NUTTING ENGINEERS OF FLORIDA, INC. (NUTTING) is pleased to submit our qualifications for providing
Geotechnical Engineering, Construction Materials Testing and Laboratory Services, on an As-Needed Basis
to THE CITY OF MIAMI BEACH as requested in the above referenced Request for Qualifications (RFQ).
Since 1967, NUTTING has been providing a variety of services during all phases of construction, on a wide
variety of projects to public and private clients within South Florida. NUTTING's comprehensive range of
services include geotechnical exploration and geotechnical engineering, quality control testing of
construction materials, structural inspections (special/threshold), phase I and phase II environmental
property assessments, contamination assessments and remedial action designs. Prior to 1967, work was
performed under the name Nutting Engineers, Inc., which originated in 1956 preceded by H.C Nutting in
Miami from 1932 until 1956. All services provided by NUTTING are under the supervision of our State of
Florida registered, Professional Engineers (PE).
GEOTECHNICAL EXPLORATION AND ENGINEERING:
NOTTING'S geotechnical exploration and engineering services include site
explorations, sample analysis, site and foundation recommendations, site
feasibility, ground modification recommendations, large scale geological
survey programs, utilization of outcroppings of subsurface materials,
resistivity testing, and geophysical techniques such as ground penetrating
radar, soil borings, monitoring well installation and vibration monitoring
utilizing a seismograph. Drillers are trained and certified to perform
geotechnical drilling services in accordance with the South Florida Water
Management District (SFWMD) and the Florida Department of Transportation (FDOT) standards.

CONSTRUCTION MATERIAL TESTING/MONITORING SERVICES:
Construction materials quality control testing of soil, concrete, asphalt, grout and mortar is performed by
field technicians with certifications and training through the Construction Training Qualification Program
(CTQP), ACI, Masonry inspectors, Florida Building Codes and Standards, FDOT, Troxler Nuclear and the
SFWMD. NUTTING also obtained the certification for a certified Precast Concrete Quality Control Inspector
Level I & Level II as well as the 450-specification certification to accommodate client projects. Our
technicians are constantly encouraged and assisted in furthering their certification levels so that we can
further serve our clients needs.

NOTTING'S fully equipped laboratory is accredited by the American
Association of State Highway and Transportation Officials (AASHTO),
the Construction Materials Engineering Council (CMEC), and the
Florida Department of Transportation (FDOT), therefore strengthening
our commitment to THE CITY OF MIAMI BEACH by guaranteeing
accurate test results with routinely calibrated and tested equipment.
NUTTING is one of very few local laboratories with an AASHTO
accredited laboratory, which is an onerous task to achieve. NUTTING
also holds a certificate as a Metro-Dade Product Approval Laboratory.
Our Laboratory Manager has undergone intense training ana ootainea
multiple certifications through the American Association of State Highway and Transportation Officials
(AASHTO), the Construction Materials Engineering Council (CMEC), Florida Department of Transportation
(FDOT) as well as the Construction Training Qualification Program (CTQP) and is therefore qualified to
perform and oversee a wide variety of laboratory testing services.
Samples are delivered to our in-house fully equipped laboratory staffed with full time laboratory technicians
who are trained and certified to evaluate samples for geotechnical evaluations and construction materials
testing purposes.

SAFETY PROGRAM/DIRECTOR
NUTTiNG's companywide Safety Program sets us apart from other firms by having this program which is
unique for an engineering firm. Our full-time, Safety Director, Ms. Mattie Allen, conducts un-announced
job-site visits ("safety checks") on a daily basis to monitor operations and to ensure safety practices are
being adhered to and safety equipment is properly utilized. She holds monthly, mandatory safety meetings
with training seminars and classes to educate and certify our employees on the most current safety practices
and rules. A stringent Drug Free Workplace Program is enforced and involves pre-employment and
random drug testing of every employee regardless of rank or position. Ms. Allen is also responsible for the
"Jessica Lunsford Act" Screenings for our employees working on government and school projects. This
program, which NUTTING has been utilizing for more than three years, has resulted in a substantial
decrease in on-site accidents and injuries saving each project time, money and unnecessary hardship
benefiting both THE CITY OF MIAMI BEACH and NUTTING.
NUTTING recognizes the comfort factor in building a strong relationship for success during a project and
therefore will assign specific key individuals to serve as direct contacts, as outlined in our organizational chart
(Section 5.1). NUTTING will also make every attempt to assign the same field technicians to THE CITY OF
MIAMI BEACH projects for consistency, benefiting both the client and our company.
The NUTTING team has thoroughly read and understands the Scope of Services required by THE CITY OF
MIAMI BEACH for this contract, and dedicates NUTTING to providing our positive commitment to perform the
work required for this project, as well as our Commitment to Time Schedules and Budgets, supported by our
team of continuously trained personnel and our experienced administrative team. NUTTING can provide THE
CITY OF MIAMI BEACH with a track record of proven professional dedication, commitment and expertise.
As Director of Engineering/Principal-in-Charge, Mr. Richard C. Wohlfarth, P.E. assumes overall responsibility
for engineering projects as well as our in-house Quality Assurance/ Quality Control Our (QA/OC) program and
has the authority to bind to the statement of qualifications.
Our Miami-Dade County office/laboratory, (with support by our two Florida branch offices), will provide the
geotechnical engineering, construction materials testing/monitoring and laboratory services for this THE
CITY OF MIAMI BEACH contract.

