A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY AUTHORIZING
THE MAYOR AND CITY CLERK TO EXECUTE EXTENSION FORMS
FOR THE TWO ARTIFICIAL REEF CONSTRUCTION GRANTS
AWARDED TO THE CITY BY THE FLORIDA DEPARTMENT OF
ENVIRONMENTAL PROTECTION.
WHEREAS, the Mayor and City Commission accepted two grants awarded to the City
under the Florida Department of Environmental Protection's (FDEP) Artificial Reef Construction
Grant Program on November I, 1995 and September 25, 1996, respectively; and
WHEREAS, the grants provide for the construction and monitoring of a series of artificial
reefs about 200 yards off-shore of the South Pointe Park beach; and
WHEREAS, the planned artificial reefs will be an important element of the City's coastal
zone management by providing important marine habitat and storm surge protection; and
WHEREAS, the planned artificial reefs will help augment local sportfishing and diving
which are important components of the City's tourism industry; and
WHEREAS, this project represents an important first step in the City's research program to
develop artificial reefs that will help prevent beach erosion; and
WHEREAS, both grants were scheduled to be completed by June 30th, 1997; and
WHEREAS, the implementation of the grant projects was delayed for almost a year by
permit review process delays on the part of the FDEP; and
WHEREAS, in light of the unexpected delay, the FDEP has extended the term of the two
grants in order to allow the City sufficient time in which to complete the projects; and
WHEREAS, the first grant (OF MAS #048) will be extended until December I, 1997 and
the second grant (OFMAS #084) will be extended until June 30, 1998; and
WHEREAS, in all other respects, the Grant Agreements remain unchanged; and
WHEREAS, the delay in receiving the Grant Agreement Amendment Forms from the FDEP
necessitated the Forms being executed prior to obtaining City Commission approval.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the execution of the
Extension Forms for the two Artificial Reef Construction Grants awarded to the City by the FDEP
is hereby retroactively approved.

FISHERIES MANAGEMENT AND ASSISTANCE SERVICES.

BACKGROUND
The Mayor and City Commission accepted two grants, awarded to the City under the Florida Department
of Environmental Protection, Office of Fisheries Management and Assistance Services (FDEP-OFMAS)
Artificial Reef Construction Grant Program on November I, 1995 and September 25, 1996, respectively.
The grants provide for the construction and monitoring of a series of artificial reefs about 200 yards off-
shore of the South Pointe Park beach. The planned reefs will provide important marine habitat and will
help augment the local sportfishing and diving which are important components of the City's tourism
industry.
The planned reefs also represent an important first step in the cooperative research effort between the
City, the Dade County Department of Environmental Resources Management, Nova University and
several area reef experts to develop artificial reefs that will help prevent beach erosion and lengthen our
beach renourishment cycle.
Both grants were scheduled to be completed by June 30th, 1997. Permit review process delays, on the
part of the FDEP-OFMAS, caused the implementation of the grant projects to be delayed for almost a
year. In light ofthe unexpected delay, the FDEP-OFMAS has agreed to extend the term of the two grants
in order to allow the City sufficient time in which to complete the projects.

The first grant (FDEP-OFMAS #048 in the amount of $40,000) will be extended until December 1, 1997
and the second grant (FDEP-OFMAS #084 in the amount of $25,000) will be extended until June 30,
1998. In all other respects, the Grant Agreements remain unchanged.
Because the Grant Agreement Extension Forms were not received from the FDEP-OFMAS until June
16, 1997 and because the executed forms had to be returned to the FDEP-OFMAS prior to June 30, 1997,
it was necessary to have the forms executed in advance of the City Commission's approval, in order to
avoid the loss of the grant funds.
CONCLUSION
The City Commission should hereby retroactively approve the attached Resolution authorizing the
extension of the term of the City's Artificial Reef Construction Grants.
