This includes supporting documents from local government agencies, local surveyors, copies of original notes for public land surveys, certified corner records and right-of-way maps. Our fieldwork begins with assembling the team and deciding on the appropriate methodology required to accomplish the goals for the project. We will assure that the proper resources are available. The survey equipment needed and the data collection methods are determined prior to commencement of the fieldwork. This includes not only instrumentation, but also access and specialized transportation needs to efficiently complete the project. We review the resource needs and, if necessary, can draw on the many professionals, survey technicians and field crews that we have throughout the firm. We will not wait until all of the data for a project is collected before working on deliverables. We process field data on a daily basis. The preparation of the deliverable is an ongoing process that starts with the Notice to Proceed. The project surveyor will make periodic site visits, as well as a site visit prior to the final deliverable to review the survey and ensure that the fieldwork is done in compliance with specifications in the contract. It is with this level of supervision that the field and office work will proceed to completion. REQUEST FOR QUALIFICATIONS FOR CITYWIDE SURVEYING, TOPOGRAPHICAL AND MAPPING SERVICES, ON AN AS-NEEDED BASIS, FOR THE CITY OF MIAMI BEACH RFQ # 03-06/07 METHODOLOGY AND APPROACH (cont) In order to accomplish the work in the required timetable, the consultant team must have full understanding of the technical requirements. Equally important is having a complete understanding of how the administrative and management aspects of each work order must be structured in order to meet those schedules. Consul-Tech has worked with more than a dozen Continuing Services Contracts for various FDOT Districts, counties, municipalities and agencies. Following is a typical project approach for representative types of projects which may be required in such a contract: Topographic Surveys • Consul-Tech utilizes the newest technology when performing topographic surveys. Depending on the conditions, Consul- Tech will use Robotic instrumentation, GPS, 3D Laser Scanner, CEFB or TDS Data Collection to complete these surveys. With the use of this equipment, Consul-Tech can complete very large areas in a relatively short time. With the use of Microstation, Autocad and Caice, Consul-Tech can provide Digital Terrain Models at any specified contour interval, as well as two dimensional drawings with profile views if needed. The information collected in the field, since it is collected digitally, is immediately downloaded into a database. This method eliminates any "human" error and has proven to be a substantive time saver as the information is almost immediately available to the CADD technician working on the project. Boundary Surveys The most critical element in performing a boundary survey is the initial research of the property, as well as an extensive review of any and all matters of record which affect the property, as reflected in a title report or commitment. A clear and correct legal description must be calculated and written to reflect the boundary. The legal description should also be checked against any adjoining properties to insure that there are no "gaps" or "overlaps" which may affect the subject properties. Once the legal description has been created and/or verified, a field crew is dispatched to the property in order to locate any sectionalized land corners or other monumented corners that have been referenced in the legal description. If the monumented corners are found, a field traverse is completed around the property. Once adjusted and checked for accuracy, the traverse is used to find, set, or re-set any corners along the boundary of the subject property. If the monumented corners are not found, then additional field work is performed in order to gather sectional information needed in the re-establishment of lost or obliterated corners. Once calculated and re-set, a Certified Corner Record form is completed and filed with the appropriate agencies. Consul-Tech has extensive experience in the re-establishment of lost and obliterated corners, having retraced a number of sections throughout south and central Florida. The final phase of a boundary survey is to locate any improvements specified by the client and prepare a sketch of survey depicting the results. All completed surveys are then checked for errors and MTS compliance. Consul-Tech has developed a QA / QC plan that addresses all aspects of the survey. ConsulTech 6 SURVEYING b MAPPING, INC. REQUEST FOR QUALIFICATIONS FOR CITYWIDE SURVEYING, TOPOGRAPHICAL AND MAPPING SERVICES, ON AN AS-NEEDED BASIS, FOR THE CITY OF MIAMI BEACH RFQ # 03-06/07 METHODOLOGY AND APPROACH Icont) Construction Layout, As-built, and Quantity