JBMDS is a qualified team of surveyors, familiar with the City and your standards, and ready to respond promptly to your project needs. We understand your objective to obtain experienced consultants with hardware/software packages to support various geodetic control, design, right-of--way, boundary, topographic, construction projects, with GIS-GPS capability. JBMDS has its own resources to respond to your work orders immediately. We build the staff and the office in Coral Gables at the technical level that will always exceed your requirements. We own the latest robotic, conventional and GPS equipment and computer hardware/software, certifiably compliant with FGSC requirements. JBMDS is a qualified and certified consultant by FDOT and Miami-Dade County. We satisfy all requirements from RFQ. Please review our responsibility documentation and compliance disclosure form and our technical proposal. JBMDS does not anticipate using sub-consultants for this contract. The company is headquartered in Coral Gables, Florida. The majority of the Company's core businesses are focused on bringing complete, integrated solutions that provide a seamless flow of position information in the field and in the office simultaneously. To do this, JBMDS utilizes advanced positioning technologies (including Global Positioning System or GPS, optical, and laser technologies) combined with wireless communications and applications software, to get data accuracy down to several millimeters. These increase productivity through time and cost savings. The cost savings can be significant, as the need for unqualified labor is reduced, rework from mistakes is less frequent, and the time to finish a job is shortened. The Company provides complete solutions to three core markets: state and local governments, engineering/architectural design and construction, and high-value data collection. JB1lIDS targets these markets through strategic alliances with industry leaders, and a global distribution channel that the company believes is an essential in the industry. JBMDS has also been the leading innovator in utilizing GPS technology through the development of data packages that can be implemented into clients' existing GIS. This survey will provide information for boundary, design, right of way, topographic, horizontal and vertical geodetic control, GPS control, specific purpose survey, survey for design purposes, re-design, right-of--way acquisition, utility designation, supporting ground control for aerial photography, supporting airplane with a camera, airborne or LIDAR by the ground receivers and data related to preliminary engineering planning and design, or construction and as-built. Understanding the scope of services, defining the project goals, determining the roles and delegating the responsibilities, preparing the estimate, defining the task interdependencies, addressing safety concerns, and analyzing the critical activities are the basic elements to successful project realization. JBM Data System, LLC (JBMDS) is familiar with and follows all federal, state and local law regulations regarding the safety and health polices, including Title 29, Code of Federal Regulations, Parts 1910 and 1976, Occupational safety and health regulations; the FDOT Location Survey Manual, Topic Numbers 550-030-000 through 550-030-012, including Appendix "B" and "C"; Geometric Geodetic Accuracy Standard for using GPS relative Position Techniques, August 1989, published by FGCC; Florida Statutes Chapters 163, 177-25 to 40, 287, 380, 472, 14-75, 18-10, 28- 24; Minimum Standard Detail Requirements set forth by the Board of Professional Surveyors~and Mappers, Chapter 61G17-6, Florida Administrative Code, pursuant to Florida Statues, Section 472.027. U.S. Federal Geodetic Control Subcommittee (EGGS) tests GPS receivers for compliance with stated specifications. JBMDS in selecting the equipment respects the FGCS recommendation. City's miscellaneous surveying and mapping projects offers a wide spectrum of different tasks and schedules: design survey, primary control network, right-of--way maps and right-of--way control. The area covered by the City varies in regard with the level of urban development, population density, and heavy traffic and pedestrian congestion. The northern portion of the City with extensive development in Normandy Islands with interstate exchange of I-395 and A-1-A, cover both the well developed, and park-golf areas in Central and South portions This presents a challenge in executing the project, requiring the use of traditional and sophisticated surveying technology. The fast mobilization and well established procedure is specific for JBMDS. JBMDS has the experience and knowledge gained from hundreds of locals projects over the past years. Thus, we have become a pool of resources that can offer all required surveying and mapping services, using the traditional and sophisticated surveying techniques, with a unique combination of professional dedication and technical expertise. JBMDS is a full service, multidisciplinary consulting company with a focus in geomatics and GIS- GPS and general land surveying. Our staff is dedicated and experienced. We apply a unique