A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE APPROPRIATION OF
$83,090 FROM BOND FUND NO. 351, WITH $76,174 OF THIS AMOUNT
RECEIVED FROM AMERICAN GOLF CORPORATION AS A SETTLEMENT FOR
CONTRACTUALLY REQUIRED CAPITAL IMPROVEMENTS, TO WORK ORDER
NO.351-2179, ENTITLED "BAYSHORE CLUBHOUSE IMPROVEMENTS"; AND
FURTHER AWARDING A CONTRACT IN THE AMOUNT OF $83,090 TO
BISCAYNE ROOFING OF MIAMI, INC., PURSUANT TO BID NO. 95-96/97
FOR RE-ROOFING THE BAYSHORE CLUBHOUSE.
WHEREAS, the city issued Invitation to Bid No.95-96/97 for the re-roofing
of the Bayshore Clubhouse on May 8, 1997, with a bid opening date of June 10,
1997; and
WHEREAS, sixty-four notices and thirteen specification packages were mailed
resulting in the receipt of six bids; and
WHEREAS, the lowest bidder was Biscayne Roofing of Miami, Inc.; and
WHEREAS, funds in the amount of $83,090, necessary to complete this Project
are currently available in Bond Fund No. 351; and
WHEREAS, $76,174 of this amount was received from American Golf Corporation
as a payment for contractually required capital improvements.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the Mayor and the City Commission hereby
authorize the appropriation of $83,090 from Bond Fund No. 351 to Work Order
No.351-2179, entitled "Bayshore Clubhouse Improvements," and further award a
contract, in the amount of $83,090, to Biscayne Roofing of Miami, Inc., pursuant
to Bid No. 95-96/97, for the re-roofing of the Bayshore Clubhouse.

Request for A oval to Award a Contract in the Amount of $83,090 to
Biscayne Roofing of Miami, Inc., Pursuant to Bid No. 95-96/97 for Re-Roofing
the Bayshore Clubhouse, and Authorize the Appropriation of Funds for Same.
ADMINISTRATION RECOMMENDATION:
To approve the award and authorize the appropriation of funds.
FUNDING:
$83,090
Funds to be appropriated from Bond Fund No. 351 into Budget Account Number
351.2179.069358. ($76,174 of this amount was received from American Golf
Corporation as a settlement for contractually required capital improvements.)
BACKGROUND AND ANALYSIS:
This work is required because there are major leaks in the roof over the main lobby, kitchen, the
locker rooms, and the Pro Shop of the Bayshore Clubhouse, causing extensive damage to the
interior. Additionally, the roof of the Maintenance Facility utilized for storage of equipment is in
equally poor condition. This Maintenance Facility roof has been previously patched and is now
beyond repair.
This Invitation to Bid was issued on May 8, 1997. Sixty-four notices and thirteen specification
packages were mailed, resulting in the receipt of six bids. A Mandatory Pre-Bid Conference was
held on May 20, 1997, at the Bayshore Clubhouse. Contractors were shown the facility and were
also informed that the Maintenance Facility located at 2800 Meridian Avenue would be added to
the project. Amendment No. I was issued on May 16, 1997, adding the Bayshore Clubhouse.
Amendment NO.2 was issued on May 28, 1997, changing the bid opening date from May 29, 1997,
to June 10, 1997 and adding the re-roofing of the Maintenance Facility.

The preliminary estimate for this project was $91,500, for the Bayshore Clubhouse roof only. The
low bidder submitted a bid of$83,090 for re-roofing the Bayshore Clubhouse and the Maintenance
Facility.
CONCLUSION:
The City Commission should approve the award of this bid to the lowest bidder meeting
specifications, Biscayne Roofing of Miami, Inc., and authorize the appropriation of funds from
Bond Fund 351.