Surveys • When performing construction layout surveys it is our policy to first obtain the construction plans in hard copy or digital form. These plans are reviewed and when necessary computa- tions are made to facilitate the staking of improvements. Communication with the project manager would be made to clarify exactly the scope as it relates to construction services such as what is to be staked, offsets, grades, and timing of staking. Control for the stake out will be identified and veri- fied prior to staking improvements. When the staking is com- plete our firm checks the field notes (standard and digital) within 24 hours to verify the stake out. Quantity surveys are performed on a wide variety of projects. The most common would be exca- vation projects. Pre-construction data would be gathered within the limits of construction and in most improvement construction plans there are pre-construction conditions identified. At the completion of construction or at previously set intervals for calculation interim payments, the post- construction data would be gathered. The type of data gathering and intensity of data would be pre-determined to insure the calculation of accurate quantities. One alternative to cross-section, average end area computation of excavation volume is to com- pute apre-construction and post-construction digital terrain model and compare the difference, which would be the volume. The deliverable would be a map of the pre and post-construction val- ues together with a report of the volume. Our 3D Laser Scanner provides unequalled accuracy in constructing Digital Terrain Models for quantity calculations. • When providing record or As-built surveys it is important to observe the locations of the con- structed improvements based upon the horizontal and vertical control identified in the construc- tion plans. By holding the plan control, it provides the continuity and accurately reflects the con- structed items relationship to the design position. There are several methods to accomplish as-built measurements. One method is by simply marking the horizontal locations and the vertical measurements directly on the construction plans as the construction proceeds (ongoing or daily monitoring). Another method is to provide a separate survey depicting the loca- tions in relation to the control identified in the construction plans. Sometimes the "as-built" information is needed for design consideration and an independent survey to ob- tain older as built information is required. Consul-Tech is versed in acquiring the required information that the client needs. REQUEST FOR QUALIFICATIONS FOR CITYWIDE SURVEYING, TOPOGRAPHICAL AND MAPPING SERVICES, ON AN AS-NEEDED BASIS, FOR THE CITY OF MIAMI BEACH RFQ # 03-06/07 METHODOLOGY AND APPROACH (cont) Horizontal and Vertical Geodesic Control Surveys • All horizontal control points will be set and referenced to published NGS control points established by GPS or conventional observation. Horizontal control points will be set in intervisible pairs to support conventional survey connection to existing monumentation. • Consul-Tech will utilize Trimble 4000 SSE and SSI Dual-Frequency Receivers for all Static Control Surveys. A minimum of three receivers will be operating at any given time. Five receivers can be made available for tasks that warrant a larger field staff and fewer field days. A preliminary sketch showing the proposed network will be sent to the County for approval. Attached to the sketch will be the approximate location of proposed monuments, as well as the published control in the area. A minimum of four published control points would be proposed, with at least three of those having a vertical component published within the accepted tolerance. A schedule of observations, with redundant visits to stations will be proposed. Desired accuracy from the vertical component will require longer observation times, as well as the satellite geometry being of certain "balance" or separation, i.e., satellites overhead lend strength to the vertical and therefore the position of these during the station observations needs to be carefully considered. With today's satellite availability, usually atwo-hour observation and redundancy will yield excellent vertical results. During these observations, a vertical dilution of precision needs to be held to a 4.0 or less to accommodate the strength of figures necessary to limiting the vertical error. The processing of GPS data will be accomplished using Trimble Geomatics Office. A minimally constrained first effort will be made to ascertain the strength of the control used and then proceed to fully constrain all published control, to achieve final values on the newly established control points. • Consul-Tech Surveying and Mapping, Inc. utilizes digital technology, specifically the Topcon DL- 102 Digital level. We use this equipment on primary level runs to establish benchmarks. When