management and standards for CADD and we are flexible of implementing clients existing system and requirements. General land surveying services required on as needed basis, obtained through the issuance of an executed work orders may include, but shall not be limited to providing all professional services necessary to perform the following: 1. Right-of--Way Surveys Whenever representatives of the City are on the street, they are under public scrutiny. However, it's not easy for the public to distinguish between actual District employees and contractor employees who happen to be working on the City project. Therefore, it's essential to have surveyors in the field who are skilled in dealing with the public. JBMDS survey crew members carry appropriate identification on the job and all of our trucks are identified and well signalized. In addition, crew members have on-the job training about dealing with the public, always remembering that we represent our clients as well as ourselves when we're in the field. A safety was historically City's number one priority, and JBMDS is not different. The key field employees are MOT certified. JBM Data System, LLC is qualified Florida Department of Transportation consultants for Surveying and Mapping and also certified by Miami-Dade County. Typical steps in performing this type of survey will be described by the few following bullets: - JBMDS will perform research of the existing right of way maps in the City, FDOT or Right- of-Way Department of the county, SFWMD or LABIN sites. - JBMDS field crew chief will follow foot step of the original right of way surveyor using the existing information, copies of the field books, maps, plats, deeds and will perform the site reconnaissance in order to recover historic baseline, or to collect sufficient amount of field control points PRM-s PCP and Section corners for design of baseline or recovery. - Standard procedure will be followed by submitting all calculations to the County, DEP, SFWMD or to FDOT right of way surveyor for review and final approval if they are involved in the project. Horizontal and Vertical Geodetic Control Surveys Whether you are developing a highly accurate geodetic network or precisely and continuously monitoring water activity for scientific or academic research (coastal erosion control), the JBMDS Toolboz of Integrated Surveying solutions provides you with high end systems that ensure you will get the right level of control and precision. With the Master of Sciences in Geodetic Engineering JBMDS team is one of the few consultants that City will find and that is fully qualified for this discipline. The horizontal datum for all control points will be Florida East State Plane Coordinate System, Zone 0901, 1983/90 adjustment. `The vertical datum will be NGVD 1929 or City of Miami Beach Datum. With the software packages for processing and least square adjustment, and capability of switching from English to metric system or from NAD 83 to NAD 27, and for the purpose of calculation and recovery of the original GLO monuments, or FDOT baselines calculated in metric system or in recovering the original section lines JBMDS is fully equipped and more than qualified to work for the City. The existing Horizontal and vertical control is well placed. Maintenance and reconnaissance, extension and intensification will be challenging tasks that we can face on some islands. JBMDS is familiar with procedure in setting up reference station and operating procedure to calibrate equipment. Standard procedure for geodetic control will be implemented and JBMDS will include antenna calibration and testing parameters in final adjustment, a minimum of 3 horizontal NGS points, and a minimum of 4 vertical benchmarks with published elevation will be included. A network of GPS observations will be prepared and presented to the field supervisor together with the detail instructions. JBMDS has reference station centrally located and operating in Miami-Dade County and we are in the process of including the station into existing FDOT reference network. JBMDS has designed its own GPS Log sheet for measurements, and our GPS crew is using it as a standard procedure in all of our projects. Our field crews will also use fixed height antennae of 2.063 m (6.768 feet) for all GPS measurements, with Zephyr antenna for GPS observations. On this way we will minimize blunders, and log GPS sheet will serve as a standard QA/QC for the project. Files from the GPS receivers will be downloaded to a computer using Trimble Geomatic Office Software, Version 1.62. This software has interface for downloading/uploading measurements, as well as modules for processing, analyzing, and adjustment of GPS observations and conventional measurements simultaneously. All processed baselines will be analyzed and signals from all satellites during measurements can be seen on the computer screen, weak signal eliminated. Loop closure test will be performed for all baseline independent figures. JBMDS will design network assures redundant measurements in creating the independent baseline figures. Following step will be to process baselines and perform unconstrained adjustment of the vectors