A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING
AND AUTHORIZING THE CITY MANAGER TO ISSUE A
CERTIFICATION OF CONSISTENCY WITH THE CITY'S
CONSOLIDATED PLAN TO THE HOUSING AUTHORITY OF
THE CITY OF MIAMI BEACH (HACMB) AS PART OF A
HOME INVESTMENT PARTNERSHIPS PROGRAM (HOME)
FUNDING AWARD TO HACMB OF $2,762,100 DIRECTLY
FROM THE FLORIDA HOUSING FINANCE CORPORATION
(FHFC), TO FUND DEVELOPMENT COSTS FOR THIRTY
(30) NEW ONE-BEDROOM UNITS OF AFFORDABLE
HOUSING FOR ELDERLY PERSONS WITH DISABILITIES
LOCATED AT 321-327 MICHIGAN AVENUE, MIAMI BEACH,
FLORIDA.
WHEREAS, on August 10, 2007, the Housing Authority of the City of Miami Beach
(HACMB) submitted a request for the City to issue a Certification of Consistency with the
City's Consolidated Plan (Plan) for its $2,762,100 HOME award, through the Florida
Housing Finance Corporation via the U.S. Department of Housing and Urban Development
(HUD), for development costs of its proposed thirty (30) unit affordable housing project for
elderly persons with disabilities, located at 321-327 Michigan Avenue, Miami Beach,
Florida (the Project); and
WHEREAS, the Plan is the City`s five year plan, as required by HUD, that describes
a community's needs, resources, priorities, and proposed activities to be undertaken with
certain HUD funding, including funding under the HOME Program; and
WHEREAS, on July 12, 2006, HACMB was also awarded $200,000 in Fiscal Year
(FY) 2005/06 HOME Program funds by the City for the construction of the Project; at that
time, the Project was reviewed and found to be consistent with the Plan, which identifies
affordable housing for the elderly as a high priority need; and
WHEREAS, the Administration has reviewed the documentation submitted by the
HACMB in concert with the immediate request for Certification of Consistency, with regard
to the aforestated proposed $2,762,100 HOME Program award, and has concluded that
the Project is consistent with the City's Plan; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is
authorized to issue a Certification of Consistency with the City's Consolidated Plan to the
Housing Authority of Miami Beach (HACMB) as part of a HOME Program funding award to
HACMB of $2,762,100, directly from the Florida Housing Finance Corporation (FHFC) via
the U.S. Department of Housing and Urban Development (HUD), to fund development
costs for thirty (30) new one-bedroom units of affordable housing for elderly persons with
disabilities, located at 321-327 Michigan Avenue, Miami Beach, Florida.

Based on the 2007 Customer Satisfaction Survey, 75% of residents rank the quality of life within the
City of Miami Beach favorably. In regards to Construction/Development -Housing, 67% of
respondents indicated that the City of Miami Beach should ensure the provision of housing for the
elderly/seniors and to households with an annual income at or below $80,000. This project will
provide 30 units of new affordable housing to seniors with disabilities all of whom will make less then
$80,000 in annual income.

Shall the City approve and authorize the City Manager to issue a Certification of Consistency with the City's
Consolidated Plan (Plan) to the HACMB as required by HUD for them to receive their funding?
Item Summary/Recommendation:
On August 10, 2007, the HACMB requested that the City of Miami Beach issue a Certification of
Consistency with the City's Plan as required by the Florida Housing Finance Corporation and HUD for
their $2,762,100 HOME award for their affordable housing project for elderly persons with disabilities
located at 321-327 Michigan Avenue. On July 12, 2006, the City Commission awarded this project
$200,000 in City of Miami Beach HOME funds for the creation of affordable housing. The Plan is
required by HUD and describes the City's community needs, resources, priorities, and proposed
activities to be undertaken with certain HUD funds, including HOME funds. This Plan expires on
September 30, 2008. The Administration has reviewed the documentation submitted by the HACMB
describing the proposed activities and has concluded that the affordable housing project for the
elderly with disabilities is consistent with the Plan.
It is recommended that the City Commission approve and authorize the City Manager to issue a
Certification of Consistency with the City's Plan.