used in record mode this level eliminates the human errors of misreading the level rod, incorrect level notes, and transposition of numbers. The data for the run is stored in the level until downloaded and multiple mile runs can be accomplished easily. This instrument has the capability of verifying distance prior to recording the shot to insure that you are within parameters for balanced turning points. We have found through extensive use of the level that planning the level route and marking the route at 250-foot intervals prior to the level run expedites this process. This makes the checking of the distance with the level prior to the shot unnecessary. Comments can be added at turning points to identify features or benchmarks that are within the level run. We can also obtain and identify side shots, which will not be a part of the level run, but is data necessary to obtain at the time the crew is in the area. Once the level run is complete and the data is downloaded, the raw data is saved in the project file. The level run is then adjusted using the Starlev Least Squares Adjustment Program. The raw data downloaded from the level is used within this program and eliminates the human errors of misreading notes and not entering data correctly in the reduction and adjustment programs. After the level run is adjusted and the closure report is finished, this data is also placed in the project file. All of the reports can be transferred in a text or word format. REQUEST FOR QUALIFICATIONS FOR CITYWIDE SURVEYING, TOPOGRAPHICAL AND MAPPING SERVICES, ON AN AS-NEEDED BASIS, FOR THE CITY OF MIAMI BEACH RFQ # 03-06/07 METHODOLOGY AND APPROACH (cont) SPECIALIZED SURVEYS Hydrographic Surveys /GPS Digital Echosounder Merging Real-Time Global Positioning (GPS) with survey-grade Digital Echosounder, Consul-Tech Surveying and Mapping, Inc. is now utilizing a proprietary, three-dimensional data collection system. This addition to the Consul-Tech "toolbox" can provide unsurpassed, robust data collected from lakes and estuaries, up to offshore tidal applications. The flexibility and portability of the equipment allows the surveyor to adapt to ever-changing field conditions. The efficiency of this hydrographic /GPS system is in its 0.10 foot accuracy of two separate vertical planes, while being fixed at the centimeter level horizontally. That is, the top of silt layer and the bottom of silt (hard surface /refusal) elevations are recorded simultaneously, creating a file in Real Time of X, Y and Z1 and Z2 (where sediment is concerned). Consul-Tech also utilizes a dual frequency Digital Echosounder which enables us to simultaneously collect hydrographic information such as top of silt layer and lake "hard bottom". This continuous, uninterrupted data collection is performed at a rate up to ten times the rate of conventional cross-section surveying, when considering the time needed for tag line -type cross sections. Collecting at a rate of one per second, or even one every five seconds in a boat with trolling motor, stores a steady stream of data in the thousands of points compared with only a fraction of that which could be collected in the same distance in a conventional manner. In short, conventional cross-section surveying can never address the condition of the lake between stations, whereas the Consul-Tech system provides an abundance of data in just a few feet. The information received from the echosounder is easily converted to ASCII format for import into any modeling program such as AutoCAD or microstation. Once entered into a database in one of these programs, a digital terrain model is easily produced, and cross-section profiles generated in a very short time-frame. Right-of-Way Surveying and Mapping • Consul-Tech's first objective when performing a Right-of-Way survey, is to obtain all available information such as existing maps, plats, construction plans, historic baselines and field books. Utilizing this information, an alignment is then calculated and tied to the nearest sectional corner. Any field evidence found is located and tied to the alignment for further support. A Control Map is generated which depicts both graphically and mathematically, the information used to generate and "prove" the right-of-way alignment, as well as the alignment itself. Simultaneously, while the field crew gathers support evidence for the alignment, topographic information will be collected, (if not provided), so any encroachments can be shown. Right-of-Way Maps are then prepared utilizing the control map as a basis. These maps will depict any recorded plats along the corridor, the alignment, topographic features, and any other pertinent information requested by the County. Consul-Tech has prepared complete Right-of- Way Maps for FDOT projects up to 33 miles in length. ConsulTech SURVEYING 8 MAPPING, INC. REQUEST FOR QUALIFICATIONS FOR CITYWIDE SURVEYING, TOPOGRAPHICAL AND MAPPING SERVICES, ON AN AS-NEEDED BASIS, FOR THE CITY OF MIAMI BEACH RFQ # 03-06/07 METHODOLOGY AND APPROACH (cont) Consul-Tech has worked on a number of projects with various photogrammetric firms throughout the state. Some of the support services we provide include aerial targeting, collection of photo-identifiable objects, provision of X, Y, Z photo control, providing supplemental topography data in obscured areas, ground truthing and test profiles. We have supported photogrammetric projects ranging from large scale drainage basins using fixed wing aircraft to transportation corridor design surveys using helicopters and LAMP technology (Low Altitude Mapping Photography). 