on WGS 84 datum. Chi-square test with 95% confidence level will be used to examine the quality of the measurements. Baseline with a high ratio will be eliminated from the final adjustment. JBMDS will perform constrained adjustment based on Florida East State Plane Coordinate System, 1983. City of Miami Beach www.JBMDataSvstem.com RFQ: 03-06/07 November 2006 ~ Technical Proposal Pg. 32 it's done Following the analysis of all relative errors, the final output will include the coordinates for all control points and published BM elevations, including ellipsoid heights and geoid heights. In addition JBMDS will include all existing section corners by GPS observations and by adjustment. Establishing the position of the section corners will ensure a more precise design and alignment of the proposed baseline if necessary and that is the most important step before data collection and topographic work.. 3. Canal and levee cross sections and Profiles For an accurate DTM, cross-section of the canal will be surveyed every I00 feet of the canal length, with reference to the control points. This data will be collected using a boat and a prism on a fiberglass rod. For these activities we will select personnel that can swim and have the required safety flotation devices. Each canal bridge or structure will be surveyed in detail. We suggest using a digital camera to take pictures of every surveyed bridge and delivering digital picture files as a part of documentation of the project. At every bridge location, 3 additional cross-sections of the canal will be surveyed: one close to the bridge, and the other two 25 feet from the bridge on each side. For this operation, JBMDS will combine using GPS/RTK total station measurements with calibrated model and Robotic total station for the portion with extensive vegetation. The important element of measurements is to include the top of the sediment and the natural bottom of the canal, and to organize data in creating dictionary in order to successfully create DTM with the double surface of the bottom and the top of sediment. Our staff was involved in canal cross section of the Florida City Canal, 8.5 miles length. 4. Boundary Surveys JBMDS technician will perform county and governmental agency research to obtain the following: - All subject parcel and adjoining parcels ownership and deed copies - Tax maps showing the subject tract and adjoining parcels - Copies of all survey plans (record plans, plats, permits, survey records, etc.) - Copies of Original Public Land Survey and/or Government Land Office (GLO) notes and Section Corner recovery notes (where applicable) - Right-of--Way and Easement plans for adjoining streets, highways, and railroads - JBMDS surveyor's personal file with 14 years of local presence with the projects and information State wide. - JBMDS will prepare adeed/plat study (record boundary) from the above referenced research in order to facilitate efficient field reconnaissance of the site. - JBMDS field crew will perform the site reconnaissance, set up a closed traverse around the site, tying in all PRM and PCP monuments and evidence of possession such as fences, pavement, and buildings. Furthermore, the survey crew will include Section or tract corners by GPS observation. - JBMDS will perform note reduction and survey calculations necessary to make the appropriate boundary decisions. City of Miami Beach www.JBMDataSvstem.com RFQ: 03-06/07 November 2006 Technical Proposal Pg. 33 it's done - JBMDS will prepare a legal description and a plat of survey of the site and all easements affecting or benefiting the property in accordance with state and local requirements and also in accordance with MTS of State of Florida. - JBMDS will study title report and historical data with the reference to the property lines. At the completion of the survey, JBMDS field crew will set the property corners in accordance with MTS, State and the City (sample of Lincoln Road). The final drawing will show all relevant information of lot and block numbers, adjoining lots together with the legal description and comparison between plat and measured directions and distance, as well as ties to the nearest street intersection, right of way intersection or reference point. All property corners are going to be described with the statement which were set and which were found and accepted during the survey. 5. Topographic Surveys JBMDS will perform a topographic survey on the site including all improvements with location and elevations of the improvements including but not limited to the roads and trails, buildings, railroad, vegetation, asphalt pavement, low points, high points relevant to design, sidewalks and concrete slabs, curb and gutter, canals, top of the bank, top of the pipes, manholes, catch basins, fence lines, poles, signs, trees with specification and the spot elevations and contours depends of the scale. Up to two bench marks minimum are going to be established on the site together with the vertical datum, depends of the site and size of the project. For all large scale projects JBMDS would recommend the combination of the GPS/RTK infill and conventional robotic total station with conventional or