letter, proposal and risk assessment plan for the above referenced contract.
PSI has been providing geotechnical engineering, construction materials testing,
building code inspection, environmental consulting, facilities inspection and
roofing services for nearly 40 years. We maintain approximately 125 offices
nationwide, including our Miami office, and we have the capability to draw
upon the resources of more than 400 Florida-based professionals. The following

conditions, as well as with all types of materials and components used for
local construction of buildings and related facilities.
PSI understands that your geotechnical consultant must demonstrate creativity,
respond quickly to emergency conditions, be sensitive to schedules and

TEAM'S EXPERIENCE:
Years Experience for Public and Private Clients -
PSI is a national geotechnical engineering, environmental consulting,
construction materials testing, facilities consulting, and roof consulting
corporation with over 2,500 professional engineers, materials testing
inspectors, field and laboratory technicians and support personnel in
nearly 125 offices across the country. PSI was incorporated in Delaware in
June of 1972, with corporate headquarters located in Illinois. Established in
Florida in 1975, we have a team of more than 400 professionals located
within 14 offices throughout the state. The Miami office was owned and
operated by Pittsburg Testing Laboratory (PTL) from 1980 to 1991, when PSI
acquired PTL. Some of the original employees of that office are still with
PSI today.
PSI's success is based on their commitment to providing top-quality
services to their clients and to maintaining a highly-qualified staff of
professionals. With experienced personnel dedicated to providing the
highest level of customer service, PSI has built an impressive client list that
includes Miami Dade County, Dade County School Board, Broward
County Schools, Broward County, Palm Beach County, The School District
of Palm Beach County, St. Lucie County, all eight Districts of the Florida
Department of Transportation, including Florida's Turnpike Enterprise, and
Miami Dade Expressway Authority. In addition, PSI has provided
geotechnical engineering, soil testing and laboratory testing services for
some of South Florida's most significant private developments. Some of
our recent projects include The Ocean Beach Condominiums at
Hallandale Beach, The Shops at Midtown in Miami, 701 and 703 Waterford
Office Buildings in Miami-Dade County and the Blue Condominium
and Marina Blue Condominiums in Miami-Dade County.
Although PSI has the in-house resources to meet all of the requirements of
this contract, we have added HR Engineering Services, Inc. to our team to
help the City fulfill its commitment to the M/WBE community. PSI and
HRES have worked together on numerous projects and have a very good
working relationship.
All Projects for fhe Last Five Years -
At any one time, PSI is providing services on hundreds of projects. In a five
year period, PSI as a corporation will provide services on thousands of
projects, even in a single office such as our Miami office; we will complete

Legal Claims -
PSI, from time to time, has been involved in legal or administrative
proceedings as a plaintiff or defendant. With annual fees exceeding $175
million and with approximately 2,500 employees located in 32 states, we
do not maintain a comprehensive historical listing of claims. With assets
exceeding $120 million, no claim, individually or claims collectively could
adversely affect your project.
PROJECT MANAGER'S EXPERIENCE:
PSI's Project Manager for this Contract will be Mr. Hugo Soto, PE. Mr. Soto
holds a Masters of Science in Geotechnical Engineering and has more
than 25 years of experience providing geotechnical engineering and
consulting services. Currently, Mr. Soto is the Project Manager of the Port
of Miami Tunnel Project. This is a massive FDOT undertaking that will
eventually link the Port of Miami to the McArthur Causeway. This project
required the coordination and cooperation of many entities, including the
FDOT, FDEP, DERM, The Army Corp of Engineers, the Port of Miami, Major
Cruise Lines and the City of Miami.
Mr. Soto has been the Project Manager for PSI's continuing contracts with
FDOT Districts IV and VI for the last 10 years. Mr. Soto has provided
geotechnical engineering services for the Department on these contracts
on over 70 roadway and bridge projects throughout South Florida.
Mr. Soto is also the Project Manager for continuing services contracts with
Miami-Dade County, Miami-Dade Public Schools, Broward County School
Board and the City of Hialeah.

Minimum Requirements/Qualifications
City procedures, reviewing and supervising the field and laboratory test
results, tracking budget status, supervising invoice preparation, site visits
and attending project meetings. These services include subsurface
explorations, laboratory studies, geotechnical design, analyses and
recommendations related to the design and construction of foundations.
He is extremely knowledgeable in the analysis and evaluation of field and
laboratory data, performing in-situ soil testing, in-place permeability
testing and geophysical explorations. He has performed studies including
monitoring vibrations of structures during construction. In addition, his
experience has included the evaluation of retaining walls, sheet piling
systems, slope stability analysis of conventional and reinforced
embankments, evaluation of drilled shaft, augercast piles and driven piles.
His experience also includes the evaluation, design, and implementation
of different subsurface improvement programs such as vibrocompaction
techniques, dynamic compaction, preloading and compaction grouting.

