A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, WAIVING, BY 5/7THS
VOTE, THE COMPETITIVE BIDDING REQUIREMENT, FINDING
SUCH WAIVER TO BE IN THE BEST INTEREST OF THE CITY,
AND APPROVING AND AUTHORIZING THE CITY MANAGER
TO EXECUTE AN AGREEMENT WITH THE SALVATION ARMY,
IN THE AMOUNT OF $195,640, FOR THE PROVISION OF
EMERGENCY SHELTER BEDS TO THE CITY OF MIAMI
BEACH'S HOMELESS POPULATION.
WHEREAS, the City has the necessity of providing emergency shelter beds and
case management services to Miami Beach homeless individuals; and
WHEREAS, additional emergency shelter beds will expedite the placement of
homeless individuals and reduce the incidence of homeless in Miami Beach; and
WHEREAS, The Salvation Army is a private, non-profit agency that provides
emergency housing and services to the needy homeless; and
WHEREAS, contracting with The Salvation Army will fill the immediate need for
additional shelter beds for the City of Miami Beach's homeless population; and
WHEREAS, accordingly, the City Manager would recommend that the Mayor and
City Commission waive, by 5/7ths vote, the competitive bidding requirement, finding
such waiver to be in the best interest of the City, and authorize the City Manager to
enter into an agreement with The Salvation Army to provide emergency shelter beds
for Miami Beach homeless individuals and has appropriated funds for this purpose,
in the amount of $195,640.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission hereby waive, by 5/7ths vote, the competitive bidding requirement,
finding such waiver to be in the best interest of the City, and authorizing the City
Manager to execute an agreement with The Salvation Army, in the amount of
$195,640, to provide emergency shelter beds for the City of Miami Beach's homeless
population.

Since 2003, the City of Miami Beach has contracted with The Salvation Army for emergency shelter beds
for Miami Beach's homeless population. During this period the city has gone from originally contracting 15
beds to the current contract which calls for 31 emergency beds for men, women and families.
The emergency beds will assist the city's homeless outreach team to expedite placements and provide
immediate assistance to those seeking an alternative to street life. Although the city does participate in the
Continuum of Care, these contracted beds provide the city with the ability to provide direct placement and
adhere to the guidelines contained in the settlement of the lawsuit Pottinger vs. City of Miami.
The Salvation Army will provide 31 emergency shelter beds for men, women and families at a cost of
$17.30 per day. The daily cost and scope of services will include case management, client assessment for
services within seventy-two hours of admittance to the shelter, bilingual case management, information
and referral to ancillary services, and health and substance abuse treatment and referrals. Based on the
city's homeless outreach and placement efforts, the additional resources will augment the beds available
through the Continuum of Care. This will allow the city to further expand the Continuum of Care as
necessary in treating the issues of homeless persons. The Administration believes it is in the best interest
of the city for the Mayor and City Commission to waive, by 5/7ths vote, the competitive bidding
requirements and authorize the City Manager to enter into an agreement with The Salvation Army in order
to secure additional emer ency shelter beds.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
Since 2003, pursuant to Resolution No. 2003-25387, the City of Miami Beach has contracted with the
Salvation Army for emergency shelter beds for Miami Beach's homeless population. These set-aside
emergency beds assist the city's homeless outreach team in expediting placements into emergency
housing, and in providing immediate assistance to those seeking an alternative to street life. According to
the Miami-Dade County Homeless Trust, current utilization of emergency housing beds throughout the
local homeless "Continuum of Care" is high, with daily bed utilization at an average of 96% daily. The
Continuum is a coordinated community-based process that provides outreach and assessment,
emergency shelter as an alternative to the streets, transitional housing and appropriate supportive
services Qob training/placement, childcare, substance abuse treatment, mental health services) and
permanent housing. The Continuum of Care is a model based on the understanding that homelessness is
not caused merely by a lack of shelter, but involves a variety of underlying, unmet needs, physical,
economic and social. Emergency housing is considered the first phase of housing in the continuum.