digital level. o Utility Information Location of all sanitary and storm sewer manholes, catch basins and drainage culverts within survey limits and/or to centerlines of streets surrounding property. The following information shall also be included for the sewer system: Elevation of all sewer manhole and drain inlet rims elevation, size direction and pipe material. Elevation of all sewer inverts at manholes and drain inlets. For manholes and inlets with multiple inlet and outlet pipes, relate invert to pipe with direction of flow. Locations, sizes, and materials of all sewer pipes. For storm or sanitary sewer pipes extending beyond the survey/property line, the location of the first manhole or drain inlet with information of type, size of pipes, and invert elevations will be given. Top of headwall and invert elevations of culverts. Location of electric manholes, vaults, light poles, telephone manholes, and electric and telephone poles on property and to centerlines of streets surrounding property. The following information shall also be included: Rim elevations of manholes and vaults. Locations of underground electric and telephone lines based upon surface structures, marking by utility companies, and plans provided. Locations of water, gas, fire lines, hydrants, and post indicator City of Miami Beach WWW.JBMDataSvstem.com RFQ: 03-06/07 November 2006 Technical Proposal Pg. 34 it's done valves on limits of survey and to centerlines of streets surrounding property and will include size of line if available from plans. o Topographical features and information Finished first floor elevations of all buildings on the site. Location, condition, and material of sidewalks and curbs surrounding property. Location of vehicle curb cuts, handicapped access and parking lot location, and drive approaches. R/W of the roads and sidewalks on and surrounding property. Location of all existing buildings, sheds, fences, barriers, signs, paved areas, and tree lines within property. Location and water elevation of ponds, lakes, and streams within property. Topographical elevations will be taken on surface of property along all linear break lines (points defining a linear relationship, such as a ridge, ditch, road crown, and curb line) Additional spot elevations should be taken between break lines to adequately define the surface. Contours will then be generated from these field surveyed points and depicted on plan. Datum to which elevations are referenced (i.e. Local datum City of Miami Beach, USGS datum, NGVD 29 datum or NAVD 88 depends of the existing utilities plans and vertical datum) Establish two (2) benchmarks indicating locations and elevations on the plan and full description. Underground utilities shown on the survey will be based upon actual field locations of visible structures. Available records from the appropriate utility company or information supplied by the client will support field located utility information. If requested, JBMDS will contact Sunshine State One -Call of Florida, and will coordinate all marking of the public utilities. The location of the public utilities as marked will be SHOWN on the survey AND ALL EXISTING PLANS WILL BE A PART OF THE DELIVERY PACKAGE. All trees planted next to the right of way line will be surveyed. If a row of trees is planted parallel to the right of way lines, we will survey a tree at every break or at every 100 feet of the length of the tree line. We will count the trees in between the surveyed trees and show these counts in the plan. JBMDS employee will not enter in any private property without permission of the property owner and appropriate procedure. We will notify property owners in advance and contact them for permit- ion. For trees identification and botanical name, JBMDS usually will be consulting City or County biologist. 6. Specific Purpose Surveys Specific purpose survey is well defined and described by MTS. There is no client or job that does not require something specific and that can be defined to address specific needs. The work will be defined and by work order all tasks spelled out to ensure that City will get quality product and the consultant is not going to be in violation of the existing MTS. A good plan may eliminate misunderstanding and usually will include the following: City of Miami Beach WWW.JBMDataSystem.com RFQ: 03-06/07 November 2006 Technical Proposal Pg. 35 it's done - Reviewing the purpose of survey and openly discuss the approach and final product. Communication and understanding are conditional in order to meet expectation. - Listing all tasks and elements of survey that are going to be perform, and by framing all exclusion what may save time and what will limit survey to satisfy one of the MTS type. - Determining the schedule and time frame for survey - Agree on all tasks and on the cost associate with the specific purpose, analyze the full survey alternative and demonstrate what would be advantage of doing specific tasks only. - Schedule and perform all aspects of agreed tasks and report to the client plan versus schedule. - Discuss the survey with the project manager and address all deviation of the full survey or type of survey that specific survey