A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, RETROACTIVELY AUTHORIZING AND
DIRECTING THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE
U.S. DEPARTMENT OF COMMERCE, NATIONAL
TELECOMMUNICATIONS AND INFORMATION ADMINISTRATION,
TELECOMMUNICATIONS AND INFORMATION INFRASTRUCTURE
ASSISTANCE PROGRAM IN THE AMOUNT OF $250,000; AUTHORIZING
THE ACCEPTANCE OF THE GRANT, IF AWARDED; AND
APPROPRIATING THE FUNDS IN COMPLIANCE WITH THE TERMS OF
THE GRANT.
WHEREAS, the U.S. Department of Commerce has invited the submission of applications
for new awards for fiscal year 1996 under the "Telecommunications and Information Infrastructure
Assistance Program"; and
WHEREAS, the program supports projects that promote the development and widespread
availability of advanced telecommunications and information technologies to serve the public
interest; and
WHEREAS, the City's Office of ADA Coordination, in conjunction with the Public Information
Office, the City Clerk, the Recreation, Culture and Parks Department and the Bureau of Children's
Affairs, has designed such a program, for the benefit of residents of the City of Miami Beach; and
WHEREAS, the program has a total projected cost over three years of approximately
$352,413; and
WHEREAS, of this amount, the Administration wishes to apply to the U.S. Department of
Commerce for assistance in the amount of $250,000.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA. that the Mayor and City Commission retroactively authorize the
City Manager to submit an application to the U.S. Department of Commerce, National
Telecommunications and Information Administration, Telecommunications and Information
Infrastructure Assistance Program in the amount of $250,000; authorize the acceptance of the
grant, if awarded; and appropriate the funds in compliance with t terms of the grant

ADMINISTRATION RECOMMENDATION:
That the Mayor and City Commission approve the attached Resolution retroactively authorizing and
directing the City Manager to submit an application to the U.S. Department of Commerce, National
Telecommunications and Information Infrastructure Assistance Program in the amount of $250,000,
authorizing the acceptance of the grant, if awarded, and appropriating the funds in compliance with
the terms of the grant.
BACKGROUND:
The U.S. Department of Commerce has invited the submission of applications for new awards for
fiscal year 1996 under the "Telecommunications and Information Infrastructure Assistance Program."
The program supports projects that promote the development and widespread availability of
.advanced telecommunications and information technologies to serve the public interest.
ANALYSIS
The City's Office of ADA Coordination, in conjunction with the Public Information Office, the City
Clerk, the Recreation, Culture and Parks Department and the Bureau of Children's Affairs, has
designed such a program, for the benefit of residents of the City of Miami Beach. The program has
a total projected cost over three years of approximately $352,413. Of this amount, the
Administration wishes to apply to the U.S. Department of Commerce for assistance in the amount
of $250,000. The grant matching requirements will be met through the use of existing facilities,
salaries, telephone lines, and others and no new allocation of general fund monies is expected as
a result of this project.

CONCLUSION:
The Administration recommends the adoption of the attached Resolution retroactively authorizing
and directing the City Manager to submit an application to the U.S. Department of Commerce,
National Telecommunications and Infonnation Administration, Telecommunications and Infonnation
Infrastructure Assistance Program in the amount of $250,000; authorizing the acceptance of the
grant, if awarded; and appropriating the funds in compliance with the tenns of the grant.