3-D LASER SCANNING Consul-Tech has recently added a 3D Laser Scanning System to their arsenal of high-tech surveying and mapping capabilities. The Scanner produces 3D surface geometry of all exposed surfaces within its variable measurement area. After initially taking ahigh-quality digital image of the area to be scanned, the 3D Laser Scanner then digitally captures that same image in the form of 600,000 to 800,000 individual point locations, each consisting of an X, Y and Z, (Fasting, Northing, Elevation) coordinate value. Within minutes, the 3D image is transferred to the laptop where an instant "drive-thru" can be performed utilizing the mouse to either drive down a highway or get a "birds-eye" view of the image just collected. After an area has been scanned and transferred to the laptop PC, the Scanner is moved to its next location. By utilizing an "overlap" area, the software can automatically "crop" the individual images to ensure a smooth seamless continuous 3D image. The software can produce either a 2D or 3D image. It can also be set-up to establish feature codes for specific points used in data management of the various improvements. Because of the density of the captured data "point cloud", cross sections can be cut at any interval. The 3D Laser Scanning System will offer better quality results with a more accurate and complete image of existing conditions. It is utilized a great deal in historic restoration projects where preservation of historical integrity is important. The System will also virtually eliminate the need for a return visit to the site due to missed or an incomplete field location as is common in conventional surveying. Lastly, there is improved safety for the survey personnel because the System does not need to physically occupy points in dangerous locations in order to perform the scan. This system can be used on a number of applications. From capturing building facades and streetscapes in historic districts for later reconstruction, golf course re-design, the 3D files from the scanner will capture the existing slopes with a degree of accuracy unequalled by convention methods.) Other applications include bridge surveys, quantity surveys and in some cases, highway design surveys. Where ever there is a need for extremely accurate and detailed data and/or safety cannot be achieved by conventional methods, the Laser Scanner is unsurpassed by any other survey instrument. Recently Consul-Tech utilized 3D Laser Scanning to survey the 2' x 10' reflector ceiling panels at Miami International Airport. The ceiling panel specifications required that there be 1 /8" inch or less deflection in any 10 foot direction. The ceiling was over 40 feet high. Understanding & Approach to the Scope Subsurface Utility Locating The FRA Team uses state-of-the-art vacuum excavation equipment to obtain the exact positions horizontally and vertically of existing utilities in conflict with proposed structures. Approach The critical path of events for locating is described as follows: 1 . The FRA Team will coordinate with THE CITY to establish limits of investigation, the nature of the proposed work on site, utilities in possible conflict with proposed construction and other unusual situations which may relate to the project. The FRA Team's crew will be mobilized in less than 24 hours (1 crew) 48 hours (2 crews). 72 hours (3 crews) for this project. 2. Prior to excavation, The FRA Team will examine and obtain permits required to perform the requested services. 3. A Maintenance of Traffic Plan will be developed upon evaluation of the site conditions in accordance with MUTCD and Index 600. The MOT plan will be submitted to the appropriate CITY office. The project schedule will also be coordinated with the City. 5. The FRA Team will investigate all appropriate records which include, drawings, plans, plats and maps obtained during the research phase of the project. 6. By using the plans supplied by THE CITY, The FRA Team will check any proposed structures that may be in conflict with existing utilities. 7. The FRA Team will determine horizontal locations of buried utilities at the exact point of possible conflict with the City's proposed construction. A second scan of the proposed features will be conducted to search for utilities which may not appear on available records. 