated, through the successful completion of numerous projects, our ability to work as a strong "Prime Consultant" managing diverse subconsultants, our ability to work in a subordinate role to other consultants, and our ability to work as an extension of your staff. This enables our project managers to Team will exceed the City's consistently perform the services we are contracted to do on elpectations! or ahead of schedule and within budget. _ Every assignment undertaken by Miller Legg, whether it is with a private or a public sector client, has constraints imposed by a project schedule and a defined budget. Miller Legg has many management tools available to assure that project schedules and budgets are monitored and adhered to during the course of a project's execution. Our proactive project management approach focuses on open and frequent communication at all levels. Miller Legg believes that client expectations can only be met if expectations are clarified, which is why communication is the focal point for proper project execution. We have established the process outlined below to ensure the successful completion of all of our projects. Scheduling At the beginning of a specific survey assignment, the firm's Project Manager is contacted by a City of Miami Beach representative. Our project manager will coordinate with the Team to quickly generate an uninterrupted schedule that meets the needs of the City. Surveying After the Miller Legg Project Manager is given notice to proceed for the project, the preliminary investigations and surveying will commence as required for each specific project. A preliminary coordinate worksheet containing the pertinent geometry and coordinates will be prepared for our field crews. In addition, a digital file will be downloaded to a data collector for use with a total station. 2. Field crews will then collect data on all found survey monumentation and run closed traverses and level loops as necessary. 3. All information will then be uploaded from the data collector to the network for review. Traverse, level loop adjustments, and boundary determination will be made by the project surveyor and project manager at that time. 4. Field crews set the boundary monumentation and collect the field location of existing improvements as well as topographic elevations as necessary. 5. Information will be uploaded for the Computer Aided Design (CAD) Department to prepare final drawings. 6. The work will be verified by field measurements and checked by the project surveyor daily. 7. A final quality control check will be performed by the project surveyor/project manager prior to issuance of sealed prints and/or digital files. Fast Tracking and Expediting Miller Legg has demonstrated its ability to expedite and fast track projects by using the approach listed above. Our philosophy is that we will function as an extension of your staff. Karen Lynch, PSM, Project ~`% Manager, will work in conjunction with the City of Miami Beach to achieve your goals by managing the entire project from the initial communication to final completion. She has over 28 years of experience in surveying services and has managed numerous surveying projects in South Florida. Safety Miller Legg believes the safety of our employees and the public is of the utmost importance. Prior to beginning our field work, we will discuss any unique safety issues with you when working within traffic zones or any other areas with specific safety hazards. When working within roadways, we will utilize signs, cones, flags, safety vests and vehicle strobe lights to ensure a safe working environment. All Miller Legg survey crew chiefs are certified in Florida Department of Transportation (FDOT) Maintenance of Traffic (MOT). -- .- Projects On Time and Within Budget Miller Legg uses Protrax accounting software for project tracking and cost control. The Protrax system is a computerized accounting package designed to automatically integrate data provided by the accounting system such as timesheet entry, accounts payable, operating supplies, and subconsultant costs. All labor and other direct-cost charges for each task of each project are collected and maintained by Protrax. The project manager receives project cost information reports weekly, detailing work performed during the previous week. The project manager is also provided a monthly summary report. These reports show labor charges (hours and dollars) by individuals and other direct costs (accounts payable by vendor, laboratory costs, subconsultant costs, operating supplies costs, etc.). Because this system is continually updated, the Project Manager may review project status at any time by viewing the information on a computer terminal or on printed reports. From this, the Project Manager can continually compare actual costs versus budgeted costs on a weekly basis. Workload and Availability Miller Legg commits to continuous availability of resources required to promptly respond to the City of Miami Beach's need for immediate services on this continuing contract for citywide surveying, topographical and mapping