2007-26671 ResoRESOLUTION NO. 2007-26671 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO AND CONFIRMING THE APPOINTMENT OF RAMIRO INGUANZO AS HUMAN RESOURCES DIRECTOR FOR THE CITY OF MIAMI BEACH. WHEREAS, the City Manager has appointed Ramiro Inguanzo as the Human Resources Director of the City of Miami Beach; and WHEREAS, pursuant to Section 4.02 of the City of Miami Beach Charter, as well as Section 2-3 of the City Code, the City Manager has power to appointment directors of the City departments with the consent and conformance of the Mayor and the City Commission; and WHEREAS, the Mayor and the City Commission wish to consent to and confirm the appointment of Ramiro Inguanzo as Human Resources Director of the City of Miami Beach. NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and the City Commission have consented to and confirmed the appointment of Ramiro Inguanzo as the Human Resources Director of the City of Miami Beach. As the Director of Human Resources, Ramiro Inguanzo will be responsible for leading these areas and ensuring the City achieves its goal of attracting and maintaining a high quality workforce. Gonzalez, City Manager DATE: October 17, 2007 SUBJECT: A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, CONSENTING TO THE APPOINTMENT OF RAMIRO INGUANZO AS THE DIRECTOR OF HUMAN RESOURCES FOR THE CITY OF MIAMI BEACH. ADMINISTRATION RECOMMENDATION Pursuant to the requirements of Article IV, Section 4.02 of the City Charter, it is recommended that the Mayor and the City Commission adopt the attached resolution consenting and confirming Ramiro Inguanzo as the Director of Human Resources for the City of Miami Beach. ANALYSIS Ramiro Inguanzo has served as the Chief of Staff to the City Manager since May 2001. Since that time, he has taken the lead with many of the City's organizational development efforts for employees at all levels, and in particular with the City's Management Team. Because of his work in this important area, he was assigned with overseeing the City's Human Resources, Risk Management and Labor Relations areas in January 2004. As the Director of Human Resources, he will continue leading all of these areas to ensure that the City achieves its goals of attracting the highest quality candidates to the organization, maintaining the highest quality workforce possible, and providing city employees with the resources needed to succeed in their jobs. Ramiro's background prior to joining the City has prepared him well for his role as Director of Human Resources having worked nearly five years directing organizational and leadership development programs for various agencies in the U.S. federal government and with over two years of similar experience working for Miami Dade College. Ramiro also holds a bachelor's and master's degree in public administration from Florida State University. CONCLUSION While in most Council/Manager forms of government, City Managers are typically granted broad authority to select key department heads, a provision of the City of Miami Beach charter requires consent of all department directors by the City Commission. By consenting to the appointment of Ramiro Inguanzo as the Director of Human Resources, he will be responsible for ensuring the City achieves its goal of attracting and maintaining a high quality workforce. T:WGENDA~2007\oct1707\Consentlinguanzo HR Director Memo.doc Ramiro Jose Inguanzo Ramiro Inguanzo has served as the Chief of Staff for the City of Miami Beach since May 2001. He is part of the executive team responsible for assisting the City Manager with providing executive level leadership and guidance to the nearly 2,000 employees of the city, providing recommendations to the Mayor and City Commission and implementing policy directives in an efficient and effective manner. He currently supervises the areas of Human Resources, Risk Management, and Labor Relations. For the past two years, Ramiro has served as the president of the Miami Dade City/County Management Association (MDCCMA), a professional organization that brings together the City Managers, Assistant City Managers, and other management from all municipalities throughout Miami Dade County. He has previously served as the MDCCMA Vice President and Secretary/Treasurer. Ramiro has also been an Adjunct Professor in the Social Sciences Department at Miami Dade College since 2005, teaching courses dealing with State and Local Government and American Federal Government. From 1996 - 2001, Ramiro was the Director of Leadership Development for the Council for Excellence in Government in Washington, D.C. where he coordinated and implemented leadership development programs for senior level managers in the federal government and assisted federal agencies with organizational development efforts and human resources management. From 1994 -1996, Ramiro served as the Assistant Dean at Miami-Dade Community College (now Miami Dade College). His administrative duties included managing the evening student services of the college and coordinating efforts to assist students in preparing for and succeeding in college. Ramiro has also worked as a legislative fellow for the Appropriations Committee of the Florida House of Representatives where he researched, evaluated and tracked proposed legislation and specialized in analyzing and preparing budgetary reports. He has also served as a project assistant for the Florida Center for Public Management, the public-sector consulting unit of Florida State University which focuses on local and state government issues. Ramiro was appointed, twice, by Florida's former Governor Lawton Chiles to serve as a member of Florida's Post Secondary Education Planning Commission, the state board responsible for making policy recommendations to the Florida Board of Education and state Legislature. During his tenure as a member, Ramiro led the initiative to implement service learning programs in Florida's higher education curriculums. Ramiro holds a Bachelor of Science degree in Political Science and Communication and a Master's degree in Public Administration with a concentration in government and educational leadership from the Florida State University in Tallahassee, Florida.
