Geosol, Inc. (GEOSOL), a Miami-Dade and FDOT certified firm qualified to perform the requested services under this RFQ is pleased
to submit this Request for Qualifications (RFQ) for short-list consideration and ultimately seeks to serve The City on this contract. GEOSOL
is a full service, Disadvantaged Business Enterprise (DBE), geotechnical-consulting and testing firm based in Miami Lakes. The
firm has distinctive in-house resources and unique experience and is ready to serve The City's needs on a short notice.
GEOSOL was established in April of 2000. Since its inception, the firm has grown from 2 to 12 employees. GEOSOL is very experienced in
providing geotechnical, construction testing and inspection for hundreds of FDOT and municipal projects. In addition, GEOSOL has
considerable experience in the City of Miami Beach. GEOSOL provided geotechnical services as a subconsultant for several of the
Capital Improvements Program projects, including the Flamingo Lummus Neighborhood Right-of-Way (ROW) Infrastructure Improvement
Program, Biscayne Point Neighborhood ROW Infrastructure Improvement Program, and is part of the selected team for the design/build
services for Neighborhood # 7 -ROW Infrastructure Improvement Program. For the FDOT Districts 6 Materials Office, in May of 2004,
GEOSOL provided geotechnical services for roadway improvements on SR 907 (Alton Road) Roadway Improvements, from 8th
Street to Michigan Avenue. GEOSOL is now the geotechnical-subconsultant to Kimley-Horn and Associates for the PD&E of Alton Road,
(from 5th Street to Michigan Avenue) including the Flyover ramp bridge from SR-836 and the bridge at West Avenue and Dade Boulevard.
We propose to work closely with The City's Project Manager and his staff to serve and deliver any assignment on time and on budget.
Every member of our team is very sensitive to the needs of The City and will make sure that you are well served. We are herein submitting a
description of our qualifications and resources. As you review this RFQ please, note that GEOSOL offers the following resources:

7.7 QUALIFICATIONS OF THE CONSULTANT TEAM

GEOSOL, INC. will serve as the Prime Consultant and responsible firm for this contract. GEOSOL was
established in April of 2000. Since its inception, the firm has grown from 2 to 12 employees. The Contact Person is
Mr. Oracio Riccobono, PE. Mr. Riccobono has over 20 years of professional experience in the field of geotechnical
engineering and testing. He will be assisted by a core group of experienced engineers, field technicians, CADD
drafting and administrative personnel with the expertise to successfully produce quality contract assignments on
time and in acost-effective fashion without sacrificing accuracy and/or quality. The proposed team has
extensive amount of FDOT and County type geotechnical experience in South Florida. We have included
our applicable certifications, licenses and resumes.
GEOSOL has a full service geotechnical and materials testing facility located in Miami Lakes. GEOSOL
and its staff are qualified by Miami-Dade County Department of Public Works in categories 9.01(Drilling,
Subsurface Investigations and Seismographic Services), 9.02 (Geotechnical and Materials Engineering Services)
and 10.05 (Contamination Assessment and Monitoring). In addition, the firm is qualified by FDOT in work
groups 9.1 (Soil Exploration), 9.2 (Geotechnical Classification Laboratory Testing) and 9.4 (Foundation Studies).
Our team offers the largest kind of local staff required, resources and capabilities. As such, we have the largest
available capacity to serve The City needs quicker and more efficiently. We offer the commitment of the
following 12 experienced employees who have significant experience in the services required by this RFP.

Public Works, DERM, Housing, Aviation and Water and Sewer), Tri-County Commuter Rail Authority and South
Florida municipalities. These services have been performed during preliminary and final design as well as
construction phases through various rotating list type of contracts or directly for numerous designers.