services. We have assigned qualified professional staff to this project in order to promptly respond to your needs. In addition to our in-house surveying staff, we have included Marlin Engineering, Inc., (MBE), as a subconsultant for underground utility locating services and Southern Resource Mapping, Inc., (MBE), as a subconsultant to provide aerial photogrammetry, as needed. Miller Legg's project manager and other key staff for this contract will continuously communicate throughout the duration of the two-year term. The Team members have committed themselves to being responsive to the needs and schedule for the contract. Currently, Miller Legg's staff utilization rate is approximately 60%, which is below our targeted utilization of ~° 65%. (MBE) 20 25% Suspect Areas of Difficulties and Solutions Regarding areas of difficulty and solutions, the following areas have been identified: Suspect Areas of Difficulty: Lost or Obliterated Horizontal/Vertical Control Solutions: to be familiar with governmental Internet sites to adjacent control, also contacts with local surveyors for historical information Suspect Areas of Difficulty: Safety Concerns (i.e. roadway and construction area) Solutions: Crews are trained and certified in FDOT and MOT safety methods. Miller Legg has Health and Safety Coordinators and training for each department. Background screenings are performed prior to hiring. Suspect Areas of Difficulty: Weather Conditions Solution: Crews are available to work on weekends to make up for time lost due to weather conditions. Overtime will not be applied under these circumstances. Suspect Areas of Difficulty: Scheduling Conflicts (staff availability) Solutions: We have multiple crews in several offices that are able to provide cross-office support. Our regional managers communicate regularly to schedule and assign projects. Miller Legg Survey Department labor hours and scheduling commitments are tracked and reported through use of a custom designed database. Suspect Areas of Difficulty: Equipment breakdown/malfunction Solution: We have vendors to provide rental equipment in the case of equipment failure. Field supervisors are available to troubleshoot on job sites. Additional backup equipment is also available. oy Suspect Areas of Difficulty: Unavailability of Records (i.e. right-of-way maps, deeds) Solutions: to maintain good relationships with other surveyors, identify reliable sources of older records, familiarity with Internet research tools, contacts with county and city survey staff, relationships/contacts with title researchers. Suspect Areas of Difficulty: Errors in design and architectural plans Solutions: Miller Legg has a Quality Assurance/Quality Control (QA/QC) program to provide cross checks for office and field work. Prior to beginning field work, project surveyor reviews and verifies all information. Suspect Areas of Difficulty: Natural Disasters/Acts of God (Hurricanes) Solution: Miller Legg has a Hurricane Preparedness Policy in place, including protections for our cross-office computer network. Post Hurricane Wilma, Miller Legg crews were at 60% capacity within 24 hours. .~ .~ .~ .~ .• `~% List of Personnel/Qualifications The personnel to be used on this project and their qualifications are: William Lynch, PSM, will serve as Principal-in-Charge. He has more than 30 years of surveying experience in South Florida and has significant familiarity with municipal and other governmental agency surveying issues and needs. He has specialized in South Florida right-of- way, boundary and land development surveying. He has worked on boundary, topographic, right-of-way, engineering design, construction layout, and control surveys overseeing and assisting with subdivision design of plats, right-of-way maps, and horizontal control plans. Mr. Lynch serves as Vice President of Surveying and he is responsible for overseeing the Surveying and Geographic Information Systems (GIS) Departments. In addition, he is a member of the firm's Leadership Council. Karen Lynch, PSM, will be the Project Manager for this citywide contract. As a registered Professional Surveyor and Mapper, she has worked with numerous municipalities in South Florida including the Cities of Sunny Isles Beach, Miramar, Cooper City, Coral Springs, and the Town of Davie, just to name a few. She has more than 28 years of professional experience on a variety of simple and complex surveying projects. Delroy Falloon, PSM, will be the Field Crew Supervisor. He has more than 31 years of surveying experience including eight years in South Florida. Mr. Falloon has worked most closely with Ms. Lynch on client surveying projects in Miami-Dade County including the WPLG Channel 10 North Dade site, the City of Sunny Isles Marina survey and the Manheim Auto Auction. Martin Rossi, PSM, will be the Computer-Aided Design (CAD) Manager for this citywide contract. He also has more than 30 years of experience which includes overseeing eight CAD technicians in the South Florida Office. His most recent governmental experience includes the 136th Street Water Main Extension project in the