2000-23806 RESO RESOLUTION NO. 2000-23806 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE FILING OF AN APPLICATION FOR AN EMERGENCY MEDICAL SERVICES GRANT, AND, IF FUNDED, AUTHORIZING THE BUDGETING AND EXPENDITURE OF EMS COUNTY GRANT FUNDS FROM THE FLORIDA DEPARTMENT OF HEALTH, BUREAU OF EMERGENCY MEDICAL SERVICES. WHEREAS, the Florida Department of Health, Bureau of Emergency Medical Services (EMS), is authorized pursuant to Chapter 401.113(2) (a), Florida Statutes and Rule 64E,2.030, to distribute County Grant Funds for licensed EMS providers in the State of Florida; and WHEREAS, the City of Miami Beach Fire Rescue is a licensed, eligible entity in the State of Florida; and WHEREAS, the City may apply for and, if granted, receive $32,129 from the State; and WHEREAS, the funds received from the State will be used to improve or expand existing emergency medical services in conformance with the EMS Matching Grant Program application and awards guideline. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City of Miami Beach authorize the filing of an application for an Emergency Medical Services Grant, and, if funded, authorize the budgeting and expenditure of EMS County Grant Funds from the Florida Department of Health, Bureau of Emergency Medical Services. ANALYSIS The Florida Department of Health , Office of Emergency Medical Services is authorized by Chapter 401. 113 (2) (a), Florida Statutes to distribute County Grant Funds to eligible County Governments for projects that will improve and/or expand their pre-hospital Emergency Medical Services (EMS). Counties are allocated funds by the State annually; these counties, in turn, allocate funds to municipalities under their jurisdiction. This allocation is based upon the total number of EMS calls and Rescue units for each municipality during the previous fiscal year. The State of Florida County Grant Funds are derived from surcharges on various traffic violations. Only the County can request these allocations from the State Department of Health. Miami-Dade County has allocated to the City of Miami Beach Fire Department In estimated $32,129 (see Exhibit I). These funds will cover such operational costs as: Paramedic Certification, training conferences, training seminars, EMS equipment, extrication equipment and patient transport equipment When these funds are received, they will be entered into the EMS Grant Fund Account #193.8000.334392, as established by the Office of Management and Budget. FLORIDA RESOLUTION AUTHORIZING THE COUNTY MANAGER TO APPLY FOR, RECEIVE AND EXPEND EMERGENCY MEDICAL SERVICES GRANT AWARD FUNDS FOR IMPROVED AND EXPANDED PRE-HOSPITAL EMERGENCY MEDICAL SERVICES (EMS) PROGRAM WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum and attachments, copies of which are incorporated herein by reference, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DADE COUNTY, FLORIDA, that this Board authorizes the County Manager to file a 1999-2000 ~rant application for. Emergency Medical, Services Award f~n~s to be~sed to improve and expand the pre-hospital Emergency M~qic~l Sy.stem in Dade County, , , ih:~Ubst'antially the form attached,hetetP'and':made a part hereof; . . #'r:.,.- _ . authorizes the County Manager to receive and'expend any and all monies received for such purposes described in the grant application; authorizes the County Manager to execute such contracts and agreements that are required, subject to Gounty Attorney approval, for and on behalf of Dade County; and to file and execute any amendments to the application.
