2007-26636 ResoRESOLUTION NO. 2007-26636 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, URGING THE MIAMI-DADE COUNTY COMMISSION TO RESOLVE THE MIAMI-DADE COUNTY FILM OFFICE'S BUDGET SHORTFALL WITHOUT THE NEED TO IMPLEMENT PERMIT FEES. WHEREAS, the Film Production and Entertainment Industry in Miami-Dade County ("County") generates a significant amount of revenue to local businesses due to the presence of production crews and entertainers who work and locate within the South Florida areas for various projects; and WHEREAS, currently Miami-Dade County does not charge permit fees for film production activities due to the other benefits and revenues generated by these activities within the County; and WHEREAS, in order to resolve a current shortfall in the Miami-Dade County Film Office Budget, Miami-Dade County is considering implementing a permit fee for film and entertainment production activities in the County; and WHEREAS, the Mayor and City Commission of the City of Miami Beach ("City") are concerned that the implementation of the proposed permit fees will negatively impact the service and convenience provided to the entertainment production industry via the Filmiami Collective Virtual One Stop Permit platform to which the City's Film Office currently belongs, and that removing the City's Film Office from that alliance would be more of a disincentive to the entertainment and production industry than any benefit that may be received from a permit fee program; and WHEREAS, the Mayor and City Commission of the City of Miami Beach only support a permit fee if it were exclusively a location fee for productions occurring in unincorporated Miami-Dade or countywide; and WHEREAS, regardless of any fee that may be implemented by Miami-Dade County, the Mayor and City Commission wish to continue the City's policy of not changing any production permit fees in order to maintain an industry friendly environment in Miami Beach. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Miami-Dade County Commission is hereby urged to resolve the County Film Office budget shortfall without the implementation of a permit fee; however, if such fee is implemented, said fee should go exclusively to maintaining service levels, the cooperative marketing in the Miami-Dade Film Office should be continued, and the fee should be capped at $100.00 per permit application. Furthermore, regardless of any fees which may be imposed by Miami-Dade County, the City of Miami Beach shall continue to waive any permit fees for production in the City of Miami Beach.
