A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE RETROACTIVELY APPROVING AND
TO SUBMIT THE FOLLOWING GRANT FUNDING REQUESTS: 1)
FEDERAL MEDIATION AND CONCILIATION SERVICE FOR
FUNDING, IN AN AMOUNT NOT TO EXCEED $125,000, FOR THE
LABOR MANAGEMENT COOPERATION PROGRAM; 2) VISITOR
AND CONVENTION AUTHORITY, FOR FUNDING, IN AN AMOUNT
NOT TO EXCEED $30,000, FOR THE CITY'S "SLEEPLESS NIGHT"
EVENT; 3) DEPARTMENT OF HOMELAND SECURITY, FOR
URBAN AREA SECURITY INITIATIVE (UASI) FUNDING, IN AN
AMOUNT NOT TO EXCEED $550,000, FOR FISCAL YEAR (FY)
2006/07; AND, 4) DEPARTMENT OF HOMELAND SECURITY, FOR
URBAN AREA SECURITY INITIATIVE (UASI) FUNDING, IN AN
AMOUNT NOT TO EXCEED $400,000, FOR FY 2007/08 FUNDING
FOR THE CITY'S HOMELAND SECURITY NEEDS; FURTHER
APPROPRIATING ALL THE ABOVE GRANTS AND MATCHING
FUNDS, IF APPROVED AND ACCEPTED BY THE CITY; AND
AUTHORIZING THE EXECUTION OF ALL NECESSARY
DOCUMENTS RELATED TO THESE APPLICATIONS.
WHEREAS, the Federal Mediation and Conciliation Service (FMCS) provides
assistance to municipalities for the establishment and operation of company/plant, area,
public sector, and industry-wide labor-management committees for the purpose of
improving labor-management relationships, and organizational effectiveness; and
WHEREAS, the Administration has requested grant funds for a series of training
and communication courses, specifically targeted at improving communication between
representatives of labor and management, and at providing needed language
enhancement and communication skills; and
WHEREAS, the program will be overseen by the City's joint labor-management
committee tasked with carrying out the specific objectives that meet the criteria of this
grant; and
WHEREAS, the expected goals of the program include the following: increased
level of education, improve communication skills, reduce language barriers, and improve
writing skills; and
WHEREAS, the grant was presented to the five (5) bargaining units in the City
and was endorsed by all five unions; and
WHEREAS, the City has applied for funding, in the amount of $125,000, and the
grant requires a 25% match; matching funds were pledged by the unions and will also be
provided by participating departments; and
WHEREAS, this grant supports the key intended outcome: Attract and maintain
a quality workforce; and
WHEREAS, retroactive approval to submit a grant application to the Federal
Mediation and Conciliation Service (FMCS) Labor-Management Cooperation Program
for funding, in an amount not to exceed $125,000, for the City's effective
"Communication and Training Program for a Diverse Workforce" is requested; and
WHEREAS, the Administration will bring an innovative culture and entertainment
event called "Sleepless Night" to Miami Beach; and
WHEREAS, this all-night, free event in Miami Beach has been scheduled for
Saturday, November 3, 2007, and will be a collaboration of all the City's major cultural
institutions, theaters, galleries, and arts organizations, along with hotels, shops, clubs,
restaurants, and individual artists and presenters; and
WHEREAS, this innovative Citywide showcase of culture first began
internationally when Paris hosted the first 'Nuit Blanche' event in 2002; the success of
the event in Paris has made it an annual city celebration and it has become an
international trend, spreading to cities such as Rome, Madrid, Brussels, Toronto, and
now, for the first time in the United States, Miami Beach; and
WHEREAS, the City is requesting grant funds to help defray the cost of
marketing and advertising for this event; and
WHEREAS, matching funds, in the amount of $30,000, are available from
corporate support pledged to this event; and
WHEREAS, this project supports the key intended outcome: Increase resident
satisfaction with cultural activities; and
WHEREAS, retroactive approval is requested to submit a grant application to
the Miami Beach Visitor and Convention Authority for funding, in an amount not to
exceed $30,000, for the City's "Sleepless Night" event; and
WHEREAS, the Urban Area Security Initiative (UASI) is funded through the
Department of Homeland Security (DHS), under the Homeland Security Grant Program,
and one of the core missions of the DHS is to enhance the ability of State and local
government to prevent, protect against, respond to and recover from terrorist attacks
and other disasters; and
WHEREAS, the federal government allocates funding to the different Urban
Area groups based on a risk-based methodology and the City receives UASI funding as
part of the allocation for the Miami Urban Area; the City will be utilizing grant funds for
both years (FY 2006/07 and FY 2007/08) to further homeland security needs; and
WHEREAS, no matching funds are required from the City; and
WHEREAS, this project supports the key intended outcome: Increase resident
ratings of public safety services; and
WHEREAS., retroactive approval is requested to submit the following grant
applications to the Urban Areas Security Initiative (UASI) Program, in an amount not to
exceed $550,000, for FY 2006/07 funding; and
WHEREAS, retroactive approval is requested to submit the following grant
applications to the Urban Areas Security Initiative (UASI) Program, in an amount not to
exceed $400,000, for FY 2007/08 funding; and
NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby retroactively approve and
authorize the City Manager or his designee to submit the following grant requests: 1)
Federal Mediation and Conciliation Service, for funding, in an amount not to exceed
$125,000, for the Labor Management Cooperation Program; 2) Visitor and Convention
Authority, for funding, in an amount not to exceed $30,000, for the City's "Sleepless
Night" event; 3) Department of Homeland Security For Urban Area Security Initiative
(UASI) funding, in an amount not to exceed $550,000 for FY 2006/07; and 4)
Department of Homeland Security For Urban Area Security Initiative (UASI) funding, in
an amount not to exceed $400,000, for FY 2007/08 funding for the City's Homeland
Security needs; further appropriating all the above grants and matching funds, if
approved and accepted by the City; and authorizing the execution of all necessary
documents related to these applications.