City of Sunrise, the Tropical Valley Neighborhood Improvement project for the City of Miramar and the Taft Street Improvement project for the City of Pembroke Pines. In addition, we have included two subconsultants on our team. Joseph Bilu, PSM, will lead the aerial photography firm of Southern Resource Mapping Inc. (MBE), and Pete Diaz, PSM, of Marlin Engineering, Inc. (MBE), will provide underground utility locating services. We have worked successfully with both firms in the past on public-sector projects and they will provide additional support if needed on the surveying projects under this citywide contract. William Lynch, PSM William Lynch, PSM MILLER~`~EGG Principal-in-Charge Professional Experience: During the past 3 I years, Mr. Lynch has specialized in South Florida right-of-way, boundary and land development surveying. He has worked on boundary, topographic, right-of-way, engineering design, construction layout, and control surveys overseeing and assisting with subdivision design of plats, right-of-way maps, and horizontal control plans. Pennsuco Mitigation Site - A I, 120- acre boundary survey for the South Florida Water Management District in western Miami-Dade County. Tasks included retracing public land boundaries, researching government field notes and township plats utilizing global positioning system (GPS) networks, and preparing the necessary certified corner records for lost or obliterated public land corners. Mr. Lynch serves as Vice President of Surveying and he is responsible for overseeing the Surveying and Geographic Information Systems (GIS) Departments. In addition, he is a member of the firm's Leadership Council. Relevant Project Experience: City of North Miami Beach Survey Continuing Contract - A contract to provide a variety of on-going surveying consulting services for the City of North Miami Beach. Services provided included: boundary surveys, route surveys and construction layout. Sunny Isles Beach Active Park - A 2.5-acre active park site, for which Miller Legg managed landscape architecture, irrigation, engineering, surveying and architecture designs for a baseball field, recreation building, playground structure, multi-purpose court and related site amenities within the City of Sunny Isles Beach. The project management team at Miller Legg received recognition from the city for their involvement in the design completion of the Park. South Florida Water Management District (SFWMD) Miscellaneous Surveying - A contract providing miscellaneous surveying on an as-needed basis to the district including right-of-way surveys, horizontal and vertical control surveys, topographic surveys, boundary surveys, hydrographic surveys and global positioning system (GPS) surveys. Buttermilk Slough -Hydrologic modeling of Buttermilk Slough in the KICCO Management Area, a 7,400-acre property in Polk County, utilizing an existing US Army Corps of Engineers (USACOE) model study of Packingham Slough as a guide to determine the most feasible plan to restore historical floodplain hydrology to the Slough. The basin was modeled by creating a containment perimeter levee around the basin and installing gated control structures. Apre-construction model was run to verify model calibration using existing stage and flow data provided by the South Florida Water Management District. Hydrological modeling needed for the project included volume and flow models of the existing channelized Buttermilk Slough to insure the model was calibrated as well as models of these areas with construction features in place. Miller Legg also provided surveying and geographic information systems (GIS) services in order to complete the analyses. Recommendation for the containment perimeter levee heights and control structure types were established by the analyses in order to satisfy historical hydroperiods. City of Sunrise Plant I -Potable Water Distribution System -This project required field measurements and related surveying services for the replacement of 40,000 LF of twelve, six and four-inch water mains and services designed to replace existing facilities in an older part of the City of Sunrise. Additional services for this project include: contract documents, preparation William Lynch, PSM ... of bid packages, bidding assistance and contract administration. Central Broward Water Control District (CBWCD) NW 80th Ave Boundary Survey -Miller Legg performed a boundary survey of the 150-foot canal reservation at NW 80th Avenue just south of Stirling Road in Davie. Florida Department of Transportation (FDOT) District 4 Districtwide Surveying Contract - Under this districtwide surveying contract, we currently perform various miscellaneous surveys throughout the district including control, topographic, hydrographic, boundary, and construction and parcel staking. Davie Surveying Services -Various surveys on a continuing basis for the Town of Davie, including right-of-way, topographic, as-built, and boundary surveys. East Miramar Municipal Complex - Boundary and topographic survey including the location of all buildings, parking lots and as-built of underground