2007-26608 ResoRESOLUTION NO. 2007-26608 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT, WITH FLORIDA POWER AND LIGHT (FPL), TO RELOCATE EXISTING POWER LINES, IN PREPARATION FOR THE NEW WASTEWATER BOOSTER PUMP STATION AT SOUTH POINTE. WHEREAS, on July 8, 1992, pursuant to Resolution No. 92-20540, the Mayor and City Commission approved and authorized the Mayor and City Clerk to execute an agreement with the firm of Camp, Dresser and McKee, Inc. (CDM), to provide architectural/engineering services forthe upgrade of sewer and water pumping stations, and to design a new Water Booster Pump Station on the MacArthur Causeway (the Agreement); and WHEREAS, on December 6, 2006, pursuant to Resolution No. 2006-26418, the Mayor and City Commission approved Amendment No. 17 to the Agreement, re-activating the design process; and WHEREAS, on December 5, 2006, the revised 30% design was presented to the Design Review Board (DRB) and was approved; CDM is currently addressing 90% regulatory and design review comments; and WHEREAS, during the 90% review process, it was determined that it would be in the best interest of the project to expedite the relocation of the existing overhead power lines and the removal of the existing old water tower foundations; and WHEREAS, FPL presented a budgetary estimate, in the amount of $104,000, for the relocation of the overhead power lines that currently provide service in the area and do not currently service the Pump Station location; however, the lines are in conflict with the design of the Station; and WHEREAS, the final amount will be determined when the design is complete; and WHEREAS, the actual electric service for the Station has been designed to run underground and directly into an FPL vault within said Station; and WHEREAS, addressing this relocation in advance will facilitate the construction of the Station and avoid construction scheduling delays; and WHEREAS, project funding, in the amount of $140,000, was previously appropriated for design and engineering from Fund 379, South Pointe Capital Funds, in the Fiscal Year 2005-2006 Capital Budget. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize the Mayor and City Clerk to execute an Agreement, with Florida Power and Light (FPL), to relocate existing power lines, in preparation for the new Wastewater Booster Pump Station at South Pointe. The new Amendment 17 included the following contract categories: • Design • Design Contingencies • Permitting and Bidding • Reimbursable expenses This Amendment 17 reactivated the design process. The revised 30% design was presented to the DRB and was approved. The consultant is currently addressing 90% regulation and design review comments. During the 90% review process, and aware of the long lead times necessary to schedule FPL construction crews, it was determined that it would be in the best interest of the project to expedite the relocation of the existing FPL overhead power lines presently located within an easement that is in conflict with the design of the future pump station .FPL has provided a budgetary estimate to design and relocate the overhead power lines. These overhead lines currently provide service in the area and do not currently service the Pump Station location; however the lines are in conflict with the design of the station. Addressing this relocation in advance will facilitate the construction of the station and avoid construction scheduling delays. The actual electric service for the station has been designed to run underground and directly into an FPL vault within the station. CDM and the CIP office also coordinated underground exploratorywork in the area of the existing foundations from the old water tower. The exploratory work was intended to address concerns regarding the possible contents of creosote in the soils around the foundations due to the use of wood piles. It was determined at the time of the exploratory work that the as-built drawings presented to the consultant to design the station were not accurate and the existing foundations are significantly larger than anticipated. CDM provided a cost estimate of $315,000 for the removal of the foundations and it was agreed that performing the demolition work would expedite the future construction of the pump station. In order to perform this task, the CIP Office will be contracting a Job Order Contractor (JOC) to perform the demolition and fund it from previously appropriated funds in the fiscal year 2005-2006_ Capital Budget. ANALYSIS On July 8, 1992, the Mayor and City Commission adopted Resolution 92-20540, authorizing the Mayor and City Clerk to execute an Agreement with the firm of Camp, Dresser and McKee, Inc. (CDM), to provide architectural/engineering services for the upgrade of sewer and water pumping stations, and to design a new Water Booster Pump Station on the MacArthur Causeway. The City's 2000 Comprehensive plan established that the inefficient equipment at the existing pump stations was operating inover-capacity conditions, had surpassed its useful life, and would continue to face increasing operating and maintenance expenses without the construction of a new in-line booster station at South Pointe. The alternative to providing a new booster pump station would be to provide major structural, mechanical, and electrical upgrades at five existing pump stations (PS Nos. 1,10,11,28D,and 31) downstream of Pump Station (PS) 288. Consequently, the South Pointe Wastewater Booster Pump Station Project was identified as a priority, and City staff recommended its construction. On January 31, 2001, the City Commission adopted Resolution No. 2001-24243, approving Amendment No. 9 to its 1992 Agreement with CDM to provide Professional Architectural and Engineering Services for the Wastewater Master Booster Pump Station at South Pointe. The proposed pump station is to be located on a triangular parcel of land bounded by Jefferson Avenue to the East, Alton Road to the West, First Street to the North, and the intersection of Jefferson Avenue and Alton Road at Commerce Street to the South. Commission Memorandum September 5, 2007 South Pointe WW Booster Page 2 of 3 PROJECT SCOPE Construction of a pump station .with two1500 HP Pumps, FPL vault, transformers, control room, emergency generator, fuel storage tanks, HVAC and ventilation system, SCADA controls, architectural treatments, site landscaping and a 54" diameter force main. Prior to the presentation of the project to the Design Review Board (DRB), the City and CDM presented the project to the community on April 25, 2006. The community was opposed to the proposed two-floor scheme, and expressed its strong concern for possible odors as well as noise and vibration from the pumps. Staff directed CDM to revisit the design and make any necessary modifications to address the community's concerns with noise and vibration. It was explained to the community that odor would not be an issue as this was a close system. At a subsequent third workshop on August 22, 2006, a modified design was presented, and received final acceptance by the community. As a condition of this acceptance, the community requested that an acoustics consultant be included in the design team to address further soundproofing of the station. On December 06, 2006, through Resolution 2006-26418, the City Commission authorized the execution of Amendment 17 to CDM.