NOTTING'S thirty nine year history in Florida has allowed us to determine the most effective project
approach for our clients. Tailored to meet the needs of each individual client, it allows us to provide
our services in the most efficient, cost-effective method.
PRE-DESIGN/CONSTRUCTION PHASE
(1) MEET TO DEFINE PROJECT GOALS AND EXPECTATIONS.
After obtaining the proper permits and authorization to proceed we obtain site plans,
loads, construction and structural details, timelines.
Review of the site plan allows us to
determine project staffing needs and
timeframe of project.
(2) SITE RECONNAISSANCE.
> Identify site conditions with review of US Soil Conservation Service Soils Maps, US
Geological Survey Maps, and aerial photographs of the project area and our
knowledge of the of the project area based on past experience. Site visited to
determine site accessibility and physical site conditions.

On this particular parcel, historical aerial
photographs showed a drag line in the south
east corner of the property, therefore causing
special attention to that area and the
foundation recommendations.
(3) IDENTIFY SUSPECT AND DIFFICULT AREAS PLAN (AS NEEDED).
For unidentified above and underground utilities we review all available as built plans to
familiarize ourselves with underground utility corridors. We then plot test locations on a
master plan prior to laying out test locations in the field to avoid these utilities. An
application with CIP number is submitted to City of Miami Beach and Miami-Dade
County.
When suspecting deleterious or hazardous materials on project site we review
available information with the DEP and other available data before proceeding with the
exploration. Should such adverse information be found, consider relocating the project
or circumventing the area
Plan for impact on surrounding historical buildings and sites by inspecting project site
prior to construction, receiving input from adjacent property owners and historic
register, perform pre-construction and post-construction condition surveys and monitor
vibrations during construction with seismograph to ensure that construction techniques
are compatible with the surroundings.
(4) DEVELOP A FIELD EXPLORATION PLAN.
Identify types of testing needed such as test borings, test pits, exfiltration tests.

(8) PROJECT ENGINEER PERFORMS ANALYSES.
• May include bearing capacity, settlement analysis using Schmertmann or
consolidation methods, analysis of retention structures and/or development of
soil parameters, embankment or slope stability analysis, pile analysis including
vertical, tension and lateral loads (L-pile analysis), pavement analysis and
design, analysis of temporary and permanent dewatering and various types of
ground modification procedures.
(9) REPORT SUBMITTED TO CITY OF MIAMI BEACH PERSONNEL AND
NECESSARY CONSULTANTS.
Based upon information collected to date, including aerial photograph review, field
testing and laboratory testing results review, ground modifications and foundation
recommendations are made for the project.
(10) MEET WITH CITY OF MIAMI BEACH PERSONNEL AND CONSULTANTS TO DISCUSS
FINDINGS /RECOMMENDATIONS.
CONSTRUCTION PHASE
(1) MONITOR ANY GROUND MODIFICATION PROCEDURES, as proposed in geotechnical
engineering report. The following tasks will be performed as needed.
~ Monitor demucking and fill placement to ensure that all deleterious materials are
removed and to ascertain that over excavation does not occur.
> Monitor the vibroflotation, vibroreplacement (stone column) and dynamic deep
compaction (DDC) processes, review preload survey readings and monitor compaction
or chemical grouting processes.
~ Monitor production pile load testing including compression, tension and lateral.
~ Monitor pavement and sub grade preparation and placement of geotextile
and/or geogrid.
> Monitor vibration transmission using a seismograph.