is supplement for. 7. Hydrographic Survey You may face any number of challenges in marine surveying. Tidal height variations, system integration issues, distance from land and a survey area that you can't always see. The ability to rapidly carry out a marine survey can be compromised by anything from equipment integration problems to working at night or in foggy conditions. Whether it's surveying a waterway for charting purposes or an environmental survey, a proven system can provide you with the tools to position you for success. JBMDS is using Trimble high-precision centimeter level (RTK) and sub meter (DGPS) positioning solutions which together with other marine sensors can be integrated with the HYDROpro T"' Navigation and the HYDRO~roT'" Terramodel software to create application specific marine systems. The software allows you to quickly import HYDROpro survey data into a project structure that is suitable for the way hydrographic data is handled and presented. It is easy to then produce final plots as well as generate contours, calculate volumes and even 3D 'fly through' of your data. Full drafting functionality, plan form design and plan plotting allows you to generate an entire map in seconds. Contours are generated quickly in one step, and you can visualize and rotate the surface in 3D color. The advanced DTM surface design tools are all part of the package and they enable you to calculate accurate volumes without having to cut cross-sections. 8. Construction Layout Surveys, Record or As-built Surveys and Quality Surveys JBMDS will provide construction staking services in accordance with approved construction plans as supplied by the Architect. Good communication is essential between team members internally and externally (our clients- our project manger-architect-general contractor) by the (phone, mail, a-mail, NEXTEL radio). City representative is always going to be inform but not involved, our policy is that we are hired to find solution and how to deal with the potential problems, actually to predict them in the process of analyzing the scope and reviewing the plans. JBMDS will generate staking plans to facilitate the construction staking of the streets and utilities. All major centerlines and the grid of the construction will be included and defined. The standard procedure will follow: City of Miami Beach WWW.JBMDataSvstem.com RFQ: 03-06/07 November 2006 Technical Proposal Pg. 36 it's done - Set horizontal and vertical control points (will be set outside of the construction area, well flagged and protected). - Stake clearing limits of construction - Stake with grade the centerline of streets for all new subdivisions. - Stake with grade the sanitary sewer structures w/offset 1 line/grade stake per span - Stake with grade the storm sewer structures w/offset 1 line/grade stake per span - Stake with grade the waterline fittings and hydrants w/offset and grade - Stake with grade the back of curb w/offset and grade - Stake with grade the front of pad on lot line - Stake building corners and typical cross-sections - Field and office verification will be performed on regular daily basis for all stake points. A part of JBMDS standard QA/QC procedure is to measure all stakes after staking completion. Surveyor technician will perform independent comparison between design and points staked that day. JBMDS will re-stake all points out of tolerance following day performing regular tasks scheduled on the project site and eliminate potential problems. During the last three years JBMDS successfully laid-out around 25 miles of utilities and performed full as-built on call basis for recordation purposes. 9. Field Reconnaissance JBMDS is equipped with machetes, boots, and also with the latest GPS and conventional equipment, digital camera and GPS. Last year JBMDS first time used cellular telephone for the communication in transmitting corrections for the rover. JBMDS used Trimble R-8 GNSS blue tooth technology for wireless communication and correction of the rover. JBMDS successfully located existing right-of- way monuments in order to define R/W of Crandon Boulevard, Key Biscayne and Virginia Key and defined section and right of way lines, and laid out 5800 feet of underground cable parallel to Bear Cut Bridge at Virginia Key and under the bay. The azimuth was calculated and correction made for the magnetic influence and adjusted results given to the contractor for navigation purposes (sound measurements are with magnetic azimuth orientation). The bore got out at the Rosenthal School of Marine Research at 0.2 feet of the proposed lane. NOAA and UM are connected by fiber optic cable and JBMDS was very pleased with the system of navigation. Project described above is a typical scenario, very few or non public information, old deed or right- of-way maps with no baseline on the ground, and puzzle how to get into foot step of the original survey and how to read someone's mind and what equipment they have been using. JBMDS rather define the project first and frame the existing public information than going to the field to do research and reconnaissance on the site without knowing what to look for. After research is completed