utilities. Broward County Aviation Department Continuing Contract - Various control, right-of-way and topographic surveys surrounding the Ft. Lauderdale/Hollywood International Airport for the design of new roads and parking facilities. Memorial Regional Hospital Surveying -For this regional hospital located in Hollywood, Florida, Miller Legg provided on-going surveying efforts including as-builts for structural design, topographic surveys, construction layout and final site survey for the hospital's continued expansion efforts. We were a subconsultant to Skanska USA Building, Inc. School Board of Broward County Surveying Services - In conjunction with the School Board of Broward County, provided surveying services on more than 200 school sites in Broward County over the past 17 years. The services for these projects have included: architectural design surveys, construction layout, including buildings, underground utilities, parking and driveways, as-built surveys, boundary, horizontal and vertical control, topographic, as-built surveys, right-of- waysurveys for signalization design, and preparation of legal descriptions. Project Polaris Pipeline Mapping - Preparation of an 858-mile pipeline mapping project for the Florida Gas Transmission Company. Miller Legg survey crews utilizing underground utility designation equipment and global positioning system (GPS) receivers surveyed and mapped the gas pipeline throughout the entire State of Florida. The pipeline was first marked by our crews and then coordinates were collected utilizing GPS receivers. Cellular modems interfaced with Trimble data collectors to a-mail the data to our corporate office for processing. Central Broward Water Control District (CBWCD) SW I I th Terrace Topographic Survey -Miller Legg performed a topographic survey of 900 feet of SW I I th Terrace just south of SW 48th Street in Section 31-50-41. College Avenue Widening & Improvements - A 1.2 mile urban roadway widening and drainage improvements project adjacent to Broward County's colleges and universities for the Town of Davie. Services provided included: traffic engineering studies, roadway widening, turn lane design, regional drainage collection system, signing and marking, soils testing, surveying, and aerial photogrammetry. South Broward Drainage District - A role as the South Broward Drainage District's consultant on engineering and surveying related matters. The contract ended with the absorption of Bailey Drainage District into the South Broward Drainage District. Services provided during the contract's duration included: real-time kinematic (RTK) global positioning system (GPS) surveys for the mapping of the existing utilities within the District. ``~ to Karen Lynch, PSM Project Manager _. MILLER~`~EGG Professional Experience Ms. Lynch is Manager of Surveying Services in the South Florida Office, supervising the production and processing of all surveys. In addition, she is the liaison/coordinator between the firm's Engineering, Planning and Surveying Departments. Ms. Lynch also is a Senior Associate of the firm. Aventura Crossings Traffic Impact Analysis - A traffic impact study was conducted for this new multi-use project located along Dixie Highway in unincorporated Miami-Dade County. Analysis included projecting future volumes, trip generation and distribution, capacity analysis and long-range transportation planning. In addition, we provided boundary and topographic surveying services. Relevant Project Experience: Shops of South Beach -Miller Legg provided an American Land Title Association (ALTA), control, boundary, topographic, and as-built surveys, and stake and grade for construction layout on the Shops of South Beach project. City of North Miami Beach Survey Continuing Contract - A contract to provide a variety of on-going surveying consulting services for the City of North Miami Beach. Services provided included: boundary surveys, route surveys and construction layout. Sunny Isles Marina Survey -For this 3-acre marina site in the City of Sunny Isles Beach, Miller Legg prepared and updated an American Land Title Association (ALTA) survey as well as a topographic survey of the docks. WPLG Channel 10 North Dade Site - For this 38-acre site in North Miami- Dade County owned by a local ABC-TV affiliate, WPLG Channel 10, Miller Legg provided boundary and topographic surveying services. Manheim Auto Auction Miami Gardens -For this 160-acre site in the City of Miami Gardens just south of the Broward/Miami-Dade County line, Miller Legg is providing services including: civil and traffic engineering design and permitting, platting, boundary and topographic surveying, identifying corner records, site planning, tree permitting, landscape architecture and irrigation design, environmental consulting, environmental permitting and construction observation. This site is unique in that it is an old landfill for the Town of Surfside in Miami-Dade County. It has been closed for years and environmental mediation has occurred on the site. Sunny Isles Beach Active Park - A 2.5-acre active park site, for which