A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ELECTING COMMISSIONER JERRY
LIBBIN AS VICE-MAYOR FOR A TERM COMMENCING ON NOVEMBER
1, 2007, AND TERMINATING ON NOVEMBER 7, 2007 OR, IF A RUNOFF
ELECTION IS HELD, TERMINATING ON NOVEMBER 21, 2007.
WHEREAS, the Mayor and City Commission established a policy of rotating the position of
Vice-Mayor every four months; and
WHEREAS, typically the term for the next Vice-Mayor would be November 1, 2007 through
February 29, 2008; however because of the General Election scheduled for November 6, 2007, and
City Charter Section 2.04, the term for the next Vice-Mayor will commence November 1, 2007 and
terminate on November 7, 2007 or, if a Runoff Election is held, the term will terminate on November
21, 2007; and
WHEREAS, a resolution will be placed on the November 7, 2007 Commission Agenda, or if
a Runoff Election is held, on the November 21, 2007 Commission Agenda, allowing newly elected
City Commission to elect, from its membership, Commissioner Jerry Libbin as Vice-Mayor, for a term
to expire February 29, 2008.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA that Commissioner Jerry Libbin is hereby elected as
Vice-Mayor of the City of Miami Beach, Florida, for a term commencing on November 1, 2007 and
terminating on November 7, 2007 or, if a Runoff Election is held, the term will terminate on
November 21, 2007.

ANALYSIS
The City Commission has established a policy of rotating the position of Vice-Mayor every

Pursuant to City Charter Section 2.04, the City Commission shall, at its first meeting after
each General Election, elect from its membership aVice-Mayor who during the absence or
disability of the Mayor shall perform the duties of Mayor.
A resolution will be placed on the November 7, 2007 Commission Agenda, or if a Runoff
Election is held, on the November 21, 2007 Commission Agenda, providing the newly
elected City Commission to elect from its membership Commissioner Jerry Libbin as Vice-
Mayorfor aterm to expire February 29, 2008.