and preliminary computation done JBMDS crew navigate to the points including existing ground control and recovery boundary lines, old fences, foot print of the pile of the deck and typical future shown or referenced on the deed or old aerial photography, or on recorded plat. Our field crew is equipped with the metal locators, shovels, booths and machetes. JBMDS believes that good field preparation in organizing and combining data and in extending ring of research is the essential element for good field reconnaissance and successful project realization. Provide professional surveying and mapping review services JBMDS has established QA/QC in the house. There is standard procedure followed for each project and for each task. In reviewing the final product, JBMDS project manager is going over check list and comparing do we have all metadata in our file and do we have all computation in compliances with the Federal State or local law. The role in reviewing work is to compare and to insure that all aspects of technical standards are applicable and that the job was performed according to the executed contract but also in compliances with the law. First part of the reviewing process will be to check completion of the tasks performed. Second portion would be to go over the check list applicable to the specific type of survey performed and to insure that chosen procedure does not violate the existing and applicable technical standards (MTS). The third and very last would be selection or cross section of the final product and field confirmation. Typical sample would be final mapping product and certificate regarding the accuracy of the contour. Conventional and independent check of the typical cross section for the portion of map with the extensive development, a beach area and or area with extensive vegetation, high grass palmetto field, would be to do cross section which would confirm the accuracy of the map and or compliance with the existing NIMA standards. Appropriate report with recommendation and all marked prints would be final product and will be presented to the City Project Manager or other consultants. Our preference, orientation and policy is to go digitally with data, to highlight cad file using the layer QA/QC and submit all comments in digital form, however we understand surveying industry standards at this time and we are flexible to accommodate to paper work marked prints procedure as well. 11. GIS (geographic information system) services JBMDS is GPS GIS oriented. All field information are digital and in the state plane coordinate system. Our entire field personnel is familiar with ARC Info software. Our survey data and cad drawings are connected to the database and tied to the points with the attributes and the code for TSC2 stations. Everything that we are doing is coming from GIS environment or it is a part of GIS world. Working for different clients and using different systems our team is constantly improving and developing data dictionary to accommodate clients need. From FDOT and Microstation-Caise- Geopak combination to Trimble TGO-AutoDesk Land development-Surveying Module-Coo AutoDesk Map-Civil Design-Land Desktop to Arc Info. JBMDS believes that there is no difference and separation and GIS is final presentable form of land information system, all of our employee are train and selected to work in GIS environment. Our system programmer develops application software to meet the specific requirements of a particular data collection and/or data use niche. The application software will include components of the software development kit and GPS hardware and/or software applications for the complete customer solution. TGO is also an open package and open application with potential to import base map in the form of GIS, Cad or digital orthographic photo. Combine them with the surveying information and exporting them back to GIS environment. JBMDS also believes that using GPS for GIS data collection and data maintenance is essential for timely decision-making and the wise use of resources. Any organization or agency that requires accurate location information can benefit from the efficiency and productivity provided by GPS technology. All over the world, government agencies, scientific organizations, and utility companies use GIS data collection and data maintenance systems to stay up-to-date and competitive. Aerial Photogrammetry survey JBMDS uses the latest, most sophisticated equipment for performing global positioning system (GPS) surveys, including the reference stations, L1/L2 C and LS receivers, Zephyr Geodetic antennas. With these capabilities, we perform both horizontal and vertical control surveys in supporting photogrammetry project: - Horizontal and vertical ground control for aerial mapping projects state wide - Ground control support for Airborne mission - Ground control support for LIDAR projects JBMDS has experience in photogrammetry survey however at this point we do not provide any photogrammetry services. In the office the supervisor is processing data confirming that job is completed, and our responsible PM is comparing all data with the technical certificate for each task and its compliance