Miller Legg managed landscape architecture, irrigation, engineering, surveying and architecture designs for a baseball field, recreation building, playground structure, multi-purpose court and related site amenities within the City of Sunny Isles Beach. The project management team at Miller Legg received recognition from the city for their involvement in the design completion of the Park. Davie Surveying Services -Various surveys on a continuing basis for the Town of Davie, including right-of-way, topographic, as-built, and boundary surveys. Central Broward Water Control District (CBWCD) Boundary & Topographic Surveys -Boundary and topographic surveys of canal reservations within the N-22, N-31 and 5-30 canals in Sections 26-50-40 and 28-50-40. Memorial Hospital Miramar - A 124- acre site located in the City of Miramar. The campus-style project includes medical office buildings, maintenance facilities and outparcel facilities. Services provided for both on-site and related off- 11 Karen Lynch, PSM site improvements included: site planning, platting, surveying, civil engineering, roadway and traffic engineering, landscape architecture, irrigation design, environmental risk management, consumptive water use permitting and environmental permitting. Project management, planning, expert witness and cost estimating services have also been provided for the hospital's Certificate of Need process. Off-site improvements include the design and construction of a one-mile section of new roadway connecting Pembroke Road. In addition, the hospital was designed to have two different potable water sources from the City of Miramar and the City of Pembroke Pines, with a total of 10,000 LF of water distribution system, a lift station and 6,500 LF of sanitary sewer system. Surveying services included boundary and topographic survey, construction layout, infrastructure as-builts, final site survey and legal descriptions for easements. Miller Legg's services also included preparation of the Storm Water Pollution Prevention Plan (SWPPP) for National Pollution Discharge Elimination Standards (NPDES) permitting. Award: 2006 Project of the Year, Florida Section, American Society of Civil Engineers; 2006 Project of the Year, Broward County Branch, American Society o f Civil Engineers; Best of 2005 Award of Merit -Health Care, Southeast Construction, 2005 School Board of Broward County Surveying Services - In conjunction with the School Board of Broward County, provided surveying services on more than 50 school sites in Broward County over the past 17 years. The services for these projects have included: architectural design surveys, construction layout, including buildings, underground utilities, parking and driveways, as-built surveys, boundary, horizontal and vertical control, topographic, as-built surveys, right-of- way surveys for signalization design, and preparation of legal descriptions. Sheridan Shoppes at Muvico Theaters Davie -Redevelopment of the Master Plan for this 42-acre retail center including the addition of two 500- seat theaters, and three restaurant outparcels. Services provided included: surveying such as American Land Title Association (ALTA) title review surveys, topographic surveys and sketch of descriptions, utilities relocation including drainage, and water and sewer design for the parking lot, landscape architecture and irrigation design. West Lake Park I -Engineering Services -Phase one of this 1,500-acre award-winning environmental park and nature center in Hollywood. Services provided included: paving and drainage improvements for the nature center and associated parking lot, design of three sewage pump stations, water distribution system design, sanitary sewage collection and transmission system design, off-site force main, traffic engineering, surveying, environmental mitigation and design, and restoration of mangrove preservation areas. Award: Engineering Excellence Award, American Council of Engineering Companies, 2004 City of Cooper City -Researched and prepared legal descriptions for annexation bills. Coral Springs Sportsplex - A 25-acre recreational park expansion project requiring surveying and mitigation design and jurisdictional wetland determinations, Wetland Rapid Assessment Procedure (WRAP) and Wetland Benefit Index (WBI) assessments, and permitting with the US Army Corps of Engineers, South Florida Water Management District, and Broward County. ABC Fine Wine & Spirits - A two- acre site with an 11,990-SF building in the Rooms To Go Center commercial retail development located at the southeast corner of Pines Boulevard and SW 108th Avenue in Pembroke Pines. Manheim Auto Auction Miami Gardens -For this 160-acre site in the City of Miami Gardens just south of the Broward/Miami-Dade County line, Miller Legg is providing services including: civil and traffic engineering design and permitting, platting, boundary and topographic surveying, identifying corner records, site planning, tree permitting, landscape architecture and irrigation design, environmental consulting, environmental permitting and construction observation.