ANALYSIS
On August 10, 2007, the Housing Authority of the City of Miami Beach (HACMB) submitted a
request for the City of Miami Beach to issue a Certification of Consistency with the City's
Consolidated Plan (Plan). On June 6, 2006, the Florida Housing Finance Corporation
awarded the HACMB $2,762,100 in U.S. Housing and Urban Development (HUD) HOME
funds for the financing of their proposed affordable housing project for the elderly with
disabilities, located at 321-327 Michigan Avenue project. All recipients of HOME funding
through the FHFC must meet the HUD requirement to obtain and submit a Certification of
Consistency with the Plan for each application from the entitlement jurisdiction where the
activity is to be located. The City's five year plan, as required by HUD, describes a
community's needs, resources, priorities, and proposed activities to be undertaken with
certain HUD funding, including funding under the HOME Program. The Plan must include
opportunities for resident input and is updated annually via the One-Year Action Plan: The
City's current Plan is valid through September 30, 2008. In accordance with the Plan
adopted by the City of Miami Beach City Commission on July 30, 2003, each request for a
Certification of Consistency with the Plan requires City Commission review and approval.
On July 12, 2006, the Housing Authority of the City of Miami Beach (HACMB) was awarded
$200,000 in FY 2005/06 HOME Program by the City of Miami Beach City Commission for
the construction of a new thirty (30) unit apartment building, to be located at 321-327
Michigan Avenue, Miami Beach, for elderly persons with disabilities. At that time, the project
was reviewed and found to be consistent with the City's Plan, which identifies Affordable
Housing for the Elderly as a high priority need.
Byway of background, the project will be comprised of one, four-story building of thirty (30)
one-bedroom/one-bathroom units, all of which will be fully handicap accessible and ADA
compliant. The subject property consists of three parcels with a total of 18,000 square feet
and is owned by the HACMB. The total estimated project costs are $4,850,994, which
includes construction costs ($3,960,000) and other general development costs ($890,994).
The total gross floor area of the proposed building is 25,894 square feet. The project costs
do not include land equity value of $1,440,000 and deferred developer fees of $288,894
from the HACMB.
In accordance with HOME minimum set-aside requirements, 80% of the units (24 units) will
be occupied by individuals whose annual income does not exceed 60% of the median family
income for the Miami Beach area. The rents for these 24 units will be at the "High HOME
rents" of $662. The remaining 20% of the units (6 units) will be occupied by individuals
whose annual income does not exceed 30% of the median family income for the Miami
Beach area. The rents for these six units will be at the "Low HOME Rent Limit" of $523. All
of the units are HOME assisted and will be set-aside for the target population of elderly
persons with disabilities. Each apartment will be 550 square feet in area with a kitchen,
separate central air conditioning system, washer and dryer. The building orientation on the
property will allow for significant open space and is designed to promote social interaction of
the residents. All apartments will open onto interior corridors and all floors are accessible via
two elevators and one stairwell.
The HACMB has a Social Services Department to oversee service delivery to residents at
Rebecca Towers, participants in the Section 8 Program and to the residents of the proposed
project at no cost to the residents. The residents of 321-327 Michigan Avenue will be
eligible to participate in the elderly services programs offered at HACMB's Rebecca Tower
North and South Projects, located within one block of the subject property. These programs
include: congregate and delivered meal programs; nutritional programs; health screening;
transportation; personal and financial counseling; employment training and referral;
recreation activities; rehabilitation programs; educational programs; and library services.
The HACMB has substantial experience assisting persons with disabilities in the City of
Miami Beach. Persons with disabilities represent approximately 29% of the resident
population at the HACMB's Rebecca North and South projects and persons with disabilities
represent approximately 30% of the resident population in the HACMB' Section 8 Program.
According to the Comprehensive Housing Affordability Strategy (CHAS) that is included in
the City's Plan, there is a high need for housing for elderly and disabled persons. The
United States Department of Housing and Urban Development estimates that there are
approximately 1,523 elderly, 88 developmentally disabled, and 308 physically disabled
households in need of supportive housing within the City of Miami Beach.
The Administration has reviewed the documentation submitted by the HACMB describing
the proposed activities and has concluded that the affordable housing project for the elderly
with disabilities is consistent with the City's Plan. A jurisdiction's certification that an
application is consistent with its Consolidated Plan means that the proposed activities are
consistent with the jurisdiction's Plan, including the geographic location of the areas
specified in the Plan.
CONCLUSION
The Administration recommends that the Mayor and the City Commission approve and
authorize the City Manager to issue a Certification of Consistency with City's Consolidated
Plan to the Housing Authority of the City of Miami Beach (HACMB) as part of a HOME
funding award of $2,762,100 directly from the Florida Housing Finance Corporation (FHFC),
via the U.S. Department of Housing and Urban Development (HUD), to fund development
costs for the thirty (30) new one-bedroom units of affordable housing for elderly persons
with disabilities located at 321-327 Michigan Avenue, Miami Beach, Florida.