There are eight local agencies that provide emergency housing at facilities throughout the county. Six of
these facilities only serve targeted populations (e.g. domestic violence victims, runaway teens, etc.). With
the exception of beds set-aside through funding or contractual relationships, or other specific referral
agreements/requirements, placements into the emergency housing beds in the continuum are handled
primarily on a first-come, first-served basis, either via walk-ins (such as Camillus House), or through
referrals from one of the Homeless Trust-contracted homeless outreach teams, dozens of social service
agencies throughout the county, hospitals and jails, to name a few. Although the city participates in Miami-
Dade County's Continuum of Care, and is able to refer into these programs when beds are available,
these contracted beds provide the city with the ability to directly place individuals that we have engaged
and have committed to services into emergency housing, as well as assisting us in adhering to the
guidelines contained in the settlement of the Pottinger vs. City ofMiami lawsuit. For example, when our
outreach teams are working to close a homeless encampment, it is essential that beds are available for all
persons identified as part of that encampment, so that they may be offered an alternative when the

encampment is closed down. In addition, after extensive engagement of the homeless person by our
outreach teams, the availability to place a person into housing as soon as they are willing to commit is
essential.
For Fiscal Year 2007, the city has made a total of 14,105 contracts, has served 2,220 clients and has
placed over 600 individuals and families in shelter and transitional housing. The most recent homeless
count reflects that 79% of the homeless counted were males, 85% of all of the homeless were single, and
56% were between 30 - 50 years of age. As such, the City's greatest emergency housing need is for
single individuals, mostly males.
The utilization rate for The Salvation Army beds set-aside for the city averages 100%, and the average
length of stay is 11.5 days. The Salvation Army's current contract provides the City with access to beds for
single males, single females and families, as may be needed. Because of our utilization rates for the
Salvation Army beds, and the need for these beds, since 2003, the city has increased the number of beds
under contract with the Salvation Army from 15 beds to the current contract for 31 emergency beds for
men, women and families.
The FY 2007/08 budget includes a continued appropriation of funding up to $195,640 from Resort Tax
Funds for emergency shelter beds. The City currently contracts with the Miami Rescue Mission for 15
emergency housing beds. However, these beds provide no intensive case management services and are
utilized often to serve individuals that cannot return to other emergency housing facilities. With the
exception of the Homeless Assistance Centers (that have restrictions on who can refer to their locations),
the Salvation Army is the only other emergency housing provider that can set-aside beds to serve all
populations in one location (e.g. men, women and families), within a close proximity to the City of Miami
Beach. As such, a waiver of competitive bidding is requested.
If approved, these funds will be allocated through a Professional Services Agreement between the City of
Miami Beach and Salvation Army, setting aside 31 beds, as needed and vacancies are identified, so as to
ensure that there is no interruption in services to the homeless. The Salvation Army will provide up to 31
emergency shelter beds for men, women and families at a cost of $17.30 per day. The daily cost and
scope of services will include case management, client assessment for services within seventy-two (72)
hours of admittance to the shelter, bilingual case management, information and referral to ancillary
services, independent living skills preparation, three (3) prepared andnutritious meals daily and health,
substance abuse treatment, mental health screening, treatment and referrals. The service deliverables
utilized to measure the program's success include intake seven (7) days per week/twenty-four (24) hours
per day, application to financial entitlements, if appropriate, meeting with on-site job developer, and be
transitioning the client to appropriate transitional or permanent housing. The Salvation Army will be
required to maintain data files in the continuum's MIS and report utilization and progress in achieving
service goals.
CONCLUSION
Based on the city's homeless outreach and placement efforts, the additional resources will augment the
beds available through the Continuum of Care. This will allow the city to further expand the Continuum of
Care as necessary in treating the issues of homeless persons. The Administration believes it is in the best
interest of the city for the Mayor and City Commission to waive, by 5/7ths vote, the competitive bidding
requirements and authorize the City Managerto enter into an agreement with The Salvation Army in order
to secure additional emergency shelter beds.