with the State Law, MTS and District requirements. Independent survey technician, not involved in the field or cad work is walking the project and marking the prints if anything is missing on the plans or if it is not shown. FTP is updated on daily basis, City will have access to data at any time, during the collection or processing, and in order to monitor the real-time progress, and QA/QC reports and procedure for each segment and when project is ready for design or construction. The reports and letters are in addition and the official part of our communications. JBMDS implemented standard quality control check list and also office check list. Please see at the end of this section our QA/QC list. It is critical to implement QC at the time when task is in progress. Without QC approval following activities cannot start. Good sample is traverse or loop closure and adjustments. Detail data collection for topographic survey cannot start before we set and develop the horizontal and vertical control in the place and get results. A "piling of data" is not going to help to speed up the project; timely processing and control of each file are elementary condition for good communication and quality of the project. Our first QA/QC is always going to be on the field. Crew chief will download data into laptop on the field just after "last turned angle", and he will have visual pictures of what is completed and what lines need to be edited, walking through the portion of the project done that day. In addition digital pictures are going to be taken and file as an integral part of project documentation. Any and all questions will be discussed latter looking at the pictures-model. Communications JBMDS is opening canal of communication internally with the team members and externally with the client, architect, engineer and contractors. All technical aspects will be clearly discussed and appropriate reports will follow. JBMDS project manager goal is to discover and to report all deviation or potential difficulties ahead of time, project schedule and percent completion by each task. In JBMDS standard policy is to open and to keep electronic file accessible to all people involved. We are building the model as work progresses and all activities are going to be recorded. At the end of project the file is a part of documentation, during the project it is accessible to all members of the team. The relevant information has to be recorded and in managing project, the status of the project has to be updated in real time, same way as we collect data for example in real time kinematics. At the beginning of the project we establish the communication list that we distribute to all internal and external members with relevant information, name and role, cell phone number, NEXTEL radio number, e-mail, fax number and office number. Complex environmental conditions required employ unique survey methodology for this project. Combining GPS with Total Station, data was collected simultaneously with the two systems. GPS of all existing section corners was used to set ground control in tandem with known NGS points. Established control then gave the capability to alternate between Real-time Kinematics (RTK) GPS and Total Station using the same data collector. The survey map shall clearly label all approximate water boundaries with notes and mapped in a distinctly different graphic fashion from water boundaries located to full survey accuracy. 26.6.0031(2)(c). Every boundary monument set shall: A. Be composed of a durable material. B. Have a minimum length of 18 inches. C. Have a minimum cross-section area of material of 0.2 square inches. D. If corner falls in a hard surface, alternative monumentation may be used that is durable and identifiable. 27. 6.0031(2)(d). When a parcel has an irregular roadway as a boundary, then a monumented meander or survey line shall be established near the feature. All apparent physical use onto or from adjoining property or abutting streets must be identified, with the extent of such use shown or noted upon the map. 34. 6.003I(3)(e). In all cases where foundations may violate deed or easement lines and are beneath the surface, failure to denote their location shall be noted upon the map or report. 35. 6.0031(4)(6). All recorded public and private rights of way shown on applicable recorded plats adjoining or across the land being surveyed shall be located and shown upon the map. 36. 6.0031(4)(c). Easements shown on applicable record plats or open and notorious evidence of easements or rights of way on or across the land being surveyed shall be located and shown upon the map. 37.6.0031(4)(d). If streets or street rights of way abutting the land surveyed are physically closed to travel, a note to this effect shall be shown upon the map. 38.6.0031(4)(e). If location of easements or rights of way of record, other than those on record plats is required, this information must be furnished to the surveyor and mapper. 39. 6.0031(4)(f). Human cemeteries and burial grounds located within the premises shall be located and shown upon the map if open and notorious, or if knowledge of their existence and location is furnished to the surveyor and mapper. 