RESOLUTION NUMBER 96-21949
A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING THE CITY MANAGER TO DONATE UP TO
FIVE (5) SURPLUS 286 MHZ (AT) PERSONAL COMPUTERS
AND AUXILIARY EQUIPMENT TO UNIDAD OF MIAMI
BEACH, INC., TO BE USED IN THE TEEN DELINQUENCY
PROGRAM BEING CONDUCTED BY THE HISPANIC
COMMUNITY CENTER.
WHEREAS, the City is in the process of upgrading the effectiveness of personal computers
through migration to the Windows platform and networking; and
WHEREAS, in this process, lower level personal computers (286's and XT's) and other
auxiliary equipment (printers) are declared surplus and sold at public auction; and
WHEREAS, the City received a request from UNIDAD of Miami Beach, Inc., for the
donation of surplus personal computers to be used in the "Teen Delinquency Program" being
conducted at the Hispanic Community Center; and
WHEREAS, the Administration has determined that the beneficial use of surplus personal
computers in the Teen Delinquency Program is significantly greater than the value gained through
public auction.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is
authorized to donate up to five surplus personal computers and auxiliary equipment, as they become
available, to UNIDAD of Miami Beach, Inc., for use in the "Teen Delinquency Program" being
conducted at the Hispanic Community Center.
PASSED and ADOPTED, this 17th day of ApriL 1996.

BACKGROUND
The City of Miami Beach is in the process of upgrading the effectiveness of personal computers
through migration to the Windows platfonn and networking. Personal computers are being upgraded
to the "486" or "Pentium" level, where appropriate. In this process, lower level personal computers
(286's and XT' s) and other auxiliary equipment (printers) are declared surplus and sold at public
auction. In this instance, the 286 and XT computers are so obsolete that their material value is
negligible.
The City received a request from UNIDAD of Miami Beach, Inc., for the donation of surplus
personal computers to be used in the "Teen Delinquency Program" being conducted at the Hispanic
Community Center.
ANALYSIS
The Administration has determined that the beneficial use of surplus personal computers in the Teen
Delinquency Program is significantly greater that the value of gained through public auction.
The Administration is recommending that the City Commission authorize the City Manager to donate
up to five surplus personal computers and auxiliary equipment, as they become available, to UNIDAD
ofMiarni Beach, Inc., for use in the "Teen Delinquency Program" being conducted at the Hispanic
Community Center.

Dear Mr. Liu:
I am writing with reference to a conversation Ada Llerandi,
a board member of UNIDAD, had with you. It is my understanding
that the City is in the process of updating their computer
equipment.
The Hispanic Community Center is a non-profit organization
dedicated to serving the poverty level, low and moderate income
community of Miami Beach. Our shoe-string budget does not permit
us luxuries such as computers to assist clients. Computers that
can be utilized as word processors would benefit our clients who
are in the process of looking for work and wishing to update
their resumes, as well as giving them experience and polishing
their skills. Additionally, one of our newest programs is the
After School Teen Intervention Program, beginning this month. The
tutoring program would be greatly enhanced if computers could be
an integrated component.
If there is any equipment available that the City of Miami
Beach would like to donate to a very worthy cause, we would be
very happy to be the recipients. If you would like to discuss
this at length or require any additional information, please do
not hesitate to contact me.

Thank you, for your affirmative response to our request for equipment very
much need at the Hispanic Community Center. We appreciate the donation of a
Hewlett-Packard Vectra ES (286) personal computer.
the center is dedicate to assistinq, poverty, low-income, moderate income
family. We are in the implementation stage of a after school program for
at-risk adolesence and a job readiness traininq program for unemployed
residence. Any equipment supply and support that the city can provide to
the Hispanic Center will be put to good use.
Please contact me to arranqe equipment pick-up and to complete the necessary
paper work.
