A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, CALLING A
PUBLIC HEARING TO CONSIDER A REQUEST BY ST.
PATRICK'S SCHOOL, LOCATED AT 3701 MERIDIAN
AVENUE, TO REPLACE THE TEMPORARY BARRICADES
CURRENTLY BEING PLACED DURING SCHOOL DAYS ON
MERIDIAN AVENUE, AT 37TH AND 39TH STREETS, WITH
PERMANENT ELECTRICALLY OPERATED TRAFFIC
ARMS THAT WOULD REMAIN CLOSED DURING SCHOOL
HOURS, AND TO CONSIDER THE SCHOOL'S REQUEST
FOR THE PLACEMENT OF LANDSCAPED ISLANDS,
LIGHTING AND PARKING SPACES ON MERIDIAN
AVENUE, BETWEEN 37TH AND 39TH STREETS, AND THE
RESTRICTION OF THAT PART OF MERIDIAN AVENUE TO
A ONE WAY STREET.
WHEREAS, St. Patrick's School (School), located at 3701 North Meridian Avenue, owns
Lots 12 through 19 of Block 2, and all of Block 5 of the Garden Subdivision, as recorded in Plat
Book 31, Page 9, of the Public Records of Dade County, Florida, which is the area between 37th and
39th Streets, to the East and West side of Meridian Avenue; and
WHEREAS, the School has been, and is currently, barricading the section of Meridian
Avenue, between 37th and 39th Streets, during school hours due to continuous student and School
staff traffic; and
WHEREAS, the School has approached the Administration with a request to replace those
temporary barricades that are presently being used on Meridian Avenue, during school hours, with
electrically operated traffic control arms and landscaped islands, all as more specifically shown in the
attached Exhibit "A", together with the creation of parking spaces on that portion of Meridian
Avenue at 37th and 39th Streets, and restriction of traffic to north bound one way in that same
section, between 37th and 39th Streets; and
WHEREAS, the School's request has been referred for review by the Land Use Committee,
and the request to restrict that portion of Meridian Avenue, between 37th and 39th Streets, to a one
way street and the creation of parking spaces therein, has been additionally referred to the Dade
County Public Works' Traffic Control Division for approval; and
WHEREAS, the Administration recommends that, following review by the Land Use
Committee and the Dade County Public Works' Traffic Control Division, the Mayor and City
Commission hold a Public Hearing to consider public comment, particularly from affected property
owners in and around the immediate School area, regarding the aforestated request by the School.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that a Public Hearing to
consider a request by St. Patrick's School to replace the temporary barricades that are presently being
used during school days on Meridian Avenue, at 37th and 39th Streets, with permanent electrically
operated traffic arms that would remain closed during school hours, and, additionally, to consider the
placement of landscaped islands, lighting, and parking spaces on Meridian Avenue, between 37th and
39th Streets, as shown in the attached Exhibit "A", and the restriction of said section of Meridian
Avenue to a one way street, is hereby called, first following a review of the aforestated request by
the Land Use Committee and the Dade County Public Works' Traffic Control Division, to be held
before the Mayor and City Commission in their Chambers on the Third Floor of City Hall, 1700
Convention Center Drive, Miami Beach, Florida, on May 17 , 1995 beginning at 3:30
P.m. and the City Clerk is hereby authorized and directed to public appropriate Public Notice of the

said Public Hearing in a newspaper of Miami Beach, at which time and place all interested parties will
be heard.

AND LANDSCAPING ISLANDS WITH LIGHTING AND PARKING
SPACES ON MERIDIAN AVE.
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission set a date and time for a public hearing
to follow the review by the Land Use Committee, in consideration of a request by St. Patrick's
School to replace the temporary barricades being placed at present during school days on Meridian
Avenue at 37th and 39th Streets, with permanent electric operated traffic arms that will be closed
during school hours. Also to be considered in this hearing are the placing of landscaped islands,
lighting and parking spaces on Meridian Avenue between 37th and 39th Streets, as shown in the
attached Exhibit A, and the restriction of the said section of Meridian Avenue to a one way street.
BACKGROUND:

ANALYSIS:
St. Patrick's School is requesting to replace the temporary barricades that are being used at present
on Meridian Avenue during school hours, with electrically operated traffic control arms and
landscaped islands as shown on the attached Exhibit A, together with creation of parking spaces on
Meridian Avenue and restriction of traffic to northbound one way , in the said section between 37th
and 39th Streets.
The restriction of North Meridian Avenue to a one way street and creation of parking spaces has
been refered to the Dade County Public Works' Traffic Control Division for approval.
St. Patrick's School shall be paying for all the proposed improvements and should provide
the City with a maintenance agreement for this area.
CONCLUSION:
The City Commission should set a time and date for a public hearing to consider this request
following a review by the Land Use Committee and approval or comments by Dade County Traffic
Signs and Signals Division. Concerned property owners should also be notified, allowing for the
minimum fifteen days for notification.