40.6.0031(5)(6). Location of fixed improvements pertinent to the survey shall be graphically shown upon the map and their positions shall be dimensioned in reference to the boundaries, either directly or by offset lines. 41. 6.0031(5)(c). If fixed improvements are not located or do not exist, a note to this effect shall be shown upon the map. General Vertical 42. 6.003(1)(c). Field-measured vertical control for elevation information shown upon the survey map shall be based on a level loop. The loop shall close to a standard of plus or minus .OS feet times the square root of the distance in miles. 43.6.003(1)(c). Elevation data shall indicate the datum and a description of the benchmark(s) used. 44. 6.003(1)(d)(1). If contour lines are shown, then sufFicient data must be obtained in order to insure that 90% of ground point elevations taken from contours are within 1 /2 of the contour interval, and the remainder are not in error more than the contour interval. 45. 6.003(2)(f). All elevations must be substantiated by survey methods unless clearly stated otherwise. 46. 6.004(1). Topographic surveying and mapping by field methods shall meet general provisions applicable to all surveys. Horizontal feature accuracy (photogrammetric methods) must have the statement "well-identifies features in this survey and map have been measured to an established horizontal positional accuracy of:_ (ft)(m). 49. 6.003(1)(h). Photogrammetric maps delivered with digital coordinate files must have a statement "This map is intended to be displayed at a scale of 1/ _ or smaller." 50.6.004(2)(b). Line-drawn (Vector) Topographic Features by Photogrammetric Methods: Intended Features:The surveyor and mapper shall devise a method of reporting which topographic features were intended to be surveyed and mapped, the style of cartographic representation employed for each, and the degree of intended completeness in the surveying and mapping of each feature. 51. 6.004(2)(c). Line-drawn (Vector) Topographic Features by Photogrammetric Methods: Obscured areas: Features in obscured areas where the desired points or surfaces being mapped are not clearly visible on source images shall be clearly labeled on the map as "interpolated" or "estimated" through the use of notes and shall be depicted graphically clearly different from other surveyed features. 52. 6.004(3)(b). Image (Raster) Maps. The survey and map report must contain a list of control points employed in geo-referencing the image along with the source of control points used. 53. 6.004(3)(c). Image (Raster) Maps. Feature accuracies shall be stated in a manner consistent with the general survey and map accuracy provisions of the rules. Survey Report Content 54. 6.003(2)(c). Miscellaneous Survey Requirements v- . 61.6.005(1). Construction Layout Survey: Stakes must be based on controls established using the survey standards set out by these rules. The stakes provided should be adequate in number and position so that the physical items can be constructed from the plans as designed. 62. 6.005(2)(a). As-Built (or Record) survey: The surveyor and mapper shall obtain field measurements of vertical or horizontal dimensions of constructed improvements so that the constructed facility can be delineated in such a way that the location of the construction may be compared with the construction plans, and when the surveyor and mapper prepares as-built maps they will clearly show by symbols, notations, or delineations, those constructed improvements located by the survey. All maps must meet the standards in the rules. 63.6.005(2)(b). As Built (or Record) survey: The vertical and horizontal accuracy shall be such that it may be determined whether the improvements were constructed consistent with planned locations. 64. 6.005(3). Quantity surveys: The surveyor and mapper shall obtain horizontal and vertical measurements adequate to delineate graphically geometric configurations that can be mathematically computed. 65. 6.0051(1). Geodetic Control Surveys: The survey shall be in accordance with the latest government standards set forth in the rules. 66. 6.0051(2) Other Control Surveys: Any control survey map or report shall detail the datum used and control stations used in a manner consistent with the general survey and map provisions. 67. 6.0052. Specific Purpose Surveys and Maps: Surveys which are performed for a purpose other than the purposes encompassed by the other survey definitions in the rules, shall be permitted only where unusual conditions make impracticable or impossible the performance of one of the other types of surveys defined. Such purpose and conditions shall be clearly shown upon the survey map or in the survey report. 68. 6.006(1). Descriptions written by a surveyor and mapper to describe land boundaries by metes and bounds shall provide definitive identification of boundary lines. A sketch shall accompany the property description showing all information referenced in the description and shall state that such sketch is not a survey. The initial point in the description shall be tied to either a government corner, a record corner, or some other well-established survey point. 69. 6.007.