(2) PERFORM FIELD AND LABORATORY SERVICES.
Capable of providing various field testing and inspections of concrete, grout, soil,
asphalt and steel through our trained, certified field personnel in accordance with
ASTM and/ or AASHTO standards.
• Personnel Certifications include: American Concrete Institute (ACI), Masonry
Inspectors, Florida Building Codes and Standards, Florida Department of
Transportation (FDOT), Troxler Nuclear and the South Florida Water
Management District.
• NUTTING has Precast Concrete Inspector Level I and Level II in accordance
with FDOT 450 specifications. (rare)
• Field testing includes concrete sampling and testing of fresh concrete for
slump and air content, concrete coring (sample and test), densities, load
bearing tests and asphaltic concrete testing to determine existing conditions
and/ or compliance with mix design.

• Note that when low strength breaks occur at the 7 or 28 days test period we
immediately notify the client to alert them of this failure. For low 28 day test
strength, the typical approach is to retain one cylinder fora 56 day test break
and/or as directed by the structural engineer.
> Capable of providing related laboratory testing of concrete, grout, soil, asphalt and
steel in accordance with ASTM and/ or AASHTO standards.
• Our laboratory is accredited by the American Association of State Highway
and Transportation Officials (AASHTO), Construction Materials Engineering
Council (CMEC), Florida Department of Transportation (FDOT).
• Laboratory tests includes, but is not limited to concrete compressive
strengths, proctors, sieve analysis, Atterburg limits and lime rock bearing ratio
testing.

Our Quality Control/ Quality Assurance Plan play a major part in our total project approach. It is key to
providing accurate results through proper training and supervision. Not only does our
plan allow for effective and proper techniques by our technicians, it outlines proper
safety procedures to ensure the safety of all people involved. Additional aspects
include:

PROFESSIONAL EXPERIENCE:
Mr. Ersland is the Department Manager of the Geotechnical Drilling
Division for each of our three office locations in Miami-Dade, Palm
Beach, and St. Lucie Counties. This division includes
approximately 12 technical field personnel and a fleet of 10 truck-
mounted drill rigs and one track rig which he oversees.
Mr. Ersland's duties include project planning, proposal and contract
preparation and execution of requested services, as well as client
development and interaction. He has 16 years of experience and
has coordinated numerous projects requiring a variety of drilling
services such as standard penetration test borings (SPTs), auger
borings, rock coring and double ring infiltration tests. Mr. Ersland
oversees projects concerning the installation of monitoring wells,
recovery wells, vapor extraction wells and air sparge wells, well
abandonment, air lifting and South Florida Water Management
District (SFWMD) and Florida Department of Transportation
(FDOT) exfiltration tests. Clients for these projects include public
sector entities such as the various county Engineering and Public
Work Departments, Water and Sewer Departments, Roadway
Divisions, and the Florida Department of Transportation. Private
sector clients include various residential and commercial land
developers. Mr. Ersland is familiar with permit acquisition
procedures for the South Florida Water Management District, State
of Florida Department of Health and Rehabilitative Services, and
the Florida Department of Transportation.
Mr. Ersland is OSHA health and safety trained and is responsible

NOTTING'S clientele base is comprised of 85 - 90% repeat clients and includes municipalities,
counties, school districts, architects, consulting engineers, general contractors, developers, private
home owners, realtors, banks, insurance companies, mortgage brokers and businesses of all
descriptions. Project types include airports, seaports, roadways, bridges, parking garages,
drainage systems, residential communities, hospitals, hotels, assisted-living facilities, high-rise
condominiums and office towers, educational facilities (K-12 and higher educational facilities),
water and wastewater treatment plants, water storage facilities, courthouses and communication
towers.
NUTTING's vast government contract experience in Florida gives us the expertise and familiarity
with guidelines and protocol to provide our services as requested by THE CITY OF MIAMI
BEACH.
In addition to our experience with Municipal and County Engineering Departments, NUTTING has
extensive experience with individual Cities, School Districts and higher educational facilities. We
are also proud to state that we were selected to be the Engineering Testing Laboratory and
provided our services for Scripps Research Institute project located at Mecca Farms and are