Methodology and Approach
GEOTECHNICAL ENGINEERING MILESTONES AND APPROACH
When providing Geotechnical Engineering and Design Services, PSI adheres to
the following approach with detailed milestones below:
• Task Assignment
• Existing Data Review
• Field Exploration
• Laboratory Testing
• Analysis and Evaluation of Data
• Preparation of Report and Design Specifications
Task Assignment
It is anticipated that each individual task will be assigned by either the City or
one of its design consultants. We envision contact to be made with our
proposed single point of contact, Hugo E. Soto, PE in our Miami office. As point
of contact and project manager, all requested task assignments will be
coordinated by Mr. Soto. He will gather all pertinent information and discuss the
proposed intentions of the task assignment, discuss alternatives, and develop a
written proposal detailing our scope of services and timeline for completing
these services. Mr. Soto will coordinate these efforts with the specific design
personnel according to their areas of expertise. While developing this proposal,
PSI will simultaneously begin to review the existing data.
Existing Data Review
Prior to initiating any onsite studies, PSI will conduct a detailed review of
available subsurface data, geologic reports, historical information relating to site
development, and any other available information pertinent to the proposed
development.
Following completion of data review, we propose to formulate and submit a
detailed work plan to the City. The work plan will specify the location and depth
of borings to be drilled, tests to be conducted, and the schedule to be followed.
It is our intention to work closely with the City during all phases of work and to
seek comments and feedback to ensure that the final study and deliverables
meet your needs.
Field Exploration
The field exploration will be initiated by PSI's field crews. Prior to mobilization to
the project, our field crews will locate the proposed borings and coordinate with
the various utility locating firms to clear underground utilities. The field crew will

coordinate with the City's surveyor to pinpoint the exact locations of borings, if
necessary. If it is determined that borings need to be conducted upon water,
PSI intends to use GPS instruments to locate the borings. Once the borings are
located and utility clearance is established, PSI will mobilize the appropriate
equipment to the site.
Additionally, PSI owns and operates abarge-mounted drill rig, all terrain (ATV)
drill rigs, truck-mounted rigs, track-mounted rigs for tight access (less than 3 feet
wide), and various field equipment, including ground penetrating radar (GPR),
Wenner resistivity equipment, pile driving analyzer (PDA), pile integrity tester (PIT),
and a cross hole sonic logging system. All of the field exploration work and
laboratory testing of the sampled soils will be performed in accordance with
appropriate ASTM standards. Standard Penetration Test (SPT) borings may be
drilled to depths greater than 200 feet with appropriate sampling and rock
coring.
Laboratory Testing
Soil samples obtained during the field exploration program will be returned to
our laboratory for visual classification and laboratory test assignment. A majority
of selected samples will be subjected to grain size analyses, organic content,
percent of material passing the No. 200 sieve and moisture content testing.
These indices are critical in the evaluation of the susceptibility of the soil and its
properties. In addition to classification tests, it is anticipated that undisturbed
samples of fine-grained cohesive soils will be tested for consolidation and shear
strength characteristics. These parameters are required for the evaluation of
safe slopes, lateral pressures, and the rate and extent of consolidation.
Analysis and Evaluation of Data
During the course of the field and laboratory testing phases of the project, data
will be forwarded to our office on a daily basis for review and evaluation. If
encountered conditions differ substantially from those assumed at the initiation
of work, modification of the field sampling and testing program will be instituted.
Consistent communication will be maintained with representatives of the City
during the entire course of the field and laboratory testing program, as well as
during the evaluation phase.
Field and laboratory testing phases of our work will be targeted at obtaining
sufficient data to evaluate a wide range of engineering alternatives for site
construction, ground improvement, and foundation and pavement design.
Each option will be considered relative to practicality, local availability of
materials and resources, availability of competing contractors, local building
practices, applicable building code requirements, cost, and time for
implementation.