8. The FRA Team will excavate test holes not to exceed 225 sq. in. to expose the utility in order to investigate, evaluate, measure and record the following information: a) Horizontal and vertical location of top and/or bottom of utility referenced to project datum, tie all vertical control to NGVD 1929 datum using third order three-wire method; b) The elevation of existing grade over utility at test hole referenced to project datum; c) The outside diameter of utility and configuration of none-cased multi-conduit systems, compositions, when reasonably ascertainable; d) Paving thickness and type, where applicable; e) General soil type and site conditions; and ~ Other pertinent information reasonably ascertainable from test hole site. 9. Backfill the test hole with the select material compacted in lifts to prevent later subsidence of the test hole. 10. Provide permanent restoration of the pavement within limits of the original cut. When test holes are excavated in areas other than roadway pavement, these disturbed areas shall be restored as reasonably possible to the condition before excavation. FRA will guarantee pavement restorations for 3 YEARS. 1 1 . Furnish and install permanent markers directly above the centerline of the utility structure and in each excavated test hole and record the elevation of the above ground marker. 12. Record location of the survey marker and reference to project control and datum. 13. The FRA Team will perform survey to the level of detail required by the City. 14. Review and compare utility records with survey information and resolve any conflicts prior to proceeding with test hole data reports. 15. Produce location of vacuum excavation in CAD files by station and offset supplied by survey subconsultant. Convert any pertinent CAD files to a compatible format. 16. This resultant quality can be totally absent without an awareness of how precision in the hardware is dependent upon the surveyor to make good decisions. To produce an accurate product, one must turn first to the quality of the operation, the practice of precision. Even today's high-tech surveyor must be aware of the types of errors inherent to GPS and how to reduce or even eliminate most of them. Consul-Tech has adopted the following operational standards that assure the quality of the result when using RTK /GPS: The use of a fixed height rover pole is mandatory when the vertical result is a requirement of the survey. 2. When starting an RTK survey, the first recorded data point shall be a known point having X, Y and Z values. This checks both the base set-up (antenna height) and the rover antenna height assignment. 3. The use of less than 5 satellites can cause data to be suspect. Added checks to known control are recommended. 4. Check threaded connections on the rover pole periodically to assure fittings are tight. Mud and debris can build up especially in the threads on the point or foot of the pole. 5. View satellite configuration on the controller screen for overhead satellites. The absence of these can cause weak results in the vertical. 6. Monitor radio modem frequencies for interference from others. Receiving data from a base station other than your own could cause obvious blunders. 7. Add redundancy to GPS observations with the use of two base stations. Run project with one, then the other, or if preferred, one can change data packet reception as a toggle in the survey controller, thereby collecting with one base, then the other, in a linear progression. 8. Discard existing initialization several times throughout the survey and re-initialize, checking the previous observation. The results should be the same. 9. Check to any available control and enter the observation in the controller. 10. Base station set over a known point having optimum sky and minimum multi-path possibilities. Reflective surfaces from signs, buildings, vehicles and tree canopy cause multi-path, which is reflected signal from the satellite that causes timing errors and as a result, suspect data. This can also occur at the rover. 1 1 . Check to a known point for the last observation and record for quality assurance. The above procedures have been adopted in the form of a checklist by Consul-Tech and are required to be completed and signed by the GPS surveyor in the field. In addition, Consul-Tech prepared the Right-of-Way Control Map, legal description and Right-of- Way Maps for this project. Primary control was established using static GPS. Consul-Tech was one of the first firms in the state to gain approval by the Florida Department of Transportation for utilizing Real-Time Kinematic (RTK) GPS for certain aspects of the design survey. Several miles of wetland delineation and photogrammetric control were surveyed employing this technology. Many land section corners were recovered utilizing the "navigate to point" feature of RTK.