ANALYSIS
1. Retroactive approval to submit a grant application to The Federal Mediation and
Conciliation Service (FMCS) Labor-Management Cooperation Program forfunding in
an amount not to exceed $125,000 for the City's effective `Communication and
Training Program for a Diverse Workforce'
The FMCS provides assistance to municipalities for the establishment and operation of
company/plant, area, public sector and industry-wide labor-management committees that: a)
have been organized jointly by employers and labor organizations representing employees;
and, b) are established for the purpose of improving labor-management relationships, and
organizational effectiveness.

The Administration has requested grant funds to provide a series of training and
communication courses, specifically targeted at improving communication between
representatives of labor and management. These courses will provide participants with
opportunities to study and explore new and innovative joint approaches to achieving
organizational effectiveness and improve working relationships between the City's workers
and managers, as well as our residents and visitors. The program will be overseen by the
City's joint labor-management committee tasked with carrying out the specific objectives that
meet the criteria of this grant.
The City's proposed educational opportunities offered as part of this "Effective
Communication and Training Program for a Diverse Workforce" grant will provide needed
language enhancement and communication skills. The expected goals of the program
include the following: increased level of education, improve communication skills, reduce
language barriers, and improve writing skills.
The grant was presented to the five (5) bargaining units in the City and was endorsed by all
five unions.
The City has applied for funding in the amount of $125,000 and the grant requires a 25%
match, in the amount of $13,888. Matching funds were pledged by the following unions:
AFSCME - $2,000 and CWA - $1,389. The remaining three unions will be taking a vote at
their next meeting on the amount of funding to pledge as a match to this grant. The following
participating departments will provide the remaining funding from their budgets to match this
grant, if awarded: Public Works and Parks. This grant supports the key intended outcome:
Attract and maintain a quality workforce.
2. Retroactive approval to submit a grant application to the Miami Beach Visitor and
Convention Authority for funding in an amount not to exceed $30,000 for the City's
"Sleepless Night" event
The City of Miami Beach will bring for the first time a unique celebration of innovative and
daring culture and entertainment called "Sleepless Night." This all-night, free event in Miami
Beach has been scheduled for Saturday, November 3, 2007, from 6:OOp.m. to 6:OOa.m.,
making it a 13-hour night due to the end of Daylight Savings Time. This night was chosen
because itfits in perfectly with the City's "25/7" marketing campaign ("Miami Beach 25/7: So
much to do you need the extra hour").
Sleepless Night will be a collaboration of all the city's major cultural institutions, theaters,
galleries, and arts organizations, along with hotels, shops, clubs, restaurants, and individual
artists and presenters. The diverse program includes indoor and outdoor arts exhibits and
installations, performances, fashion shows, tours, dance, music, film, and other cultural
offerings.
This innovative citywide showcase of culture first began internationally when Paris hosted

2006/07 funding; and,
4. Retroactive approval to submit the following grant applications to the Urban Areas
Security Initiative (UASI) program in an amount not to exceed $400,000 for FY
2007/08 funding
The Urban Area Security Initiative (UASI) is funded through the Department of Homeland
Security (DHS), under the Homeland Security Grant Program. One of the core missions of
the DHS is to enhance the ability of state and local government to prevent, protect against,
respond to and recover from terrorist attacks and other disasters. The UASI grant program
focuses on planning, equipment, training and exercise needs of high threat, high density
urban areas.
The federal government allocates funding to the different Urban Area groups based on a
risk-based methodology. The City of Miami Beach receives UASI funding as part of the
allocation for the Miami Urban Area. The City will be utilizing grant funds for both years to
further homeland security needs, including the following: interoperable communication
systems, law enforcement equipment, generators, fire equipment and training, water tanks
perimeter fence security, utility control room security and law enforcement equipment.
Approval for the following amounts of UASI funding is requested: Fiscal Year 2006/07 -
$550,000; and, Fiscal Year 2007/08 - $400,000. No matching funds are required from the
City. This project supports the key intended outcome: Increase resident ratings of public
safety services.
CONCLUSION
The Administration requests retroactive approval to authorize the City Manager or his
designee to submit the following grant applications: 1) Federal Mediation and Conciliation
Service for funding in an amount not to exceed $125,000, for the Labor Management
Cooperation Program 2) Visitor and Convention Authority for funding in an amount not to