Methodology and Approach
The evaluation of data will be directed and coordinated by Mr. Soto, who has
extensive experience within the City of Miami Beach and is intimately familiar
with the local soil conditions. The evaluation process will include the entire
project team, as well as representatives of the City. As part of our evaluation
process, a decision matrix will be developed to address cost, local construction
practices, timing, competitiveness, and other issues as described previously to
allow for rapid and cost-effective decision making. This matrix will be designed
with input from the City, who can best define project-critical criteria for the
design effort.
Preparation of Report and Design Specifications
Following completion of the evaluation phase, and after design concepts have
been accepted by the City, we will prepare a final report and associated
specifications for the geotechnical aspects of the project. The report will
include the following elements;
' A description of the area geology and subsurface conditions.
' A summary of our field testing program including a description of soil strata,
soil properties, and groundwater conditions.
' An overview of our evaluation of the site including all site improvement and
foundation design options considered. This includes allow bearing
capacity, and compression capacity analysis, down-drag, tensile capacity,
lateral analysis and settlement potential on pile foundations.
' Recommendations for the treatment of soft or unsuitable soils.
' Recommendations for the design of building and structure foundations,
including recommendations for backfill materials behind retaining wall
structures and wing-walls.
' Pavement cross-section design and construction recommendations.
' Specifications for grading, deep foundation installation (piling and drilled
shafts), site improvement, and other pertinent geotechnical aspects of the
project.
' Comments relating to corrosion potential for both soil and groundwater in
accordance with FDOT guidelines.
Similar to the implementation of our Geotechnical Engineering Services, the
implementation of our Construction Materials Field and Laboratory Testing
follows a specific approach. This approach centers on communication, quality,
and responsiveness.

Construction materials testing services will involve a timely response for quality
control/quality assurance of field and laboratory testing, followed by prompt
issuance of test results. Our "total team" philosophy in providing these services is
that testing and inspection services are meant to enhance the construction
effort, not to serve as stumbling blocks to the successful completion of a project.
We will work in harmony with the City, its consultants and the contractors, to
help ensure the success and timely completion of each individual project. We
are accustomed to providing these services on a short notification basis, even
on projects that require weekend or night work, as we maintain adequate
personnel to staff multiple concurrent projects.
When providing Construction Materials Field and Laboratory Testing Services, PSI
adheres to the following approach with the detailed milestones:

• Field Testing
• Laboratory Testing
• Reporting
• Project Control
Task Assignments
Our project manager and his selected designee will:
• Review plans, specifications and other construction documents such as
pertinent soils reports.
• Prepare a scope of services including test quantity estimates and a budget
estimate.
• Submit preliminary written proposal for the City manager's review and
comments.
Agree on scope and budgetary cost, issue final proposal, and receive work
order.
• Assign appropriate technical staff to the project. PSI will maintain the same
staffing for the project for the sake of continuity.
• Attend pre-construction conference to coordinate communications
between PSI personnel, the contractor and City representatives.

Methodology and Approach
Field Testing
Coordinate with City representatives to schedule testing on an as needed
basis.
Use Nextel two-way radio and cell phone equipped personnel to respond
quickly to unanticipated or emergency testing needs.
Communicate field results to the on-site representative utilizing daily field
reports prepared by technicians.
Laboratory Testing
Commence testing immediately upon receipt of sample.
Maintain full-time dedicated laboratory staff to expedite test turn-around
and quality.
Maintain state-of-the-art testing equipment to enhance timeliness and
accuracy.
• Communicate significant findings to the City's Project Manager.
Reporting
Provide daily field reports of our work activities before leaving the site.
Furnish field and laboratory results in a typed format identifying all "retests".
Provide results verbally to the City representative immediately following final
test.
Provide final routine test reports within 48 hours following completion of
testing in a report format that the City's project manager desires.
Furnish a summary of recommended use of materials, design of the project,
and description of additional exploration and testing, if needed.
Project Control
• Communicate with the City's Project Manager via meetings and timely
reports.
Track our work order amount against actual fees on a monthly basis.
Advise construction manager of the test results and construction
recommendations, with City concurrence.
Recommend that the PSI project manager attend construction meetings
with the City's Project Manager, enabling us to maintain open lines of
communication, avoid potential problems, and provide quick response
time to any problems that may arise. Additionally, we will be able to
answer any questions concerning test methods, results, or scheduling
needs.

Mr. Soto has 25 years of experience providing geotechnical engineering and consulting services.
These services include laboratory studies, geotechnical design, analyses and recommendations
related to the design and construction of foundations and geotechnical exploration programs. He
has held positions as Geotechnical Department Manager, Senior Geotechnical Engineer, Project
Engineer as well as Drilling Department Manager for large corporations in Florida, and Texas. As
District Manager of PSI's Miami office, Mr. Soto is responsible for all management of technical
personnel providing geotechnical engineering, construction materials testing and inspection.
Mr. Soto is extremely knowledgeable in the analysis and evaluation of field and laboratory data,
performing in-situ soil testing, in-place permeability testing, geophysical explorations and Special

Professional Experience
Dr. Kuo is a Chief Engineer/Senior Consultant at Professional Service Industries, Inc. (PSI). Prior to
joining PSI, he was District Geotechnical Engineer for the Florida Department of Transportation
Districts I and VII. He has a variety of experience on shallow and deep foundation design, soil-
structure interaction analysis, retaining wall system design and pavement evaluation. Additionally, he
has extensive experience in performing wave equation analysis, dynamic load testing, Pile Driving