Description of Duties: Mr. Ersland is the Department Manager of the Geotechnical Drilling
Division for each of our three office locations in Miami-Dade, Palm Beach, and St. Lucie Counties. This
division includes approximately 12 technical field personnel and a fleet of 10 truck- mounted drill rigs
and one track rig, which he oversees. Mr. Ersland's duties include project planning, proposal and
contract preparation and execution of requested services, as well as client development and interaction.
He has 16 years of experience and has coordinated numerous projects requiring a variety of drilling
services such as standard penetration test borings (SPTs), auger borings, rock coring and double ring
infiltration tests. Mr. Ersland oversees projects concerning the installation of monitoring wells, recovery
wells, vapor extraction wells and air sparge wells, well abandonment, air lifting and South Florida Water
Management District (SFWMD) and Florida Department of Transportation (FDOT) exfiltration tests.
Don Tyson
Title: Senior Drilling Technician
Description of Duties: Mr. Tyson serves as Senior Drilling Technician. Mr. Tyson has
been Drilling Field Supervisor/Senior Drilling Technician at NUTTING ENGINEERS OF
FLORIDA, INC. for 30 years and is one of the company's five certified South Florida Water
Management District (SFWMD) Water Well Contractors. His many years of professional
experience include the performance of deep and shallow subsurface explorations of soil and
rock on both land and water. His experience includes numerous drainage percolation tests
performed by South Florida Water Management District (SFWMD) methods, and the
installation of hundreds of monitoring wells throughout the state of Florida. Mr. Tyson is
knowledgeable of geologic conditions throughout Florida and provides significant input for
various subsurface investigations. Mr. Tyson oversees the direct field training of new crew
members ensuring they are confident in performing their duties prior to working independently.
Pavel Cruz
Title: Field Services Manager
Description of Duties: Mr. Cruz's serves as our Field Services Manager. His
responsibilities include but are not limited to Quality Control/Quality Assurance of field and
laboratory testing; assigning and monitoring field operations; ensuring top quality performance

Jim Harper
Title: Senior Engineering Technician
Description of Duties Mr. Harper serves as Senior Engineering Technician. His
experiences includes structures that have been primarily cast-in-place reinforced and post
tension concrete of 2-story to 15-stories in height. He has also monitored installation and post
tensioning of cables on reinforced concrete flat plate, post tensioned buildings and CMU
construction. Past experience includes 17 years of employment including time with a
reinforcing steel installation company where he placed reinforcing steel and post tension
cables within various reinforced concrete structures in South Florida. He was also a foreman
for the reinforcing steel installation company working on projects where the height of structures
ranged from single story commercial to 10-story condominium and office buildings. Types of
construction ranged from reinforced concrete frame with pre-cast joist, cast in place concrete
floor system to reinforced concrete frame with flat slab, post tensioned systems including pile
caps and footings.

inspections, compaction density testing, construction materials quality control testing and
inspection. Mr. Alfonso ensures quality control and inspection services on a wide variety of
construction products including soil, concrete, grout, masonry and asphalt; earthwork
operations, demucking and other ground modifications procedures; pile load test performance
and inspection of pile installations. He also assists with test boring layout, utility clearances
and drilling department support. He also performs specialized testing that include but are not
limited to pavement cores, concrete cores, and troubleshooting with site conditions issues that
may be specific for that project.
Mattie Allen
Title: Safety Director
Description of Duties: Ms. Allen serves as Safety Director for Nutting Engineers of Florida,
Inc. She OSHA trained and has responsibility for the overall safety program for the company.
She coordinates ongoing safety training and certification for all technicians, conducts monthly
safety meetings, and ensures field technicians have proper equipment and safety education
needed to perform their jobs. She also conducts unannounced inspections of facility and
jobsite operations to ensure that safe job practices are followed and protective equipment is

Mr. Richard C. Wohlfarth, P.E., will serve as Director of Engineering
and Principal in charge for NUTTING ENGINEERS OF FLORIDA, INC.
for this project. Mr. Wohlfarth has 19 years experience in various
aspects of geotechnical exploration and engineering, construction
materials testing and structural inspections. His experience includes
determining feasibility of site development, foundation design analysis
and recommendations, providing engineering evaluation for bridge and
roadway construction, pavement design for roadways, roadway sub
grade stabilization by geotextiles and other means, design of shoring
systems for utility trenches and other deep excavations, dewatering
methodology for trench and backfill procedures. Mr. Wohlfarth also is responsible for reviewing each
laboratory test result for concrete, grout, soil and other materials and makes appropriate evaluations
of the reports.
His project experience ranges from single family home development to high-rise condominium
towers, water treatment plants and waste water treatment plants (WMIWTPs), airports, k-12 and
higher educational facilities, and roadways and drainage improvement projects. Mr. Wohlfarth has
served as Project Manager for multiple government projects and is therefore familiar with their
expectations and personnel.
His commitment to clients and to the industry standards makes him the perfect candidate for Senior
Project Manager of our assigned services for this contract.

the City in awarding the proposed Agreement and such information is warranted by the Consultant
to be true. The undersigned Consultant agrees to furnish such additional information, prior to
acceptance of any proposal relating to the qualifications of the Consultant, as may be required by
the City Manager. The Consultant further understands that the information contained in this
questionnaire may be confirmed through a background investigation conducted by the Miami Beach