subconsultant for several of the Capital Improvements Program

2. TYPICAL METHODOLOGY AND APPROACH

The GEOSOL Team has a full understanding of the scope of services and is well equipped to handle any type of
assignment on this important contract. The services will be performed on an as needed basis for various projects
citywide. This type of contract is of "Task Work Order" type and dependant on the needs of The City. Any
geotechnical services conducted must meet FDOT Standards and in accordance with all applicable statutes,
manuals, guidelines, standards, handbooks, and procedures. Atypical flow of activities for any assignment will
likely include the following:
• Meet with Project Manager and his representative to discuss the project requirements
• Perform site visit
• Review project files and make use of all existing data previously collected from other projects
• Prepare and submit scope of services for discussion and approval
• Prepare written proposal including scope of services, schedule and cost
• Submit written technical and fee proposals to The City Project Manager for review and approval
• Perform boring or testing layout in the field
• Call Sunshine One-Call Center and to have utilities marked in the field
• Contact The City of Miami Beach Public Works Department to file and obtain permit to perform field testing
• Contact The City of Miami Beach Public Works Department to have utilities marked in the field
• Document presence of existing utilities at each test location
• Perform MOT in accordance with FDOT Standard Index Drawings Series 600
• Perform field testing in accordance with applicable industry guidelines and methods
• Perform Laboratory Analysis and Testing in accordance with applicable industry guidelines and methods
• Upon completion, contact the Project Manager and/or his representative to discuss the findings

Dear Ms. Riccobono::
The Department is pleased to announce that your company has been certified as a Disadvantaged Business
Enterprise (DBE) which is subject to continued eligibility and also subject to actions of any other governmental
agencies which may affect the minority status of yourfirm. This agency's certification enables the company to
compete for Department work as a minority owned and operated company. It is not a guarantee that the
company will receive work.
DBE certification by the Department shall be for a period of three (3) years. On each anniversary date during
the three (3) year certification period an Affidavit of Continuing Eligibility must be submitted. If at any time
there is a change in the ownership and control of the company, a new UCP Application is to be forwarded
without delay to the Department. For recertification at the end of the three (3) year period a new UCP
Application must be submitted to the Department ninety (90) days prior to expiration of your current
certification.

Relevant Professional Experience
1985-1987 Compania Ecuatoriana de Pavimentos (CEPA).- Resident project engineer fora 140 mile road widening and resurfacing
project of a major highway in Ecuador. As project engineer, I was in charge of the production of aggregates for the sub-
base, base and hot-mix asphalt pavement. I managed the mining equipment, tertiary crusher plant, hot-mix asphalt
plant, road paving equipment and earthwork equipment. Under my direction were approximately 100 employees. During
this project, I was in charge of selecting borrow areas by evaluating aggregates on the basis of physical tests. Upon
selection of aggregate sources, trial mix designs were evaluated and submitted to the government agency in charge of
the project for their acceptance.
1987-1989 Self employed general contractor performing roadway and bridge construction, municipal and commercial construction.
Projects that I have constructed included two 20 feet span bridges with deep foundation; earthwork of shrimp farm
construction and re-construction of levees; curb and gutter and miscellaneous work for municipalities and construction of
equipment house of a oil refinery port.
1987 -1997 Law Engineering and Environmental Services, Inc. (LAW).- Senior construction engineer managing the department of
construction materials testing and inspection services. I was in charge of the materials testing laboratory for aggregates,
soils, concrete, asphalt and masonry. Under my supervision were approximately 12 to 15 engineering technicians
performing construction quality control, special inspections, roof installation monitoring, deep foundation installation,
structural steel erection inspections, pre-cast plant inspections, etc. The laboratory testing services were performed in
accordance with standards by the American Society of Testing Materials (ASTM), Federal Aviation Administration (FAA),
the American Society of Highway and Transportation Officials (ASHTO), etc. The construction quality control services
supervised by me included site preparation observations, deep foundation installation monitoring (driven piles, augered
cast-in-place piles, drilled shafts), static compression and tension load tests, steel reinforcement placement observations,
reinforced masonry construction and structural steel erection observations. In addition, I have performed quality control
and material evaluations for buildings designed with structural masonry components. My experience in this field has
been both in the laboratory and field.
1997-2000 Professional Service Industries, Inc. (PSI).- Senior engineer and manager of the construction services department. My
responsibilities include directing and supervising the materials testing laboratory and the field quality control and
inspection services. Under my supervision I had 15 engineering technicians performing full-time inspections of deep
foundation systems such as auger-cast piles, drilled shafts and vibro-flotation systems; performing load tests; full-time
inspections of Threshold Buildings.
